“#City Council, de Blasio budget deal chops $1.5B from NYPD<\/strong>”<\/p>\n

\n The City Council was poised Tuesday to app<\/a>rove an $88.1 billion budget deal that Mayor de Blasio said would slash spending on the NYPD by $1.5 billion.<\/p>\n

The cuts \u2014 a combination of trimming fat and shifting resources away from cops in response to calls to defund the NYPD in the wake of George Floyd\u2019s killing in Minneapolis \u2014 include canceling the July Police Academy class, reducing overtime by $352 million and scrapping plans for a new 116th Precinct station house in Queens, de Blasio said.<\/p>\n

The effects will include trimming the size of the police force by 1,163 cops, which de Blasio insisted would not decrease public safety despite a recent surge in shootings.<\/p>\n

Hizzoner maintained that the cuts, which the council was expected to vote on late Tuesday night, wouldn\u2019t \u201cundermine our counterterrorism capacity\u201d in a city that is a constant target and where just last month ago a man attacked cops while shouting \u201cAllahu akhbar\u201d in Brooklyn.<\/p>\n

\u201cIt won\u2019t be easy. We\u2019re asking a lot of the NYPD, but the NYPD is up to the mission. I don\u2019t have a doubt in my mind,\u201d the mayor said. \u201cThey will find a way to be more effective and efficient, they have for years, and they will keep us safe.\u201d<\/p>\n

But NYPD Commissioner Dermot Shea called the cuts \u201cconcerning\u201d and warned they would \u201cimpact our ability, I believe, to keep New Yorkers safe in some way, shape and form.\u201d<\/p>\n

\u201cCutting overtime, cutting head strength at a time of rising crime, is going to be an extreme challenge for the men and women of this department \u2014 extreme,\u201d Shea told PIX11.<\/p>\n

\u201cI don\u2019t think there\u2019s any way around that. It\u2019s going to impact our patrol strength. It\u2019s going to impact our training and the sad part is \u2014 and this is well-documented \u2014 it\u2019s probably going to impact people of color more than anyone else.\u201d<\/p>\n

The budget slash was part of an overall $7.2 billion city spending cut from the fiscal 2021 budget due to the coronavirus crisis.<\/p>\n

But most of that NYPD funding is not being cut from the budget at all, with $967 million instead shifted to youth programs in response to the defund-the-police calls.<\/p>\n

The pandemic cost the city about $9 billion in revenues that de Blasio said had \u201cevaporated \u2014 gone in the course of just a few months.\u201d<\/p>\n

Council Speaker Corey Johnson (D-Manhattan) said he had lined up enough votes to pass the budget, but he wanted to see even deeper cuts in spending on the NYPD.<\/p>\n

\u201cTo everyone who is disappointed we did not go further, I want to be honest and candid, I am disappointed as well,\u201d he said.<\/p>\n

The NYPD cuts comprise about $1 billion of its $6 billion in annual operating expenses and about $537 million in planned capital spending, de Blasio said.<\/p>\n

Addressing the shift in funding away from the NYPD, de Blasio said, \u201cOur young people need to be reached, not policed. Reached.\u201d<\/p>\n

\u201cWe need to help them. We need to connect with them. We need to figure out what they need to move forward, how to overcome the challenges and traumas, how to nurture them and support them.\u201d<\/p>\n
