\n The NYPD captains\u2019 union has called for the end of CompStat \u2014 a policy pushing officers\u2019 \u201cproductivity\u201d that runs a \u201cwedge between police and the communities.\u201d<\/p>\n

\u201cI believe COMPSTAT to be the primary driving force that is undermining police\/community relations in New York City,\u201d the Captains Endowment Association president, Chris Monahan, wrote in a letter Tuesday night.<\/p>\n

\u201cWhen members of the NYPD are pressured from the top to show \u2018productivity,\u2019 they become involved in street encounters that they otherwise may not have occurred, thereby driving a wedge between police and the communities we serve,\u201d Monahan wrote in the letter to Mayor Bill de Blasio and Police Commissioner Dermot Shea.<\/p>\n

The NYPD\u2019s CompStat, which is short for compare statistics, started in 1994 and is a key part of former Police Commissioner Bill Bratton\u2019s legacy.<\/p>\n

The numbers-driven app<\/a>roach to fighting crime puts supervisors on the spot before the department top brass, other executives and sometimes \u201cVIP visitors\u201d \u2014 such as the mayor\u2019s wife and son.<\/p>\n

\u201cThe fact is \u2026 COMPSTAT puts pressure on precinct and division commanders to go into minority neighborhoods for targeted enforcement (precision policing) by way of arrests and summonses. This inherently creates tension between black and brown communities and the police because their subordinate officers are expected to produce activity,\u201d Monahan wrote.<\/p>\n

The union head \u2014 which represents the ranks of captain, deputy inspectors, inspectors, deputy chief and surgeon \u2014 says it\u2019s unfair to continue the \u201cculture of humiliating precinct commanders\u201d as the NYPD moves away from \u201caggressive\u201d policing tactics, such as the disbanding of the anti-crime unit.<\/p>\n

\u201cNow that this once effective tool has been taken away, our precinct commanders should not be \u2018called on the carpet\u2019 in COMPSTAT to address the inevitable spikes in crime, some of which are already taking place.\u201d<\/p>\n

Monahan\u2019s letter asks for a meeting with Shea to discuss the ending of the program.<\/p>\n
