The Senate voted 58-42 Friday night to reject Sen. Bernie Sanders\u2019 effort to add a $15 minimum wage provision to President Biden\u2019s $1.9 million COVID-19 relief bill, and is now poised to work well into Saturday in an all-night marathon of haggling over the massive measure.<\/p>\n

The so-called \u201cvote-a-rama\u201d \u2014 during which senators can offer and debate limitless amendments \u2014 came over the objections of Senate Republican Leader Mitch McConnell, who late Friday decried Democrat foot-dragging in moving to adjourn voting until 10 a.m. Saturday.<\/p>\n

\u201cThey want to begin the vote-a-rama that could have been done in daylight because of their own confusion and the challenges of getting together 50 people to agree on something,\u201d McConnell had griped in asking for the adjournment.<\/p>\n

He was referring to a 12-hour logjam from earlier Friday, during which Democrats struggled to unify the 50 members of their caucus, an impasse that finally ended just before 11 p.m., with a last-minute compromise with centrist Democrat Sen. Joe Manchin over emergency jobless benefits.<\/p>\n

\u201cNow that this agreement has been reached, we are going to power through the rest of the process and get this bill done,\u201d Senate Majority Leader Charles Schumer (D-NY) pledged.<\/p>\n

Democrats, who narrowly control the Senate, had postponed plans to begin amendment votes early Friday afternoon after Manchin (D-W.Va.) sided with Republicans in demanding that the jobless benefits be trimmed.<\/p>\n

That particular logjam was broken after nine hours, with a compromise that would provide $300 weekly benefits until Sept. 6, along with a tax break on the benefits.<\/p>\n

A federal unemployment supplement app<\/a>roved in December \u2014 at $300 per week \u2014 expires this month.<\/p>\n

The House-passed version of Biden\u2019s bill had a more generous $400 weekly unemployment supplement through August.<\/p>\n

The last-minute negotiations were the first major power play by Manchin, who can single-handedly derail Biden\u2019s legislative agenda in the evenly divided Senate. <\/p>\n

Biden took less than 30 percent of the vote in West Virginia, giving Manchin no imperative to get in line.<\/p>\n

The evening compromise \u2014 and the down-vote on the minimum wage hike \u2014 clears the way for the marathon series<\/a> of votes on the sweeping relief package, with voting predicted to extend well into Saturday. <\/p>\n

In addition to the $300 boost in weekly unemployment benefits, the Senate COVID-19 relief bill provides:<\/p>\n

\u2022\u2009A benefit of $1,400 per person, including children, for individuals earning less than $75,000 a year or married couples earning less than $150,000 a year.<\/p>\n

\u2022\u2009A total of $350 billion in aid for municipalities, states and the District of Columbia.\u2009<\/p>\n

\u2022 An extension of the current 15 percent increase in food-stamp benefits through September.<\/p>\n

\u2022 Some $20 billion in housing aid for state and local governments.<\/p>\n

\u2022 Nearly $130 billion for K-12 schools to help kids return to their classrooms.<\/p>\n

\u2022 $15 billion for small businesses, through the Emergency Injury Disaster Loan program. <\/p>\n

\u2022 $75 billion for vaccinations, testing and other pandemic medical supplies.<\/p>\n

\u2022 A $3,600 annual tax credit per child under age 6 and $3,000 per child up to age 17. <\/p>\n

Budget reconciliation rules allow a bare majority vote for legislation to pass the evenly divided Senate, where Vice President Kamala Harris breaks ties in favor of Democrats.<\/p>\n

The Senate version of the bill already has seen major alterations. <\/p>\n

Biden this week signed off on a steeper phase-out of $1,400 stimulus checks, meaning people who earn more than $80,000 per year won\u2019t see a penny, down from a $100,000 cap in the House version. <\/p>\n

The Senate parliamentarian gutted key provisions that Republicans and some centrist Democrats opposed, including $140 million for a rail project near House Speaker Nancy Pelosi\u2019s California district.<\/p>\n

Republicans largely say the bill is unnecessary and wasteful, highlighting that much of the funds won\u2019t be spent until the pandemic is over. <\/p>\n

For example, the bill contains $129 billion for K-12 schools, but the Congressional Budget Office estimates that about 95 percent won\u2019t be spent in 2021 because funds approved for schools last year haven\u2019t been spent.<\/p>\n

For parents, the bill authorizes a $3,600 annual tax credit per child under age 6 and $3,000 per child up to age 17. <\/p>\n

Those funds also are phased out for earners over $75,000 or joint filers above $150,000. <\/p>\n

A family of four earning less than $150,000 could bank more than $14,000 from the bill, according to an analysis from CNBC.extra.\n <\/p><\/div>\n
