It finally launched starting with pre-k kiddies in the fall.<\/p>\n<p>But the DOE declined to extend and expand the program next year at a new site, asserting that the district needed space for kids who might return to the city after fleeing amid COVID-19.<\/p>\n<p> \u201cThis was an effort by a large, multicultural group of parents,\u201d program backer Nadia Levy told The Post. \u201cIt represented what makes New York special. But in the end, it was just empty promises to work together from the DOE. They did what they always do \u2014 fail to deliver.\u201d<\/p>\n<p>The families had first begun gathering support from both elected officials and members of their local parent advisory panel, Community Education Council 2, in 2018.<\/p>\n<p>With the DOE\u2019s blessing, the group started the program this year with 36 pre-K kids at an Upper East Side facility and aimed to gradually expand it to accommodate more children next year, having the students go through the system in the dual-language program at least through the fifth grade.<\/p>\n<p>Stressing that the program didn\u2019t cost any additional money and drew from a diverse racial, socio-economic and ethnic pool, the families said the DOE promised to work with them \u2014 but suddenly began ignoring their e-mails in recent months.<\/p>\n<p>Finally, in a message sent last week,\u00a0Manhattan Executive Superintendent\u00a0Marisol Rosales told stunned parents that the DOE was withdrawing its support and that existing enrollees were on their own.<\/p>\n<p>Making matters worse, the DOE issued its ruling just days before the deadline for kindergarten <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>lications Tuesday, leaving at least some parents scrambling to find spots in regular programs, the families said.<\/p>\n<p>The department told The Post that the main proposed final host site for the program \u2014 PS 290 on East 82nd Street \u2014 could not accommodate it.<\/p>\n<p>\u201cWe have been exploring ways to open the potential kindergarten program for months, and after a thorough\u00a0review\u00a0process it was determined that due to a lack of existing need, resources and space the program is not sustainable\u00a0long-term,\u201d said DOE spokeswoman Sarah Casasnovas. \u201cWe continue to explore other language learning opportunities in the district.\u201d<\/p>\n<p>At a meeting with parents last week, DOE officials said the French-speaking kids could not be hosted because families who fled District 2 schools<strong> <\/strong>this year were expected to eventually return \u2014 and that space needed to be held for them.<\/p>\n<p>Most schools in the district lost between 50 and 100 kids this year as families left the city amid the coronavirus crisis.<\/p>\n<p>But Manhattan Borough President\u00a0Gale\u00a0Brewer, a champion of the program, dismissed the DOE\u2019s rationale.<\/p>\n<p>\u201cThis school is under-enrolled,\u201d she said of PS 290. \u201cI don\u2019t believe that at all. It\u2019s offensive that they are not embracing these parents.\u201d<\/p>\n<p>City Councilman Ben Kallos,<strong> <\/strong>who also pushed for the program, called for its reinstatement.<\/p>\n<p>\u201cThe faster we bring the program to more francophone families that need it, the better off the children will be,\u201d he said.<\/p>\n<p>Manhattan Assemblywoman Rebecca Seawright asserted that the DOE failed to engage the program\u2019s boosters.<\/p>\n<p>\u201cParents have been left out of the conversations with Department of Education officials and have been told in the eleventh hour that their child will not be able to continue in their cherished program,\u201d Seabright said in a statement.<\/p>\n<p>Meanwhile, Levy said parents are more disillusioned than ever.<\/p>\n<p>\u201cThe mayor and chancellor have a remarkable way of alienating everyone \u2013 both the families who have fled the city and those who remain,\u201d she said.\u00a0\n            <\/p><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
