We\u2019re going to go to Phase Three. It\u2019s time for us to get to work,\u201d Councilman Rafael Salamanca (D-Bronx) told The Post.<\/p>\n<p>A City Hall spokesman said the multi-step public review process, formally called Uniform Land Use Review Procedure or ULURP, \u201cremains on pause due to the COVID crisis\u201d and pledged more information about a restart in the late summer. ULURP was suspended in March because of the pandemic.<\/p>\n<p>Vicki Been, de Blasio\u2019s deputy mayor for housing and economic development, told an industry roundtable last week that she was still working out technological issues to convert ULURP\u2019s in-person meetings to a remote system.<\/p>\n<p>\u201cI certainly expect that in the early fall we will be back in business,\u201d Been said.<\/p>\n<p>Joe Apicella, whose development firm The MacQuesten Companies is building 107 apartments for low-income residents in Brooklyn\u2019s Ocean Hill is gobsmacked by the holdup, which has put his project on ice.<\/p>\n<p>\u201cWe understand COVID but you know it\u2019s just a shame because these are people who need a roof over their head. This a project that enjoys support form the area council member and the community. I can\u2019t rationalize in this day and age with <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> why we can\u2019t have meetings,\u201d Apicella told The Post.<\/p>\n<p>Brooklyn Borough President Eric Adams, who supports Apicella\u2019s development, blasted City Hall\u2019s foot-dragging.<\/p>\n<p>\u201cAt a time when the need for affordable housing is even more acute throughout our city due to the COVID-19 pandemic, there\u2019s simply no excuse for holding up developments for low-income families.<\/p>\n<p>\u201cFurther delays in the land use process will increase the likelihood that closings won\u2019t h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en until next year, creating a greater strain on our already-limited supply.
