aria-hidden=\"true\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>       Over the past four years, international conditions have changed radically and returning to the multilateralism of the Bush-Obama years won\u2019t offer Joe Biden the leverage needed to deal with China and Russia.<\/p>\n<p> The freedom for swift action that authoritarian regimes enjoy permitted China to quickly suppress COVID-19 and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/covid-19-aftermath-could-spell-a-lost-decade-for-global-economy-world-bank-says-11609862404\" class=\"icon none\">register economic growth in 2020<\/a>, while Europe and North America suffered greatly from the pandemic and a recession.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"China_advancing_everywhere\"><\/span>China advancing everywhere<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Confident in the belief that its system is superior, Beijing is pushing out in all directions\u2014<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/hong-kong-police-arrest-dozens-of-opposition-politicians-over-alleged-subversion-11609895177\" class=\"icon none\">repressing Hong Kong<\/a>,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/beijing-accelerates-campaign-of-ethnic-assimilation-11609431781\" class=\"icon none\">forcibly assimilating ethnic minorities<\/a>, continuing a\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/features\/2020-10-07\/here-s-what-could-happen-if-china-invaded-taiwan\" class=\"icon none\">naval buildup that threatens U.S. interests and allies in the Pacific<\/a>,\u00a0and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2020\/12\/31\/asia\/eu-china-trade-deal-human-rights-us-intl-hnk\/index.html\" class=\"icon none\">co-opting the European Union.<\/a><\/p>\n<div class=\"paywall\">\n       Despite China\u2019s human-rights transgressions, the EU recently signed an\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_20_2542\" class=\"icon none\">investment and trade agreement<\/a>\u00a0with Beijing. European leaders point\u00a0to\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtontimes.com\/news\/2021\/jan\/5\/europe-capitulates-to-chinas-rulers\/\" class=\"icon none\">market-opening opportunities, leverage on Beijing\u2019s climate change policies<\/a>, and commitments to support labor rights.<\/p>\n<p>However, Beijing has broken numerous commitments on trade and investment in the past, is violating its promise to maintain a two-system one-nation policy in Hong Kong, and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ears reticent about commitments on climate change.<\/p>\n<p>Globally, China is the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/business\/energy\/chinas-backsliding-couldbreakthe-planet\/2020\/12\/17\/b8a31bd6-40bb-11eb-b58b-1623f6267960_story.html\" class=\"icon none\">largest source of new greenhouse gases<\/a>,\u00a0and no possible solution to the planet heating up is possible without curbing its fossil- fuel use. Last September,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/phys.org\/news\/2020-09-china-carbon-big-economies-radical.html\" class=\"icon none\">Beijing pledged to reach peak CO2 emissions by 2030 and net zero emissions by 2060<\/a>\u00a0but\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.carbonbrief.org\/analysis-will-china-build-hundreds-of-new-coal-plants-in-the-2020s\" class=\"icon none\">China continues<\/a>\u00a0to\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.powermag.com\/china-promotes-climate-goal-and-builds-new-coal-plants\/\" class=\"icon none\">build coal-fired plants<\/a>. At the December Climate Ambition Summit,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/business\/energy\/chinas-backsliding-couldbreakthe-planet\/2020\/12\/17\/b8a31bd6-40bb-11eb-b58b-1623f6267960_story.html\" class=\"icon none\">Beijing did not table any meaningful initiatives to reverse those plans.<\/a><\/p>\n<p>China shows no remorse for failing to warn the world about COVID-19 and has sought to\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thehill.com\/opinion\/international\/487851-china-and-the-whos-chief-hold-them-both-accountable-for-pandemic?mod=article_inline\" class=\"icon none\">subvert the World Health Organization to avoid culpability<\/a>. Now it is pressuring\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.smh.com.au\/world\/asia\/if-you-make-china-the-enemy-china-will-be-the-enemy-beijing-s-fresh-threat-to-australia-20201118-p56fqs.html\" class=\"icon none\">Australia<\/a>\u00a0and others who support a WHO investigation\u2014and to refrain from taking issue with its treatment of\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nybooks.com\/articles\/2020\/11\/19\/china-clampdown-hong-kong\/\" class=\"icon none\">Hong Kong<\/a>\u00a0and repression of\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cfr.org\/backgrounder\/chinas-repression-uighurs-xinjiang\" class=\"icon none\">Muslims<\/a>\u00a0in western provinces.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Europe_recognizes_threat_but_does_little\"><\/span>Europe recognizes threat, but does little<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Trade and foreign investment are the cudgels\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/chinaobservers.eu\/chinas-infrastructure-push-in-europe\/\" class=\"icon none\">Beijing uses to weaken Western resistance<\/a>\u00a0and punish critics. It is investing heavily in Western European companies to access cutting-edge <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> and in Eastern and Central Europe infrastructure, and that could undermine loyalty to NATO.<\/p>\n<p>Sadly, the Europeans\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloombergquint.com\/global-economics\/china-becomes-a-bigger-mark-on-nato-radar-screen-with-new-report\" class=\"icon none\">recognize the security threats it poses<\/a>\u00a0but show inadequate interest,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ukdefencejournal.org.uk\/british-supercarrier-hms-queen-elizabeth-deploy-pacific\/\" class=\"icon none\">save the U.K.<\/a>, in assisting America\u2019s response to China\u2019s military buildup in the Indo-Pacific or to limiting Beijing\u2019s investments in Europe.<\/p>\n<p>Digital technologies are rapidly dividing the world into two spheres.<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<p>One led by China, which preaches the benefits of autocratic government and would be happy to provide acolytes with the tools for the surveillance state and repression. The other is led by America and its advanced allies, who offers technology freely to partners to build wealth, prosperity and mutually respected security.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Great_mischief\"><\/span>Great mischief<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Russia cannot challenge the United States or NATO in conventional weapons, but the potential for a conventional conflict to ignite a nuclear war permits Russia to pursue great mischief without fear of military retaliation. For example, in the Middle East by supporting U.S. rivals and to engaging in cyberwarfare.<\/p>\n<p>Vladimir Putin can test Biden and is no doubt emboldened by the weak response of the Obama-Biden administration to the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.lawfareblog.com\/why-opm-hack-far-worse-you-imagine\" class=\"icon none\">Chinese hack of the Office of Personnel Management in 2014<\/a>. The\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2020-12-18\/how-to-respond-to-russia-s-solarwinds-cyberattack?cmpid=BBD121820_BIZ&amp;utm_medium=email&amp;utm_source=newsletter&amp;utm_term=201218&amp;utm_campaign=bloombergdaily\" class=\"icon none\">SolarWinds cyberattack<\/a>\u00a0has compromised the data security of\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-12-18\/russia-linked-solarwinds-hack-ensnares-widening-list-of-victims?cmpid=BBD121920_WKND&amp;utm_medium=email&amp;utm_source=newsletter&amp;utm_term=201219&amp;utm_campaign=weekendreading\" class=\"icon none\">multiple U.S. agencies and private corporations<\/a>\u2014and so far without much American response.<\/p>\n<p> Biden\u2019s commitment to multilateralism and shoring up relations with allies is a process, not a policy. It must be accompanied by a clear message about the challenges that China and Russia pose, and that acknowledges a credible response will be costly to Americans and that articulates with firmness and clarity what we expect from our allies to enjoy our protection.<\/p>\n<p>We cannot trade with China on our current scale without peril and must bear the cost of disengagement. The Germans, for example\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.euractiv.com\/section\/eu-china\/news\/does-germany-depend-too-much-on-china\/\" class=\"icon none\">cannot be dependent on trade with China<\/a>\u00a0and buy natural gas from Russia without helping finance their military and cyberwarfare infrastructure.<\/p>\n<p>America must shift its military resources to the Pacific and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.foreignaffairs.com\/articles\/united-states\/2020-06-18\/how-prevent-war-asia\" class=\"icon none\">equip the Navy to inflict fast and certain damage the Chinese don\u2019t dare risk<\/a>.
