They will include technology and infrastructure developed to enhance the screening of incoming asylum seekers and prevent the arrival of narcotics.<\/p>\n<p>According to Biden, \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/joebiden.com\/immigration\/\">cameras, sensors, large-scale x-ray machines and fixed towers<\/a>\u201d will all be used. This likely entails the use of infrared cameras, motion sensors, facial recognition, biometric data, aerial drones and radar.<\/p>\n<p>Under the Trump administration, the Immigration and Customs Enforcement agency (ICE) partnered with <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/business-54348456\">controversial<\/a> data analytics firm <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.palantir.com\/\">Palantir<\/a> to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/ice-pia-033-falcon-tipline-2012.pdf\">link tip-offs<\/a> from police and citizens with other databases, in a bid to arrest undocumented people.<\/p>\n<p>Similarly, from 2016 to 2019, Hungary, Latvia and Greece piloted an automated lie-detection test funded by the European Union\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/programmes\/horizon2020\/en\">research and innovation funding program<\/a>, Horizon 2020.<\/p>\n<p>The <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.iborderctrl.eu\/The-project\">iBorderCtrl<\/a> test analysed the facial micro-gestures of <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a>ers crossing international borders at three undisclosed airports, with the aim of determining whether travelers were lying about the purpose of their trip.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/theintercept.com\/2019\/07\/26\/europe-border-control-ai-lie-detector\/\">Avatars<\/a> questioned travelers about themselves and their trip while webcams scanned face and eye movements.<\/p>\n<p>Europe\u2019s border and coastguard agency <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/frontex.europa.eu\">Frontex<\/a> has also been <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/frontex.europa.eu\/media-centre\/news\/news-release\/frontex-helping-to-bring-innovation-to-future-border-control-VetIX5\">investing in<\/a> border control technology for several years. Since last year, Frontex has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.statewatch.org\/media\/documents\/analyses\/no-354-frontex-drones.pdf\">operated unmanned drones<\/a> to detect asylum-seekers attempting to enter various European states.<\/p>\n<p>While Australia has been slower to implement enhanced surveillance at maritime borders, in 2018 the federal government announced it would <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.sbs.com.au\/news\/australia-s-new-fleet-of-surveillance-drones-to-scan-for-people-smugglers-sea-threats\">spend A$7 billion on six long-range unmanned drones<\/a> to monitor Australian waters. These aren\u2019t expected to be operational until at least 2023.<\/p>\n<p>Automated border control systems, however, have been used since 2007. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.abf.gov.au\/entering-and-leaving-australia\/smartgates\">SmartGates<\/a> at many international airports use facial recognition to verify travelers\u2019 identities against data stored in biometric passports.<\/p>\n<p>Last year, the Department of Human Services implemented the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.govtechreview.com.au\/content\/gov-security\/article\/home-affairs-lights-up-new-biometric-system-1411277473\">Enterprise Biometric Identification Services<\/a>. The system was reportedly rolled out to meet an expected surge in demand for visa <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>lications and citizenship.<\/p>\n<p>It combines <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.unisys.com.au\/\">authentication<\/a> technology with <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.idemia.com\/\">biometrics<\/a> to match the faces and fingerprints of people who wish to travel to Australia.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Misuse_of_data\"><\/span>Misuse of data<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Governments may promise, as the Biden administration does, that technology will only serve \u201clegitimate agency purposes\u201d. But data misuse by governments is well documented.<\/p>\n<p>Between 2014 and 2017 in the US, ICE used <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/world-us-canada-48907026\">facial recognition to mine state drivers licence databases<\/a> to detect \u201cillegal immigrants\u201d.<\/p>\n<p>Refugees in various countries, including Kenya and Ethiopia, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.unhcr.org\/550c304c9.pdf\">have had their biometric data collected<\/a> for years.<\/p>\n<p>In 2017, Bangladeshi Industry Minister Amir Hossain Amu <a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/www.abc.net.au\/news\/2017-09-26\/rights-of-rohingya-in-question-bangladesh-myanmar\/8987158\">said<\/a> the government was collecting biometric data from Rohingya people in the country to \u201ckeep record\u201d of them and send them \u201cback to their own place\u201d.<\/p>\n<p>Data misuse can also happen when questionable \u201c<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/sciencee\/\" data-internallinksmanager029f6b8e52c=\"5\" title=\"Science\" target=\"_blank\" rel=\"noopener\">science<\/a>\u201d is involved. For instance, emotion recognition algorithms used in unproven lie-detection tests are highly problematic.<\/p>\n<p>The way people communicate varies widely across cultures and situations. They could be used to refuse entry or detain travelers based on race or ethnicity.<\/p>\n<p>Racial profiling at borders isn\u2019t uncommon. It came to light again when New South Wales MP Mehreen Faruqi <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/australia-news\/2016\/jan\/15\/greens-politician-mehreen-faruqi-subject-to-racial-profiling-in-us-airport\">experienced it<\/a> at a US airport in 2016.<\/p>\n<p>The Pakistani-born Greens member told The Guardian she was detained at an airport for more than an hour, after immigration staff took her fingerprint, asked her where she was \u201coriginally from\u201d and how she got an Australian passport.<\/p>\n<p>Facial recognition technology has already been <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ssrn.com\/abstract=3281765\">found to be capable of bias against people of colour<\/a>. Enlisting this at airports and maritime borders \u2014 where human rights have <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thenewhumanitarian.org\/opinion\/2019\/07\/17\/head-head-biometrics-and-aid\">historically<\/a> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/australia-news\/2017\/oct\/30\/australias-asylum-boat-turnbacks-are-illegal-and-risk-lives-un-told\">been undermined<\/a> on the basis of race \u2014 could be disastrous.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Fighting_back\"><\/span>Fighting back<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The good <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a> is many people are now speaking out against how border control technologies can impact migrants, refugees and other travelers.<\/p>\n<p>In February, the European Court of Justice heard <a rel=\"nofollow noopener\" target=\"_blank\" href=\"http:\/\/curia.europa.eu\/juris\/liste.jsf?oqp=&amp;for=&amp;mat=or&amp;lgrec=en&amp;jge=&amp;td=%3BALL&amp;jur=C%2CT%2CF&amp;num=T-158%252F19&amp;page=1&amp;dates=&amp;pcs=Oor&amp;lg=&amp;pro=&amp;nat=or&amp;cit=none%252CC%252CCJ%252CR%252C2008E%252C%252C%252C%252C%252C%252C%252C%252C%252C%252Ctrue%252Cfalse%252Cfalse&amp;language=en&amp;avg=&amp;cid=5821378\">a case<\/a> brought by digital rights activist and German politician Patrick Breyer.<\/p>\n<p>Breyer is seeking the release of documents on the ethical evaluation, legal admissibility, marketing and test results of iBorderCtrl. He is concerned the EU is being secretive about a \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.patrick-breyer.de\/?p=589231&amp;lang=en\">scientifically highly controversial project<\/a>\u201d funded by taxpayer money.<\/p>\n<p>In Australia, the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/digitalrightswatch.org.au\/\">Digital Rights Watch<\/a> is the main organisation that scrutinizes surveillance practices.<\/p>\n<p>Of particular <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/digitalrightswatch.org.au\/wp-content\/uploads\/2018\/09\/Submission-Assistance-and-Access-Bill-2018.pdf\">concern<\/a> is the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.legislation.gov.au\/Details\/C2018A00148\">Telecommunications and Other Legislation Amendment (Assistance and Access) Act 2018<\/a>. This gives the Australian Border Force extensive powers to search devices carried by people travelling internationally.<\/p>\n<p>Last year the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.inslm.gov.au\/sites\/default\/files\/2020-07\/INSLM_Review_TOLA_related_matters.pdf\">government<\/a> recommended the legislation be amended so agencies can\u2019t authorize the detention of travelers whose devices are searched by the border force.<\/p>\n<p>However, without an Australia bill of rights, which would prevent laws that infringed privacy rights, the potential for data misuse will persist.<!-- Below is The Conversation's page counter tag.
