As per its \u201cVision 2021,\u201d Iis petroleum- and natural-gas-reliant economy is <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/u.ae\/en\/about-the-uae\/economy\/economy-and-vision-2021-\">committed<\/a> to sustainable <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/uaecabinet.ae\/en\/details\/prime-ministers-initiatives\/uae-green-growth-strategy\">development<\/a> in order to emerge as the Gulf Cooperation Council\u2019s, or GCC\u2019s, most diversified economy. This includes the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/u.ae\/en\/about-the-uae\/economy\/digital-economy\">digitization<\/a> of the economy, which has become a priority during the COVID-19 pandemic.\u00a0<\/p>\n<p><strong><em>Related: <\/em><\/strong><strong><em>Not like before: Digital currencies debut amid COVID-19<\/em><\/strong><\/p>\n<h2><span class=\"ez-toc-section\" id=\"A_green_economy_for_sustainable_digitization\"><\/span>A green economy for sustainable digitization<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The first virtual Abu Dhabi Sustainability Week Summit 2021 was <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/c\/ADSWagenda\/featured\">broadcast<\/a> live around the world in English and Arabic on <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">YouTube<\/a>, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/abudhabisustainabilityweek.com\/en\/media-center\/press-releases\/reimagined-abu-dhabi-sustainability-week-concludes-with-global-commitment\">receiving<\/a> over 100,000 views during the event from participants hailing from over 175 countries, and it featured over 500 influential global leaders from government, business and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> who explored the social, economic and technological opportunities supporting a sustainable green recovery from the pandemic.<\/p>\n<p>At the summit, GCC leaders <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/gulfbusiness.com\/solar-energy-set-to-power-gcc-green-recovery-decarbonisation-strategy\/\">reconfirmed<\/a> their decarbonization pledges \u201cto save the equivalent of 354 million barrels of oil through the deployment\u201d of renewable energies. This represents a 23% reduction in oil consumption to reduce the power sector\u2019s carbon dioxide emissions by 22%, according to the latest figures from the International Renewable Energy Association. <\/p>\n<p>In his opening address, Sultan Ahmed Al Jaber \u2014 the UAE\u2019s minister of industry and advanced technology, special envoy for climate change, and chairman of clean energy company Masdar \u2014 <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=7HiZBf3baIQ\">pointed out<\/a> that with the COVID-19 pandemic, society is now witnessing the implementation of artificial intelligence, machine learning and the digitization of different spheres of life all over the world. Accordingly, electrification, decarbonization and digitization initiatives have become increasingly important across all industries.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Masdars_solar_energy_initiatives\"><\/span>Masdar\u2019s solar energy initiatives<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>New digital technologies require a high consumption of electricity, which in the UAE is currently produced predominantly using fossil fuels that adversely impact the environment. Given the UAE\u2019s vast hydrocarbon resources, Masdar is aiming to become a major blue hydrogen producer and contribute to the nation\u2019s efforts to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-01-19\/uae-can-be-major-low-cost-blue-hydrogen-producer-adnoc-ceo-says\">cut<\/a> polluting carbon emissions by nearly a quarter. Masdar recently <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.pv-tech.org\/masdar-siemens-marubeni-to-develop-green-hydrogen-in-abu-dhabi3\/\">reached<\/a> an agreement with Abu Dhabi\u2019s Department of Energy and five additional institutions to develop clean hydrogen fuel solutions.<\/p>\n<p>But the UAE\u2019s Paris Agreement commitment to zero emissions by 2050 is heavily reliant on solar energy to diversify Abu Dhabi\u2019s energy sector into renewable sources. Solar energy is seen as an anchor to Masdar\u2019s renewable strategies from many perspectives. In Abu Dhabi, it is <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/u.ae\/en\/information-and-services\/environment-and-energy\/water-and-energy\/types-of-energy-sources\/solar-energy\">building<\/a> the world\u2019s largest solar power plant, as deserts are some of the best places to harvest solar power. They are never short of sunlight and are rich in silicon \u2014 the raw material for the semiconductors from which solar cells are made. Another benefit to installing solar panels in the desert, according to a 2018 study, is that it may <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/science.sciencemag.org\/content\/361\/6406\/1019\">create<\/a> a more humid environment that causes vegetation to spread to combat desertification.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Masdar_City_The_UAEs_aerospace_and_green_technology_zone\"><\/span>Masdar City: The UAE\u2019s aerospace and green technology zone<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Developed by Masdar, Abu Dhabi&#8217;s Masdar City is one of the world&#8217;s most sustainable urban communities, offering a strategic base through which companies can build their networks locally and globally and can explore multiple investment opportunities and test innovative new technologies from inception through to implementation to help the UAE diversify its economy.<\/p>\n<p>Housing a free zone area, the city has more than 900 organizations, from international conglomerates to startups, developing innovative technologies in the areas of energy, water efficiency, mobility, space, blockchain technology and artificial intelligence to address the world&#8217;s most critical sustainability challenges in more than 30 countries.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"UAE_Space_Agency\"><\/span>UAE Space Agency<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Based in Masdar City, the UAE Space Agency <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/u.ae\/en\/about-the-uae\/science-and-technology\/key-sectors-in-science-and-technology\/space-science-and-technology\">contributes<\/a> to supporting a sustainable national economy by developing satellites used in natural resource m<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ing, environmental monitoring, land-use planning and security, and it has also <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/science-environment-56060890\">launched<\/a> a probe to Mars.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Digital_economy\"><\/span>Digital economy<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The UAE government has made the digitization of its economy a priority in order to bring efficiency to government, creativity to industry, and build international leadership. To accomplish this goal, the UAE has established in Masdar City the world\u2019s first graduate-level, research-based artificial intelligence university, Mohamed bin Zayed University of Artificial Intelligence, which welcomed its first students in January 2021. <\/p>\n<p>The UAE also adopted the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/u.ae\/en\/about-the-uae\/strategies-initiatives-and-awards\/federal-governments-strategies-and-plans\/emirates-blockchain-strategy-2021\">Emirates Blockchain Strategy 2021<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.smartdubai.ae\/initiatives\/blockchain\">The Dubai Blockchain Strategy<\/a>, which have undertaken several blockchain projects. SustVest is a crowd-investing blockchain-based platform that lets people invest in solar projects and earn returns from consumers who use their funding to install solar panels. The company is based in the Dubai Silicon Oasis Authority and has built its solution on the Nem blockchain. Its founder, Hardik Bhatia, explained:<\/p>\n<blockquote><p>&#8220;The global rooftop solar segment is booming with opportunities, and is valued at over $66 billion. Emerging economies are looking to transition to solar as it offers a green and cheap alternative to conventional energy sources. SustVest enables this transition in emerging economies by crowdfunding rooftop solar projects in emerging economies on its platform. We tokenize solar projects granular to the level of individual solar cells, and investors purchasing these tokens can earn dividends generated by the sale of electricity from these individual solar cells. We are opening the gates for retail investment into solar space, and we do so by tokenizing the projects to reduce the barrier of entry and creating a secondary marketplace for providing liquidity to investors.&#8221;<\/p><\/blockquote>\n<p>The Central Bank of the United Arab Emirates, along with the Saudi Central Bank, is developing a state-backed bilateral central bank digital currency, \u201cAber.\u201d Aber is initially set to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/fcpablog.com\/2019\/02\/19\/arab-countries-prep-launch-of-shariah-compliant-blockchain\/\">help<\/a> the UAE and Saudi Arabia make more cost-effective bank-to-bank, cross-border payments and financial settlements using blockchain technology on a probationary basis, and according to official statements, it will be exclusively available to a limited number of banks. Eventually, Aber will be used globally on China\u2019s blockchain-based service network, or BSN, which will support future CBDCs from various countries such as the UAE.<\/p>\n<p><strong><em>Related: <\/em><\/strong><strong><em>The United Arab Emirates chase crypto and blockchain adoption<\/em><\/strong><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Crypto-asset_regulations_in_the_UAE\"><\/span>Crypto-asset regulations in the UAE<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The UAE prioritizes blockchain and distributed ledger technology and has launched various related ventures, especially since the COVID-19 pandemic. Nevertheless, cryptocurrency regulation in the nation <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thelawreviews.co.uk\/title\/the-virtual-currency-regulation-review\/united-arab-emirates\">remains<\/a> limited.<\/p>\n<p>Toward the end of 2020, the UAE\u2019s Securities and Commodities Authority, or SCA, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.keystonelaw.com\/me\/keynotes\/uae-announces-new-regulations-for-licensing-crypto-assets\/\">published<\/a> \u201cThe Authority\u2019s Chairman of the Board of Directors Decision No. (21\/R.M) of 2020 Concerning the Regulation of Crypto Assets.\u201d The SCA\u2019s decision lays out its licensing regime for anyone who wishes to offer crypto assets within the UAE, including exchanges, crowdfunding platforms, initial coin offerings, custodians, and other services that use crypto assets.<\/p>\n<p>The Financial Services Regulatory Authority, or FSRA, of the Abu Dhabi Global Market <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.loc.gov\/law\/help\/cryptoassets\/uae.php\">considers<\/a> crypto assets to have characteristics like those of shares, meaning they are to be treated as securities and are subject to information disclosure requirements related to risk and transactions. On the other hand, utility tokens and non-fiat cryptocurrencies are considered commodities and are not subject to market regulations. Law No. 20 of 2018 on Anti-Money Laundering <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.mof.gov.ae\/en\/lawsAndPolitics\/govLaws\/Documents\/EN%20Final%20AML%20Law-%20Reviewed%20MS%2021-11-2018.pdf\">defines<\/a> laundered funds to be assets in whatever form, including digital currencies. Article 3 of Law No. 8 of 2017 on value-added tax <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.mof.gov.ae\/En\/lawsAndPolitics\/govLaws\/Documents\/VAT%20Decree-Law%20No.%20%288%29%20of%202017%20-%20English.pdf\">imposes<\/a> a 5% tax on imported and exported commodities. This tax may apply to utility tokens and non-fiat cryptocurrencies, as the FSRA considers them to be commodities.<\/p>\n<p>The UAE <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.mof.gov.ae\/en\/StrategicPartnerships\/DoubleTaxtionAgreements\/Pages\/DoubleTaxtion.aspx\">does not<\/a> have a signed tax treaty agreement with the United States. However, according to the Conduct of Business Rulebook, crypto-asset businesses are obligated to declare international income for tax purposes according to the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/home.treasury.gov\/system\/files\/131\/FATCA-Agreement-UAE-6-17-2015.pdf\">requirements<\/a> of the intergovernmental Foreign Account Tax Compliance Act agreement between the UAE and the United States.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>A green recovery is an absolute imperative for a sustainable social and economic future in the post-pandemic world, as <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=72uKaYux4Fo&amp;&amp;list=PLIveWEPWrx92CHTGqv7InAHTmqehg4kHD&amp;&amp;index=24\">pointed out<\/a> by Alok Sharma, president of the 26th United Nations Climate Change Conference of the Parties \u2014 better known as COP26 \u2014 who praised Masdar\u2019s undertakings in developing green energy technologies.<\/p>\n<p><strong><em>Related: <\/em><\/strong><strong><em>The need to report carbon emissions amid the coronavirus pandemic<\/em><\/strong><\/p>\n<p>Finding financing for this green transition will likely not be too challenging, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=r5gF9u3qLJc&amp;&amp;list=PLIveWEPWrx92CHTGqv7InAHTmqehg4kHD&amp;&amp;index=36\">according<\/a> to Khaldoon Khalifa Al Mubarak, managing director and group CEO of Mubadala Investment Corporation. Because a tectonic paradigm shift has occurred since the COVID-19 pandemic, with the markets pricing climate risk into the value of securities, there is a fundamental reallocation of capital toward sustainable investing to ensure a green recovery in a post-COVID-19 world. As Laurence Fink, chairman and CEO of BlackRock \u2014 the world\u2019s largest asset manager \u2014 <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.blackrock.com\/us\/individual\/2021-larry-fink-ceo-letter\">pointed<\/a> out:<\/p>\n<blockquote><p>\u201cI believe that the pandemic has presented such an existential crisis \u2014 such a stark reminder of our fragility \u2014 that it has driven us to confront the global threat of climate change more forcefully and to consider how, like the pandemic, it will alter our lives.
