“#NYPD tactics ‘heightened tensions’ during Floyd protests<\/strong>”

The NYPD\u2019s tactics during the George Floyd protests earlier this year \u201cheightened tensions\u201d between cops and protesters \u2014 and \u201cinconsistent\u201d enforcement of the curfew by cops led to unnecessary use of force, a new report says. <\/p>\n

\u201cNYPD use of force and crowd control tactics often failed to discriminate between lawful, peaceful protesters and unlawful actors, and contributed to the perception that officers were exercising force in some cases beyond what was necessary under the circumstances,\u201d the city\u2019s Department of Investigation found.<\/p>\n

The long-awaited 100-page report, which was released Friday morning, doesn\u2019t address individual officer allegations but the systemic issues in the department during the mostly peaceful demonstrations. <\/p>\n

The DOI said the NYPD\u2019s crowd control tactics in response to Floyd protests \u201cproduced excessive enforcement that contributed to heightened tensions.\u201d<\/p>\n

\u201cNYPD\u2019s use of force on protesters \u2014 encirclement (commonly called \u201ckettling\u201d), mass arrests, baton and pepper spray use, and other tactics \u2014 reflected a failure to calibrate an app<\/a>ropriate balance between valid public safety or officer safety interests and the rights of protesters to assemble and express their views,\u201d according to the report. <\/p>\n

One of the most notable instances of \u201ckettling\u201d came on June 4 when cops corralled and trapped protesters in Mott Haven until they were out past the 8 p.m. curfew \u2014\u00a0and then violently arrested more than 300 people. A Human Rights Watch report described it as a violation of \u201cinternational human rights.\u201d<\/p>\n

The report also criticizes NYPD officials for not having a community affairs strategy, not properly training its officers to handle the demonstrations, and the lack of data and intelligence collection. <\/p>\n

<\/p>\n

\u201cSome policing decisions relied on intelligence without sufficient consideration of context or proportionality,\u201d according to the report, which goes on to say the Mott Haven response was \u201cdisproportionate\u201d with the \u201cabsence of evidence of actual violence.\u201d<\/p>\n

Mayor Bill de Blasio said Friday morning he agreed with the DOI\u2019s analysis.<\/p>\n

\u201cI agree with its analysis and I agree with its recommendations because it makes very clear we got to do something different, and we got to do something\u00a0better,\u201d de Blasio said in a video statement released minutes after the report was made public.<\/p>\n

However, the DOI report, which was signed off by Commissioner Margaret Garnett, does say that the majority of police officers\u2019 actions were \u201cappropriate\u201d \u2014 and that the tense nature of the demonstrations \u201calso triggered numerous violent confrontations between police and protesters\u201d as well as \u201cwidespread allegations that police had used excessive tactics against citizens exercising their First Amendment rights.\u201d<\/p>\n

The NYPD did not immedia<\/a>tely respond to The Post for comment but Police Commissioner Dermot Shea said the report offered \u201cthoughtful recommendations\u201d following its release. <\/p>\n

\u201cIn general<\/a> terms, the report captured the difficult period that took place in May\/June of 2020 and presents 20 logical and thoughtful recommendations that I intend to incorporate into our future policy and training,\u201d Shea said in a statement.\n <\/p><\/div>\n
