{"id":117427,"date":"2020-11-22T02:59:27","date_gmt":"2020-11-21T23:59:27","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/authorities-said-suspected-subway-shover-would-become-nyc-menace\/"},"modified":"2020-11-22T02:59:27","modified_gmt":"2020-11-21T23:59:27","slug":"authorities-said-suspected-subway-shover-would-become-nyc-menace","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/authorities-said-suspected-subway-shover-would-become-nyc-menace\/","title":{"rendered":"#Authorities said suspected subway shover would become NYC menace"},"content":{"rendered":"<p>&#8220;<strong>#Authorities said suspected subway shover would become NYC menace<\/strong>&#8221;<\/p>\n<div>\n                        Authorities predicted months ago that the homeless man who allegedly shoved a straphanger onto Manhattan subway tracks would become a serial subway menace, The Post has learned.<\/p>\n<p>Law enforcement had told another subway-attack victim \u2014 a retired postal worker who was allegedly slugged in the face on an F train in Chelsea by Justin Pena on Jan. 16 \u2014 that the unhinged shelter resident would soon be back out on the street, free to terrorize again.<\/p>\n<p>\u201cThey told us he\u2019s going to get a slap on the wrist and be back on the street and do the exact same thing,\u201d victim Anthony Lion\u2019s son Herman Leung recalled. \u201cIt\u2019s very upsetting.\u201d<\/p>\n<p>Ten months later, the prediction came true, police now say.<\/p>\n<p>Pena, 23, allegedly sucker-punched a 36-year-old stranger multiple times on a platform of the 42nd Street-Bryant Park, and then shoved the randomly targeted man onto the tracks.<\/p>\n<p>That victim was able to pull himself back onto the platform before a train arrived; he suffered only minor injuries to his knee and hands, becoming the latest in a spate of attacks on subway passengers by violent, mentally ill men.<\/p>\n<p>In the nearly year-long stretch between allegedly beating up Lion, 73, and shoving the younger man to the tracks, Pena has cycled in and out of Bellevue, his mother\u2019s home and the streets.<\/p>\n<p>One place he did not go to was court. Pena has missed multiple court dates and still has not been arraigned, according to a spokesperson for the Manhattan DA\u2019s office.<\/p>\n<p>For those 10 months, as in years past, he never got the intensive, confining help he needed to stay on the medications he takes for bi-polar and attention deficit disorder, his adoptive mom, Angela Pena, 62, told The Post.<\/p>\n<p>\u201cSociety did not do nothing for my son,\u201d she cried, after learning from a reporter that he\u2019d been jailed in connection to a second attack.<\/p>\n<p>\u201cHelp my son, please!\u201d she begged. \u201cIf you help him, he would not get in trouble.\u201d<\/p>\n<p>Pena remained in Bellevue for just two weeks after the January attack, she said. Within weeks of returning home, he was off his medication and threatening to kill her, she said.<\/p>\n<p>\u201cI told them, \u2018Keep him in the hospital. If you keep him in a hospital he will get medicated and he will not get violent,\u2019\u201d she said from her two-bedroom Bronx apartment, where she saves good memories of her son in a shoebox of photographs.<\/p>\n<p>\u201cBut in the street, he will not be medicated. He will not take his medication,\u201d she said.<\/p>\n<p>\u201cHe didn\u2019t take it with me. He didn\u2019t take it when he was a baby. What makes them think he will take it in the streets?\u201d<\/p>\n<p>She added, \u201cThey should\u2019ve done something [to help Pena] after he went to jail, because he\u2019s violent.<\/p>\n<p>\u201cBut nobody did nothing. Society did not do nothing for my son! My son went to jail. My son is sick in the head. My son is sick in the head,\u201d she cried, despondent.<\/p>\n<p>\u201cPut him in a place where he could get medicated all the time, because if you tell him, \u2018Medicate yourself,\u2019 he does not medicate himself. He does whatever he wants.\u201d<\/p>\n<p>Experts agree with Pena\u2019s mom.<\/p>\n<p>To blame, they say, is a lack of intensive, in-patient facilities for the estimated 90,000 untreated, seriously mentally ill people who instead cycle in and out of New York\u2019s jails, hospitals and homeless shelters.<\/p>\n<p>The vast majority are harmful only to themselves, experts at the city-based Mental Illness Policy Organization \u2014 but a single-digit fraction of these street people are violent and, save for brief stints in hospital psychiatric wards, unhelped.<\/p>\n<p>The city squandered $1 billion over the past five years on the ThriveNYC \u201cwellness\u201d program while programs for the seriously mentally ill go unfunded, they complain.<\/p>\n<p>Meanwhile, cops are asked to pick up the pieces by responding to emergencies \u2014 or else are targeted by the \u201cDefund the Police\u201d movement.<\/p>\n<p>\u201cThe subway is not a temporary housing facility for the homeless or mentally ill,\u201d notes retired NYPD Sgt. Joseph Giacalone, an author and professor at John Jay College of Criminal Justice.<\/p>\n<p>\u201cYou can spend all the time and money in the world on <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a> workers to handle the mental health problem, but if there is no place to keep those that need the help, then it will fail miserably,\u201d he told The Post Saturday.<\/p>\n<p>\u201cIn addition, some of these suspects were arrested on other crimes, only to be released immediately under the new bail reform laws,\u201d he added.<\/p>\n<figure id=\"attachment_16661463\" class=\"wp-caption aligncenter\"><img class=\"wp-image-16661463 size-large lazyload\" alt=\"Subway push victim (left) Anthony Lion and his wife Dorothy Lion.\" width=\"1024\" height=\"717\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/112120victim4RM.jpg?quality=90&amp;strip=all&amp;w=300 300w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/112120victim4RM.jpg?quality=90&amp;strip=all&amp;w=640 640w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/112120victim4RM.jpg?quality=90&amp;strip=all&amp;w=1280 1280w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/112120victim4RM.jpg?quality=90&amp;strip=all&amp;w=1024 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/112120victim4RM.jpg?quality=90&amp;strip=all&amp;w=2048 2048w\" data-sizes=\"(max-width: 640px) 100vw, 1024px\"\/><figcaption class=\"wp-caption-text\"><span>Subway push victim (left) Anthony Lion and his wife Dorothy Lion.<\/span><span class=\"credit\">Robert Miller<\/span><\/figcaption><\/figure>\n<p>\u201cCops have seen this crisis coming for years,\u201d agreed Pat Lynch, president of the Police Benevolent Association.<\/p>\n<p>\u201cEvery time we handle a job involving a seriously mentally ill person \u2014 something we do successfully thousands of times each year \u2014 we leave knowing that any help we can provide is just a Band-Aid.\u201d<\/p>\n<p>The most psychotic street people \u2014 those who won\u2019t take their medication on their own, \u201cneed to be confined for their own safety and the safety of others,\u201d Lynch said.<\/p>\n<p>Instead, \u201cwe\u2019re being offered a false choice between \u2018lock them all up\u2019 [in jail] and \u2018do nothing,\u2019 because a real solution would take time, creativity, money and hard work,\u201d he said.<\/p>\n<p>The family of Anthony Lion still hasn\u2019t recovered from his January assault \u2014 and after hearing of Wednesday\u2019s alleged subway shove from The Post, they are afraid that more victims could follow.<\/p>\n<p>\u201cOh wow, that\u2019s terrible,\u201d Lion\u2019s wife, Dorothy, 66, said Saturday of last week\u2019s attack.<\/p>\n<p>Lion speaks mostly Cantonese, and is suffering from dementia, she said in speaking for him.<\/p>\n<p>\u201cThere are a lot of mentally disordered people\u201d in the city, she worried.<\/p>\n<p>\u201cSomebody has to follow up with [Pena\u2019s] mental disorder and maybe send him to someplace like rehab or the hospital and get him treatment,\u201d she said.<\/p>\n<p>\u201cI hope there\u2019s no more of this type of victim \u2014 I hope it won\u2019t h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en again.\u201d<\/p>\n<p><em>Additional reporting by Larry Celona<\/em>\n            <\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
