{"id":163178,"date":"2021-01-26T04:03:10","date_gmt":"2021-01-26T01:03:10","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/de-blasio-backs-more-permits-for-food-carts-as-restaurants-struggle\/"},"modified":"2021-01-26T04:03:10","modified_gmt":"2021-01-26T01:03:10","slug":"de-blasio-backs-more-permits-for-food-carts-as-restaurants-struggle","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/de-blasio-backs-more-permits-for-food-carts-as-restaurants-struggle\/","title":{"rendered":"#De Blasio backs more permits for food carts as restaurants struggle"},"content":{"rendered":"<p>&#8220;<strong>#De Blasio backs more permits for food carts as restaurants struggle<\/strong>&#8221;<br \/>\n<img decoding=\"async\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/01\/bill-de-blasio-5.jpg?quality=90&amp;strip=all\" \/><\/p>\n<div>\n<p>Mayor Bill de Blasio took sides in a food fight Monday \u2014 backing legislation during the coronavirus pandemic that will dramatically increase the number of street food cart permits opposed by local restaurateurs.<\/p>\n<p>\u201cThis is something I\u2019ve wanted to see for a long time,\u201d de Blasio said, who pushed his own proposals in years past.<\/p>\n<p>The bill would create 4,000 new sidewalk and food cart permits by 2032 \u2014 nearly doubling the cap.<\/p>\n<p>De Blasio insisted the measure, expected to soon pass the City Council, would be fair to \u201cbrick and mortar\u201d eateries because it includes \u201cclear ground rules\u201d and \u201cstrong enforcement\u201d mechanisms.<\/p>\n<p>\u201cThere\u2019s been a lot of discussion in the last weeks with the council. I think we\u2019re in a good place. I think we\u2019re getting now the kind of balance that we\u2019ve needed all along,\u201d said Mayor de Blasio, whose support indicates he will sign the bill into law after it passes the City Council.<\/p>\n<p>\u201cI\u2019m certainly aware that small businesses have gone through hell and we need to protect them at this moment. I think this legislation, as I\u2019ve seen it so far, has been written in a way that does that.\u201d<\/p>\n<p>But restaurateurs struggling to survive during the COVID-19 outbreak said de Blasio was rubbing more salt in the wound by increasing permits for street food carts and trucks near their eateries. Gov. Andrew Cuomo issued an executive order that currently prohibits city eateries from having indoor dining to help contain the spread of the killer bug.<\/p>\n<p>\u201cA lot of this isn\u2019t logical. He\u2019s gonna put junk food on the streets? Don\u2019t we need to stay healthy during the coronavirus?\u201d said Luis Cortez, 43, partner at Amsterdam Ale House on the Upper West Side.<\/p>\n<p>\u201cThis is no good balance. If this bill passes it will jeopardize the jobs of hundreds of black and Latino workers in the outer-boroughs,\u201d said Hank Sheinkopf, spokesman for the New York State Latino Restaurant Bar and Lounge Association.<\/p>\n<p>The New York Hospitality Alliance also opposes the bill as currently drafted.<\/p>\n<p>\u201cWe\u2019re concerned with this bill as it doesn\u2019t eliminate the underground market that exploits vendors, doesn\u2019t extend the distance requirements from which vendors can sell in-front of brick-and-mortar restaurants and doesn\u2019t fund enforcement,\u201d said Hospitality Association director Andrew Rigie.<\/p>\n<p>Under current law, street vendors must sell their food 20 feet away from a food establishment. That rule should be extended to 25 feet, Rigie said.<\/p>\n<p>\u201cIt\u2019s a bad time to make permanent changes,\u201d he said.<\/p>\n<p>But more than 30 council members agree with The Street Vendor Project, an advocacy group for street food cart operators, who say the cap on street vendors has triggered an exploitative underground market and years long waiting lists to obtain a permit. They have signed into the bill, Resolution 116.<\/p>\n<p>\u201cSince the early 1980s, an arbitrary cap has been placed on the number of available food permits and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> vending licenses. This cap effectively makes street vending illegal for thousands of vendors and has led to the creation of a black market where permits (originally purchased from the City for $200) are now sold upwards of $20,000,\u201d the Street Vendor Project said.<\/p>\n<p>\u201cLifting the caps on permits and licenses would not only decriminalize vending for the thousands of hard-working New Yorkers, but also generate a significant increase to New York City\u2019s revenue.\u201d<\/p>\n<p>Councilwoman Margaret Chin (D-Manhattan), chief sponsor of the bill to lift the cap, said, \u201cFood vendors are a part of our small business community and they\u2019re here to stay. Restaurants have benefited from outdoor dining and some COVID-19 financial aid while vendors have received nothing.\u201d<\/p>\n<p>Brooklyn Councilman Carlos Menchaca said, \u201cWhether it\u2019s a 5th Avenue hot-dog stand, a #Chinatown fruit cart, or a #SunsetPark taco truck, street vendors are deeply embedded in the cultural identity of NYC.
