We\u2019ll start slow and hopefully grow and get more business,\u201d said Daniele Kucera, the owner of Etcetera Etcetera, a two-story Italian eatery in Hell\u2019s Kitchen, Manhattan.<\/p>\n<p>Kucera said he plans to set up five tables on the sidewalk Monday under Mayor Bill de Blasio\u2019s outdoor dining plan that allows for eateries to expand seating to sidewalks, curb lanes in the street and in plazas.<\/p>\n<p>But the restaurateur said he\u2019s worried about foot traffic.<\/p>\n<p>\u201cThere is no Broadway, no parties, people are still out of town. Hopefully we\u2019ll have a little more business than just deliveries, and even deliveries are going slow. We\u2019ll see what happens,\u201d said Kucera, adding, \u201cIt\u2019s not a great setting here [for outdoor dining].\u201d<\/p>\n<p>\u201cUnfortunately there are a lot of homeless people and drug addicts begging in this area and there is nothing being done for that,\u201d he said.<\/p>\n<p>Taso Verteouris, the owner of Nature\u2019s Grill Cafe on Smith Street in Carroll Gardens, said that he registered online with the city to put extra tables out on the sidewalk, and expects to get approval.<\/p>\n<p>\u201cIt\u2019s incredible that they\u2019re giving us something for free so we\u2019re happy about that,\u201d Verteouris said of the city\u2019s outdoor dining plan. \u201cOutdoor dining permits normally cost $6,000 for the year so we\u2019re glad the city is doing something for us.\u201d<\/p>\n<p>\u201cI\u2019ll be able to set up about eight tables outside with <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a> distancing,\u201d he said.<\/p>\n<p>Verteouris, who also co-owns two other Nature\u2019s Grill Cafe outposts, noted that mom-and-pop shops like his were financially-ravaged from the coronavirus pandemic, \u201cso how can we be excited about reopening next week.\u201d<\/p>\n<p>\u201cIt\u2019s a start, but we don\u2019t know yet how comfortable people will feel sitting down at a restaurant or even what the fall and winter will look like,\u201d he said. \u201cThere is a large feeling of uncertainty because we don\u2019t know what the future looks like.\u201d<\/p>\n<div>\n<div id=\"slideshow-15863650-1\">\n<div>\n<div>\n                <img decoding=\"async\" alt=\"061920opening4jm\"  src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/06\/061920opening4jm.jpg?quality=90&#038;strip=all&#038;w=1024\" ><\/img><\/p>\n<div>\n<div>\n                            Manso and Del Gatto inside of Socarrat Paella Bar.                                                          <\/p>\n<p>James Messerschmidt\n                                                    <\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div>\n                <img decoding=\"async\" alt=\"061920opening2jm\"  src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/06\/061920opening2jm.jpg?quality=90&#038;strip=all&#038;w=1024\" ><\/img><\/p><\/div>\n<div>\n<div>\n                Up Next\n                <\/p>\n<article target=\"_blank\"><a href=\"https:\/\/nypost.com\/2020\/06\/19\/nos4a2-star-ashleigh-cummings-dishes-on-creepy-season-2\/\" target=\"_blank\" rel=\"noopener noreferrer\"><\/p>\n<p>            <\/a><\/p>\n<p>                Her character is &#8220;a very multidimensional and flawed human being,&#8221;&#8230;<br \/>\n                    <\/article>\n<\/div><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>An executive order issued by de Blasio creates a new and expedited online approval process for bars and restaurants across the five boroughs to expand seating capacity outdoors as long as they meet city guidelines.<\/p>\n<p>Under Phase Two of the state\u2019s four-phase reopening plan there can be outdoor dining, but not indoor dining.<\/p>\n<p>Bar Great Harry, a corner watering hole on Sackett and Smith streets across from Nature\u2019s Grill Cafe, also applied with the city to utilize outdoor seating, a bartender said.<\/p>\n<p>\u201cThere is a little bit of relief that the city hasn\u2019t made it unnecessarily difficult to get support that we need,\u201d said barkeep Arion Toles. \u201cI think we\u2019ll be able to put two or three tables along Sacket Street and hope that people will come.\u201d<\/p>\n<p>Brian Dykeman, the co-owner of Smith Street\u2019s Zombie Hut, said that the bar was approved under the city\u2019s self-certification outdoor dining process.<\/p>\n<p>\u201cThe process was extremely straightforward, and only took a minute or two, and we had an immediate approval response,\u201d Dykeman said.<\/p>\n<p>\u201cWe are extremely excited to welcome our guests back into our outdoor seating areas, and look forward to having them inside as well when the time comes,\u201d said Dykeman.<\/p>\n<p>Dykeman pointed to some concerns on reopening including bathroom use and the chance of rain.<\/p>\n<p>\u201cIf I have a socially distanced full backyard, when it starts pouring, what do I do? Kick them all out?  They can\u2019t all huddle inside until it stops raining,\u201d he said, explaining, \u201cThere are a bunch of issues that I\u2019m sure will come up.\u201d<\/p>\n<p>Midtown\u2019s Socarrat Paella Bar plans to put out two tables of four on the sidewalk and two tables of four on its patio, and possibly the same on the roadway out front of the eatery, depending on whether it gets approval from the city.<\/p>\n<p>\u201cThis is a battle. This is going to war,\u201d said owner Lolo Manso. \u201cWe have to do the best we can and we have to protect ourselves and our customers. To be safe is first.
