Who will get them first?<\/strong>&#8221;<\/p>\n<div>\n                            Vaxx Populi: Seniors who don&#8217;t live in long-term care have largely gone unvaccinated in Canada, thanks to disruptions in vaccine shipments. Where are they in the queue now?\n                        <\/div>\n<div>\n                                                                        <span style=\"font-weight: 400;\">The one constant in this pandemic is that nothing stays the same. And that <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>lies to the COVID-19 vaccination programs in Canada, including how groups are being prioritized for upcoming vaccine deliveries. To put it bluntly: Too many people want to be next in line.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On Feb. 15, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/immunization\/national-advisory-committee-on-immunization-naci\/guidance-prioritization-key-populations-covid-19-vaccination.html\"><span style=\"font-weight: 400;\">the National Advisory Committee on Immunization (NACI) <\/span><\/a><span style=\"font-weight: 400;\">made major updates to its guidance for vaccine priorities, noting that the \u201cevidence on COVID-19 and COVID-19 vaccines is rapidly evolving.\u201d In particular, the expert panel, which offers advice on all immunization topics, has significantly changed the list of those it recommends be vaccinated in the near future.\u00a0<\/span><\/p>\n<blockquote><p><strong>RELATED:\u00a0How much of a \u2018vaccine hole\u2019 is Canada currently in?<\/strong><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Back in December, when it issued its first <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/immunization\/national-advisory-committee-on-immunization-naci\/guidance-prioritization-initial-doses-covid-19-vaccines.html\"><span style=\"font-weight: 400;\">detailed guidance<\/span><\/a><span style=\"font-weight: 400;\">, NACI\u2019s Stage 1 category included residents and staff in congregate living settings for seniors, adults aged 70 and older, health care workers and Indigenous adults in at-risk communities. That left remaining health care workers, residents and staff in other congregate settings (homeless shelters, for example) and essential workers in its Stage 2 category.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But that guidance came before Canada suffered large disruptions in its vaccine shipments, which caused provinces to make hard choices as to who would get those first precious doses, focusing much of their efforts on long-term-care (LTC) residents and staff as well as front-line health care workers and high-risk Indigenous communities. Left in the cold: seniors 70 and older who don\u2019t live in long-term care homes.\u00a0<\/span><\/p>\n<blockquote><p><strong>RELATED:\u00a0How will I know (and where do I go) when it\u2019s my turn to get the COVID vaccine?<\/strong><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Now, with many in the highest risk populations in the process of being vaccinated, NACI is focusing on the next stages of the \u201cequitable, ethical, and efficient allocation of authorized COVID-19 vaccines in the context of staggered arrival of vaccine supply.\u201d As Dr. Howard Njoo, Canada\u2019s deputy chief public health officer, explained on Feb. 18, \u201cThe rationale for this guidance is clear: protecting large groups of individuals who are at a higher risk will help all people in Canada by reducing hospitalizations and death.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In its recent changes, NACI<\/span> <span style=\"font-weight: 400;\">left its Stage 1 category untouched, aside from explicitly stating that health care workers meant those on the frontlines. <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/immunization\/national-advisory-committee-on-immunization-naci\/guidance-prioritization-key-populations-covid-19-vaccination.html\"><span style=\"font-weight: 400;\">But it has completely reworked that Stage 2 category<\/span><\/a><span style=\"font-weight: 400;\">, using new evidence regarding the effect of COVID-19 on specific populations within Canada, and has listed key adult populations in order of priority:\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Indigenous adults not vaccinated in Stage 1<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Residents and staff of congregate living settings (group homes, migrant worker residences, prisons)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Seniors in their 60s<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Adults in racialized and marginalized communities disproportionately affected by COVID-19<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">First responders (police, firefighters)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Frontline essential workers who cannot work virtually<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Essential primary caregivers for those at high risk of severe illness from COVID-19 due to age.\u00a0<\/span><\/li>\n<\/ol>\n<blockquote><p><strong>RELATED:\u00a0Can two people who\u2019ve been vaccinated hug each other?<\/strong><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">The biggest change is the specific inclusion of racialized and marginalized communities in Stage 2. That\u2019s because of a growing body of evidence that shows<\/span> <span style=\"font-weight: 400;\">how those communities have been disproportionately affected when it comes to the rate of<\/span> <span style=\"font-weight: 400;\">infection, hospitalization and death. NACI points out that \u201cneighbourhoods with the highest proportion of visible minorities (of at least 25 per cent) had a mortality rate twice as high as those with the lowest proportion of visible minorities.\u201d In Ottawa, the Black community \u201cmakes up seven per cent of the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> population, but accounts for 37 per cent of COVID-19 cases.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Provinces are encouraged to align their own vaccination plans to those developed by NACI, but<\/span> <span style=\"font-weight: 400;\">they are free to do what they like. Every province has its own terminology and each slots different groups in different stages (or phases) of its rollout, providing different timelines for each stage.<\/span><\/p>\n<blockquote><p><strong>RELATED:\u00a0COVID-19 in Canada: How our battle against the second wave is going<\/strong><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">The differences between provinces can be seen most clearly when comparing how seniors living outside LTC settings are categorized. From the start, NACI has recommended that all seniors 70 and older be vaccinated in Stage 1 because of their high risk of hospitalization and deaths. Yet, many provinces have pushed those age cohorts down their lists, below the highest-risk category. For instance, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.princeedwardisland.ca\/en\/information\/health-and-wellness\/covid-19-vaccines-and-immunization-phased-approach\"><span style=\"font-weight: 400;\">Prince Edward Island\u2019s vaccination plan<\/span><\/a><span style=\"font-weight: 400;\">\u00a0has adults 80 and older in its current Phase 1, but those 70 and older are in Phase 2, due to start receiving vaccinations in April. <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www2.gov.bc.ca\/gov\/content\/safety\/emergency-preparedness-response-recovery\/covid-19-provincial-support\/vaccines\"><span style=\"font-weight: 400;\">British Columbia, which is in its Phase 1<\/span><\/a><span style=\"font-weight: 400;\">, has adults 80 and older in Phase 2, while those 70 and older are in Phase 3, due to begin in April and May. On <\/span><span style=\"font-weight: 400;\">Feb. 16, Dr. Deena Hinshaw, Alberta\u2019s chief medical officer of health, said that the province was about to initiate <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.alberta.ca\/covid19-vaccine.aspx\">Phase 1B<\/a><\/span><span style=\"font-weight: 400;\">, which includes all seniors 75 and older as well as all Indigenous adults 65 and older, in \u201ccoming weeks.\u201d (Hinshaw also said that no final decisions had been made as to who would be in <\/span><span style=\"font-weight: 400;\">Phase 2, due to start in April<\/span><span style=\"font-weight: 400;\">.) Only a few provinces have seniors 60 and older in their second phase of vaccinations as NACI recommends.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As well, provinces are shuffling their priorities. In its Jan. 13 vaccine plan, Ontario <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/files.ontario.ca\/moh-covid-19-vaccine-technical-briefing-en-january-13-2021-2021-01-13.pdf\"><span style=\"font-weight: 400;\">had placed adults 65 years and older<\/span><\/a><span style=\"font-weight: 400;\"> in its mass delivery Phase 2, officially due to start in April, along with teachers, construction workers and other essential workers. In recent weeks, <\/span><span style=\"font-weight: 400;\">more evidence has emerged that <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nature.com\/articles\/s41746-021-00383-x.pdf\"><span style=\"font-weight: 400;\">seniors are at highest risk for hospitalization and death due to COVID-19<\/span><\/a><span style=\"font-weight: 400;\">. Last week, the <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/rnao.ca\/sites\/default\/files\/2021-02\/RNAO%20letter%20to%20Premier%20Ford%20and%20Minister%20Elliott%20re%20vaccine%20rollout%20-%2010%20Feb%202021%20%281%29.pdf\"><span style=\"font-weight: 400;\">Registered Nurses Association of Ontario told the government<\/span><\/a><span style=\"font-weight: 400;\"> that it was \u201cextremely concerned\u201d about what it described as the relatively low prioritization of seniors in the community, saying \u201cthis must be corrected urgently.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On Feb. 14, Ontario updated its vaccine guidance and shifted <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Ftwitter.com%2Fl_stone%2Fstatus%2F1360981201864040449%3Fs%3D20&amp;data=04%7C01%7CAlexandra.Hilkene%40ontario.ca%7Ce756a88a58b54e3024ab08d8d29de645%7Ccddc1229ac2a4b97b78a0e5cacb5865c%7C0%7C0%7C637490922897644217%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&amp;sdata=CIoDA0upS88m5O5E9sA3q33OiiH%2FqMzcaCu%2BfsfOoFM%3D&amp;reserved=0\"><span style=\"font-weight: 400;\">seniors 80s years and older into Phase 1<\/span><\/a><span style=\"font-weight: 400;\">, putting them next in line for vaccines after LTC and other retirement homes. Now, they will be \u201cvaccinated in parallel\u201d with Indigenous adults, adult recipients of chronic home care, and \u201chigh priority\u201d health care workers. Seniors younger than 80 remain in Phase 2.\u00a0<\/span><\/p>\n<blockquote><p><strong>RELATED:\u00a0How much protection does the first dose of the COVID-19 vaccine provide?<\/strong><\/p>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">On Feb. 9, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/www.health.gov.on.ca\/en\/pro\/programs\/publichealth\/coronavirus\/docs\/Guidance_for_Prioritizing_HCW_covid19_vaccination_2020-01-08.pdf\"><span style=\"font-weight: 400;\">Ontario ranked four categories for health care workers<\/span><\/a><span style=\"font-weight: 400;\">, with the lowest being \u201cmoderate priority\u201d (those who work remotely or don\u2019t need PPE). In the new Feb. 14 guidance, the \u201cmoderate priority\u201d category is no longer in Phase 1; their new spot in the plan hasn\u2019t been announced.\u00a0\u00a0<\/span><\/p>\n<p>More vaccines are coming. In recent days, Prime Minister Justin Trudeau and other federal officials revealed more details regarding the Pfizer and Moderna vaccine deliveries expected in the spring and summer. In addition to the six million doses expected by the end of March, another 23 million doses of the vaccines are expected in the second quarter, from April to the end of June. By the end of September, the cumulative total will be 84 million doses, and that doesn\u2019t include\u00a0deliveries from other pharmaceutical firms\u00a0whose\u00a0vaccines\u00a0may be\u00a0approved\u00a0in the coming months.<\/p>\n<p><span style=\"font-weight: 400;\">Those larger shipments of doses should allow for more opportunity to vaccinate more priority groups faster. Right on the heels of those in NACI\u2019s Stage 2 <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/immunization\/national-advisory-committee-on-immunization-naci\/guidance-prioritization-key-populations-covid-19-vaccination.html\"><span style=\"font-weight: 400;\">is another huge group in Stage 3<\/span><\/a><span style=\"font-weight: 400;\">, including, in order, all adults with underlying medical conditions that put them at high risk of severe COVID-19 as well as their primary caregivers; adults in their 50s; and then non-frontline health care and essential workers.<\/span><\/p>\n<p><em>As Canada rolls out the country\u2019s most complex vaccination project to date,\u00a0<\/em>Maclean\u2019s\u00a0<em>presents\u00a0<\/em>Vaxx Populi<em>, an ongoing <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> in which Patricia Treble tackles the most pressing questions related to the new COVID-19 vaccines.
