\n Captains Endowment Association boss Chris Monahan is calling on the NYPD to ditch CompStat, its core anti-crime tool. His argument is worth following \u2014 because it\u2019s a wake-up call.<\/p>\n
\nOn one level, it\u2019s just a union chief serving his members\u2019 interests \u2014 and no one else\u2019s. The unions wouldn\u2019t mind if the whole force spent all its time in squad cars and station houses \u2014 working to solve crimes after the fact, rather than preventing them.<\/p>\n

And when crime rates shoot up \u2014 hey, that becomes an argument for hiring more officers (or paying them more) to do more of the same.<\/p>\n

That was how policing mostly worked in this town for far too long \u2014 before CompStat and the rest of the early-\u201990s revolution. That\u2019s when the brass started holding commanders responsible for bringing down crime in their precincts \u2014 which meant holding sergeants, beat cops and every other step of the chain responsible, too.<\/p>\n

The entire NYPD, including union leaders, is proud of what that app<\/a>roach achieved: a far, far safer city for all \u2014 including cops.<\/p>\n

But Monahan suggests it\u2019s time to give up \u2014 because the public, or at least the politicians, won\u2019t support real crime-prevention anymore.<\/p>\n

In his letter to Mayor Bill de Blasio and Police Commissioner Dermot Shea, Monahan argues: \u201cThe days of \u2018aggressive policing\u2019 are over,\u201d citing, in particular, Shea\u2019s decision to do away with plainclothes anti-crime units.<\/p>\n

Those officers kept weapons off the streets \u2014 but also boosted tension with the community.<\/p>\n

At least, that\u2019s the reason Shea gave for ending them, and Monahan\u2019s willing to go along. But the union chief takes the logic further: Pretty much any effective policing now upsets the community (or at least those who claim to speak for it), so it\u2019s time to drop all of it.<\/p>\n

CompStat pushes \u201ccommanders to go into minority neighborhoods for targeted enforcement\u201d and to boost \u201cproactive policing,\u201d writes Monahan. But now that gets cops in trouble \u2014 so the union chief argues it has to go.<\/p>\n

The anti-crime units were the \u201csingle most effective tool\u201d against street violence, Monahan notes. So how is it fair to hold anyone in blue responsible when violence soars?<\/p>\n

Gunplay and murders are up 25 percent over 2019. The first three weeks of June saw more shootings, 125, than any June-1-to-June-21 period since 1996.<\/p>\n

Even de Blasio is worried \u2014 but he shows no sign of reversing his course of making ever more concessions to the cop-bashers.<\/p>\n

Maybe Monahan really is calling for surrender \u2014 or maybe he\u2019s just trying to make de Blasio see where his own logic leads.<\/p>\n
