Who falls into that category, and in what order will they be vaccinated?\n                        <\/div>\n<div>\n                                                                        <span style=\"font-weight: 400;\">Right now, front-line health care workers and long-term care (LTC) residents and staff are at the head of the line to get COVID-19 vaccinations. Who comes after them, and who decides the order of the queue?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These life-and-death decisions are being made by provincial governments across the country, based on advice from the<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/immunization\/national-advisory-committee-on-immunization-naci\/recommendations-use-covid-19-vaccines.html\"> <span style=\"font-weight: 400;\">National Advisory Committee on Immunization (NACI).<\/span><\/a><span style=\"font-weight: 400;\"> It\u2019s a national<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/immunization\/national-advisory-committee-on-immunization-naci\/naci-membership-representation.html\"> <span style=\"font-weight: 400;\">committee of experts<\/span><\/a><span style=\"font-weight: 400;\">\u2014in areas including pediatrics, infectious diseases, epidemiology, public health, nursing, immunology\u2014that provides independent advice to the Public Health Agency of Canada (PHAC) on everything from<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/immunization\/national-advisory-committee-on-immunization-naci.html\"> <span style=\"font-weight: 400;\">hepatitis vaccines<\/span><\/a><span style=\"font-weight: 400;\"> to a<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/publications\/healthy-living\/update-immunization-pregnancy-tdap-vaccine.html\"> <span style=\"font-weight: 400;\">2018 update<\/span><\/a><span style=\"font-weight: 400;\"> on immunization in pregnancy. In this pandemic year, NACI\u2019s mandate expanded to provide recommendations as to how the country could quickly vaccinate the entire nation, using criteria that are ethical, equitable and feasible.<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/immunization\/national-advisory-committee-on-immunization-naci\/guidance-prioritization-initial-doses-covid-19-vaccines.html\"><span style=\"font-weight: 400;\">\u00a0<\/span><\/a><\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/immunization\/national-advisory-committee-on-immunization-naci\/guidance-prioritization-initial-doses-covid-19-vaccines.html\"><span style=\"font-weight: 400;\">NACI\u2019s recommendations, published in November<\/span><\/a><span style=\"font-weight: 400;\">, start with Stage 1, in which vaccines are administered to those at high risk of severe illness and death, including front-line health care workers, LTC residents,<\/span> <span style=\"font-weight: 400;\">those 70 and older and Indigenous communities.<\/span><\/p>\n<blockquote><p><strong>RELATED:\u00a0There\u2019s a new strain of COVID-19. Will the vaccines work against it?<\/strong><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">The NACI recommendations are used by the provinces to refine their own priority lists to suit local situations, explained Dr. Howard Njoo, Canada\u2019s deputy chief public health officer on Dec. 9<\/span><b>. <\/b><span style=\"font-weight: 400;\">Quebec, which has a persistently high number of COVID-19 cases and deaths in its LTC homes, has prioritized staff and residents in those settings for the first precious doses of vaccine. Ontario <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/covid-19.ontario.ca\/covid-19-vaccines-ontario#who-will-be-able-to-get-a-vaccine\"><span style=\"font-weight: 400;\">added a criteri<\/span><\/a><span style=\"font-weight: 400;\">on to those recommended by NACI, prioritizing regions with the highest rates of COVID-19 infections.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the real questions will arise in early 2021. Anita Anand, the minister of public services and procurement announced that Canada had \u201c<\/span><span style=\"font-weight: 400;\">secured regular weekly deliveries of <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roximately 125,000 Pfizer BioNTech doses per week starting in January.\u201d As well, Canada has forecast large regular shipments of other vaccines, including the Moderna version, which still needs Health Canada approval. <\/span><span style=\"font-weight: 400;\">That\u2019s when NACI\u2019s Stage 2 recommendations will kick in. <\/span><b>\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Stage 2 cohort involves the rest of the health care sector, residents and staff in other congregate settings such as homeless shelters and prisons, and people deemed essential workers, such as police, firefighters and those working in food production facilities who have to maintain services deemed \u201cessential for the functioning of society.\u201d<\/span> <span style=\"font-weight: 400;\">Ottawa expects three million Canadians to be vaccinated before opening access to all Canadians in the second quarter of 2021. But that is way too big a group for everyone to jump in line at the same time. So who goes first?<\/span><\/p>\n<blockquote><p><strong>RELATED:\u00a0COVID-19 vaccine tracker: A guide for Canadians<\/strong><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">The United States, which is ahead of Canada in its own vaccination schedule, is already grappling with deciding<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cisa.gov\/publication\/guidance-essential-critical-infrastructure-workforce\"> <span style=\"font-weight: 400;\">who is \u201cessential.\u201d<\/span><\/a><span style=\"font-weight: 400;\"> For instance, ride service firms like Lyft and Uber<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnet.com\/news\/uber-urges-early-covid-vaccine-for-drivers-but-it-could-get-complicated\/?ftag=COS-05-10aaa0b&amp;UniqueID=AA6B116A-421C-11EB-8DDF-66F9923C408C&amp;PostType=link&amp;TheTime=2020-12-19T17%3A07%3A24&amp;ServiceType=twitter\"> <span style=\"font-weight: 400;\">are pushing to get their drivers<\/span><\/a><span style=\"font-weight: 400;\"> into that cohort. In North Dakota, where huge meat packing plants mean that 60 per cent of its population fall into the \u201cessential\u201d category, government officials are struggling to satisfy everyone wanting the vaccines.<\/span> <span style=\"font-weight: 400;\">As many as 90 million people could count as \u201cessential workers\u201d south of the border.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Balancing the needs to so many groups can necessitate rejigging initial recommendations. On Dec. 20, the<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cdc.gov\/vaccines\/acip\/index.html\"> <span style=\"font-weight: 400;\">Advisory Committee on Immunization Practices<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cdc.gov\/mmwr\/volumes\/69\/wr\/pdfs\/mm695152e1-H.pdf\"><span style=\"font-weight: 400;\">which advises the U.S. Centers for Disease Control and Prevention<\/span><\/a><span style=\"font-weight: 400;\">, decided that those aged 70 and older who live alone<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2020\/12\/20\/health\/covid-vaccine-first-elderly-workers.html\"> <span style=\"font-weight: 400;\">should vie with essential workers for the second round<\/span><\/a><span style=\"font-weight: 400;\"> of vaccine doses (after frontline health care workers) rather than waiting until after those 90 million were vaccinated.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ultimately it falls to the provincial governments and then down to local authorities to decide who is essential in Canada. The provinces haven\u2019t unveiled their detailed Stage 2 lists yet. Meanwhile, groups ranging from the <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cp24.com\/news\/frontline-workers-should-be-prioritized-for-covid-19-vaccine-after-healthcare-workers-and-long-term-care-residents-oma-1.5213897\"><span style=\"font-weight: 400;\">Ontario Medical Association<\/span><\/a><span style=\"font-weight: 400;\">, which wants grocery store workers included in Stage 2, to teachers\u2019 unions are pushing for the \u201cessential\u201d appellation.
