A number of European regulators objected to the size of the penalty and advocated for a more severe punishment. <\/p>\n<div class=\"paywall\">\n       A bug, traced back to a change in the app\u2019s code from 2014, led to nearly 89,000 European Twitter<br \/>\n        TWTR,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/203180645\/composite\" class=\"positive\">+2.97%<\/bg-quote><br \/>\n       users\u2019 protected tweets being made public between 2017 and 2019, according to Twitter\u2019s own investigation.\u00a0<\/p>\n<p>It was discovered in late December 2018 by an external contractor managing the social media network\u2019s bug-reporting program. Twitter reported the bug to the Irish data regulator in early January 2019, which kick-started an inquiry.<\/p>\n<p><strong>Also read:<\/strong> Facebook, Google, Apple and Amazon could face multibillion-dollar fines under new EU tech regulations<\/p>\n<p>\u201cWe take full responsibility for this mistake and remain fully committed to protecting the privacy and data of our customers, including through our work to quickly and transparently inform the public of issues that occur,\u201d Twitter said in a statement posted on Twitter. \u201cWe\u2019re sorry it happened.\u201d<\/p>\n<p>In investigating the incident, the DPC found that Twitter had broken GDPR rules over how quickly data breaches must be reported once discovered \u2014 within 72 hours. The social media company said its delay was the result of \u201can unanticipated consequence of staffing between Christmas Day 2018 and New Year\u2019s Day.\u201d<\/p>\n<p>The DPC said the fine was \u201can effective, proportionate and dissuasive measure,\u201d though other data regulators in the EU had advocated for a far higher penalty.<\/p>\n<p>Twitter could have been fined as much as $60 million by the DPC, which amounts to 2% of the company\u2019s 2018 annual revenue.<\/p>\n<p><strong>Plus:<\/strong> Google is being targeted by these tech companies urging regulators to take action against its \u2018clear abuse of dominance\u2019<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<p>Regulators in Austria advocated for a fine of at least $30 million, while German regulators said the fine should have been in the range of \u20ac7.3 million to \u20ac22 million.<\/p>\n<p>Ireland had the unilateral jurisdiction over the fine under the \u201cone-stop-shop\u201d GDPR regime, in which one national regulator takes the lead on behalf of the entire bloc.<\/p>\n<p>Twitter fell under the boundaries of Irish regulation because, like other <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> giants Apple<br \/>\n        AAPL,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/202934861\/composite\" class=\"negative\">-0.00%<\/bg-quote><span>,<\/span><br \/>\n       Facebook<br \/>\n        FB,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/205064656\/composite\" class=\"positive\">+0.27%<\/bg-quote><span>,<\/span><br \/>\n       and Google, owned by Alphabet<br \/>\n        GOOGL,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/202490156\/composite\" class=\"negative\">-0.13%<\/bg-quote><span>,<\/span><br \/>\n       its European headquarters are located in Ireland.<\/p>\n<p>The DPC initially wanted to fine Twitter between $150,000 and $300,000 for the breach of GDPR rules.
