Cuomo to avoid broad COVID-19 shutdown<\/strong>&#8221;<\/p>\n<div>\n                        Brooklyn\u2019s largest merchants\u2019 group urged Gov. Andrew Cuomo Friday to avoid imposing drastic citywide restrictions to tame a second wave of COVID-19 \u2014 saying such a clampdown will put teetering firms out of business.<\/p>\n<p>\u201cOn the eve of Small Business Saturday when we are encouraging New Yorkers to shop local and support neighborhood businesses, we\u2019re calling on Mayor de Blasio and Governor Cuomo to reexamine a citywide shutdown,\u201d said Brooklyn Chamber of Commerce President and CEO Randy Peers, who represents 62,000 borough firms.<\/p>\n<p>Cuomo could put the entire city in an orange zone if the Big <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">App<\/a>le\u2019s COVID-19 infection rate exceeds 3 percent \u2014 which would bar indoor dining and close gyms, barbershops and hair salons, nail salons and other personal care services.<\/p>\n<p>Mayor Bill de Blasio faced withering criticism for closing the public schools last week because of an uptick in the citywide coronavirus infection rate \u2014 though testing showed that rate among students and staff was low.<\/p>\n<p>The citywide virus positivity rate on Thursday was 2.8 percent and its seven-day rolling average was 2.56 percent, according to the state Health Department.<\/p>\n<p>Staten Island led the city with a 4.4 percent infection rate on Thursday, followed by 3.9 percent in The Bronx, 3.3 percent in Queens and 1.7 percent in Manhattan.<\/p>\n<figure id=\"attachment_16691096\" class=\"wp-caption alignnone aligncenter\"><img class=\"wp-image-16691096 size-large lazyload\" alt=\"Subway straphangers are seen wearing face masks at Grand Central Terminal.\" width=\"1024\" height=\"682\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/grand-central.jpg?quality=90&amp;strip=all&amp;w=300 300w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/grand-central.jpg?quality=90&amp;strip=all&amp;w=640 640w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/grand-central.jpg?quality=90&amp;strip=all&amp;w=1280 1280w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/grand-central.jpg?quality=90&amp;strip=all&amp;w=1024 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/11\/grand-central.jpg?quality=90&amp;strip=all&amp;w=2000 2000w\" data-sizes=\"(max-width: 640px) 100vw, 1024px\"\/><figcaption class=\"wp-caption-text\"><span>Straphangers are seen wearing face masks at Grand Central Terminal.<\/span><span class=\"credit\">Christopher Sadowski<\/span><\/figcaption><\/figure>\n<p>Much of Staten Island is already in the restrictive orange zone.<\/p>\n<p>The city\u2019s own sobering data revealed last week found that 40 neighborhood zip codes have infection rates above 4 percent \u2014 evidence that a second wave had arrived.<\/p>\n<p>But Cuomo on Thursday said he wants to avoid a drastic citywide pause that would close or hobble many businesses.<\/p>\n<p>Instead, he\u2019s developing a winter plan that would continue to rely on a \u201cmicro-cluster approach\u201d that targets restrictions to hot-spots neighborhoods to control the pandemic\u00a0 but \u201cminimize economic impact\u201d on small businesses.<\/p>\n<p>\u201c[The approach] stresses individual and community accountability and responsibility. So that\u2019s working very well and all the experts think that is the state-of-the-art,\u201d the governor said.<\/p>\n<p>A targeted plan makes more sense and business closures in cluster zones should only occur \u201cas a last resort,\u201d Peers of the Brooklyn Chamber said.<\/p>\n<p>Peers said merchants are more desperate now because the federal coronavirus aid has dried up and many can\u2019t pay their rent.<\/p>\n<p>\u201cUnlike last spring,\u201d he said, \u201cthere will be no federal stimulus funding for New Yorkers to fall back on, and the forced loss of thousands of jobs will be absolutely devastating.<\/p>\n<p>\u201cPunishing businesses that are following health requirements and operating safely cannot be the default way out of this crisis. There has to be a better solution that includes increased enforcement of unpermitted private gatherings and individuals who violate safety protocols, and targeted business closures only as a last resort,\u201d Peers said.<\/p>\n<p>The chamber claims there is \u201cno evidence\u201d that regulated businesses are responsible for a rise in COVID-19 cases.<\/p>\n<p>\u201cFor many small businesses carrying high inventories in advance of Black Friday, Small Business Saturday, and the holiday shopping season, most simply cannot afford to lose critical sales during a shutdown and expect to survive into 2021,\u201d the Brooklyn Chamber said in a release.<\/p>\n<p>City restaurants have already begun to see a decline in outdoor dining as the weather cools and are relying on revenues from limited indoor dining to stay afloat, the chamber said.\n            <\/p><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
