preparations for a foreign-policy transition toward the team of President-elect Joe Biden.<\/p>\n<p> Asked on Tuesday whether the State Department is hampering a smooth transition to a Biden administration, Mr. Pompeo said with a smile, \u201cThere will be a smooth transition to a second Trump administration.\u201d<\/p>\n<div class=\"paywall\">\n       Mr. Pompeo added, \u201cI\u2019m very confident that we will do all the things that are necessary to make sure that the United States government will continue to perform its national security function as we go forward.\u201d<\/p>\n<p>Mr. Pompeo was also asked whether the Trump administration\u2019s unwillingness to accept Mr. Biden\u2019s win undermines the State Department\u2019s message to foreign
