Over the next 14 hours, two homeless people were found murdered in their sleep, and another two were severely injured from multiple stab wounds. Quickly nicknamed \u201cThe A-Train Ripper,\u201d Lopez also managed to leave the entire city terrified \u2014 a feat I didn\u2019t think possible given how completely numb we\u2019ve become to the daily reports of daylight shootings, slashings, and straphangers being pushed onto subway lines.\u00a0<\/p>\n<p>Previously arrested four times, including for the assault of his own father, Lopez also has a history of mental illness, and his last known residence was a motel shelter in Brooklyn. Our city has been paying top dollar to house our homeless population in hotels around the city, a decision that has led to chaos.\u00a0<\/p>\n<p>With <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/new-york-citys-spending-on-homeless-hits-3-2-billion-this-year-11558562997\">$3.2 billion<\/a> of New York City tax dollars spent on homelessness in 2019, one would assume our City Council would have the situation well under control. But instead, the homeless problem has soared to new heights and is now a visible and dangerous problem in every neighborhood and subway line.\u00a0<\/p>\n<p>You might assume New York\u2019s homeless problem was worse in the 1980s. It wasn\u2019t. The average number of people sleeping in shelters per year throughout that decade was actually <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/gothamist.com\/news\/number-of-homeless-in-nyc-at-highest-point-since-1980s\">23,295<\/a>. Our current surge in homelessness seems to have started <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.coalitionforthehomeless.org\/facts-about-homelessness\/\">in 2006<\/a>, and steadily climbed to the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.coalitionforthehomeless.org\/basic-facts-about-homelessness-new-york-city\/\">122,926<\/a> people who slept in NYC\u2019s homeless shelters in 2020. Think about that. That amount could cover a person\u2019s first and last month\u2019s rent, security deposit, utilities and furniture. If this money were given to a family of three, they would be starting their new life with a $78,095 nest egg, an amount many New Yorkers have never even held in a personal savings account.\u00a0<\/p>\n<p>So what are we doing wrong?\u00a0<\/p>\n<p>Our leaders insist the main reason for homelessness is a lack of affordable housing. So the city spends wildly on housing our homeless, paying $237 per person per day to put them up at the Lucerne hotel, to cite one example. If you were to go on <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.hotels.com\/search.do?resolved-location=CITY%3A1506246%3AUNKNOWN%3AUNKNOWN&amp;amp%3Bdestination-id=1506246&amp;amp%3Bq-destination=New%20York%2C%20New%20York%2C%20United%20States%20of%20America&amp;amp%3Bq-check-in=2021-02-19&amp;amp%3Bq-check-out=2021-02-20&amp;amp%3Bq-rooms=1&amp;amp%3Bq-room-0-adults=2&amp;amp%3Bq-room-0-children=0\">Hotels.com<\/a> and search for hotel rooms in Manhattan, the average going rate is currently $90 per day. Since 2017, the city has also shelled out <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.hotels.com\/search.do?resolved-location=CITY%3A1506246%3AUNKNOWN%3AUNKNOWN&amp;amp%3Bdestination-id=1506246&amp;amp%3Bq-destination=New%20York%2C%20New%20York%2C%20United%20States%20of%20America&amp;amp%3Bq-check-in=2021-02-19&amp;amp%3Bq-check-out=2021-02-20&amp;amp%3Bq-rooms=1&amp;amp%3Bq-room-0-adults=2&amp;amp%3Bq-room-0-children=0\">$274 million<\/a> to the Bronx Parent Housing Network, one of the city\u2019s largest operators of homeless shelters, formerly run by Victor Rivera. It recently came to light that 10 women, including homeless women staying in his shelters, have accused Rivera of sexual assault and harassment, and two were paid settlements to keep quiet.\u00a0<\/p>\n<p>And yet, our elected leaders insist on seeing everything through the lens of compassion and victimhood, shelling out for beds in hotels, when we need to be focused on the root of this problem.\u00a0<\/p>\n<p>There are many reasons why a person ends up homeless, and it is often a combination of factors. Do women end up homeless after suffering from domestic abuse? Of course they do. Are there homeless families with young children who have sadly ended up in our shelter system from a mix of bad luck, a lack of affordable housing, and no fault of their own? Yes, without question.\u00a0<\/p>\n<figure class=\"wp-block-image size-large is-style-default\"><img loading=\"lazy\" width=\"1024\" height=\"682\" alt=\"The city pays $237 per night to put each homeless person up at the Lucerne hotel \u2014 $147 more than the going rate.\" class=\"wp-image-17367781 lazyload\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/02\/hotel-lucerne.jpg?quality=90&amp;strip=all&amp;w=300 300w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/02\/hotel-lucerne.jpg?quality=90&amp;strip=all&amp;w=640 640w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/02\/hotel-lucerne.jpg?quality=90&amp;strip=all&amp;w=1280 1280w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/02\/hotel-lucerne.jpg?quality=90&amp;strip=all&amp;w=1024 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/02\/hotel-lucerne.jpg?quality=90&amp;strip=all&amp;w=2000 2000w\" data-sizes=\"(max-width: 640px) 100vw, 1024px\"\/><figcaption>The city pays $237 per night to put each homeless person up at the Lucerne hotel \u2014 $147 more than the going rate.<\/figcaption><figcaption><span class=\"credit\">Robert Miller<\/span><\/figcaption><\/figure>\n<p>But, according to Samhsa.gov, the majority of homeless people in the United States \u2014 over <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.samhsa.gov\/sites\/default\/files\/programs_campaigns\/homelessness_programs_resources\/hrc-factsheet-current-statistics-prevalence-characteristics-homelessness.pdf\">60 percent<\/a> \u2014 suffer from lifelong mental-health issues, and over 80 percent suffer from lifelong drug and alcohol addiction.\u00a0<\/p>\n<p>If we are going to make any headway on this issue, we have to acknowledge the facts: Mental illness and addiction are preventing most of our homeless population from being able to properly take care of themselves and function in a civilized society. It is time to acknowledge that the activists are not right, and the main cause of homelessness is not a lack of affordable housing.\u00a0<\/p>\n<p>Better services that target mental illness and addiction should be paramount. The city\u2019s $1\u2009billion mental-health program ThriveNYC has failed because it shunned the mentally ill while focusing on \u201cImproving Mental Wellness.\u201d It\u2019s essentially a hotline for people having a bad day, as opposed to addressing serious mental illness with trained professionals, clubhouse programs and court-mandated treatments.<\/p>\n<p>It\u2019s a shame we sink so much money into a program that only scratches the surface of mental illness when Kendra\u2019s Law \u2014 which mandates outpatient treatment for those deemed a danger to society \u2014 <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/mentalillnesspolicy.org\/wp-content\/uploads\/thrivenyc-fails.pdf\">has been proven<\/a> to reduce suicides, arrests, homelessness and incarceration.\u00a0<\/p>\n<p>But, because the city has shied away from enforcing this law, Rigoberto Lopez \u2014 and others like him \u2014 aren\u2019t just slipping through the cracks of the system. There\u2019s simply no system in place to prevent tragedies like the one he caused.\u00a0<\/p>\n<p>\u201cUnfortunately state policy is not \u2018treatment before tragedy,\u2019\u2009\u201d said Nicole Palame, a former mental-health professional turned political organizer with <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/informnyc.org\/\">InformNYC.org<\/a>. \u201cTragedy is actually a prerequisite for treatment in New York. We need real legislation focused on real results.\u201d\u00a0<\/p>\n<p>In the meantime, we can no longer sacrifice our own public safety in the name of political correctness. If our politicians keep offering us more of the same solutions that have increased our homeless population, then we should all expect their numbers to grow \u2014 and our city to slip further into the abyss.\u00a0<\/p>\n<p><em>Jason Curtis Anderson is a New Yorker.
