It feels like the long, hard winter of our second wave of COVID-19 is behind the nation: provinces and local health units are ramping up efforts to vaccinate as many people as possible, as infectious variants of the virus threaten a third wave of cases.\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Which_raises_the_question_How_quickly%E2%80%94really%E2%80%94could_Canada_vaccinate_everyone\"><\/span><b>Which raises the question: How quickly\u2014really\u2014could Canada vaccinate everyone?\u00a0<\/b><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">First, the details: Last Friday, Prime Minister Justin Trudeau announced that, instead of receiving six million doses of vaccine by March 31, Canada would be getting eight million doses, including another 1.5 million from Pfizer and 500,000 of the recently <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roved AstraZeneca vaccine.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the same press conference, Anita Anand, the public services and procurement minister, promised, \u201c<\/span><span style=\"font-weight: 400;\">Canada is on track to receive at least 36.5 million doses of vaccines by the end of June, and a cumulative total of 117.9 million doses of vaccines by the end of September from the four currently approved suppliers.\u201d (As of now, the four firms with vaccines approved by Health Canada are Pfizer, Moderna, AstraZeneca and Johnson &amp; Johnson, and right now they are only approved for adults.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With 3.5 million doses arriving in March alone, provinces are now gearing up to handle the next phase of the national immunization campaign: mass vaccinations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For instance, Manitoba has set itself a target <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.gov.mb.ca\/covid19\/vaccine\/index.html\"><span style=\"font-weight: 400;\">of administering 20,000 doses a day by April 1,<\/span><\/a><span style=\"font-weight: 400;\"> assuming vaccine supply is not an issue<\/span><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\">Alberta Health Minister <\/span><span style=\"font-weight: 400;\">T<\/span><span style=\"font-weight: 400;\">yler Shandro has talked of <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/globalnews.ca\/news\/7650727\/alberta-covid-19-vaccine-distribution-update-february-19\/\"><span style=\"font-weight: 400;\">180,000 doses a week<\/span><\/a><span style=\"font-weight: 400;\"> while Premier Jason Kenney has mused about more than 200,000 doses a week by the end of March.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is a Herculean effort that started months ago. <\/span><span style=\"font-weight: 400;\">For example, Manitoba <\/span><span style=\"font-weight: 400;\">issued an order on Dec. 9 that widened the pool of people allowed to administer COVID-19 vaccines to include physiotherapists, veterinarians, some medical assistants and retirees no longer registered with their professional colleges. As well, the government opened an employment portal to staff its vaccination clinics and those hired who needed the specific qualifications to immunize people were directed to take an eight-hour tuition-free microcredential program that Red River College created in just two weeks at the end of 2020.<\/span> <span style=\"font-weight: 400;\">To date, 824 people have completed the course.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With its early start, then, Manitoba could be seen as a template\u2014especially when it comes to mobilizing the manpower necessary to make mass vaccination work.<\/span> <span style=\"font-weight: 400;\">As of March 10, <\/span><span style=\"font-weight: 400;\">Manitoba reports it has <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/news.gov.mb.ca\/news\/index.html?item=50943&amp;posted=2021-03-10\"><span style=\"font-weight: 400;\">hired 1,385 people<\/span><\/a><span style=\"font-weight: 400;\"> to work as immunizers, clinic managers, clinical leads, system navigators and observers in the province\u2019s COVID-19 vaccination effort, in addition to 971 people assigned from regional health authorities. In total, that means 2,356 people. Expand those figures on a per capita basis to every province and territory<\/span> <span style=\"font-weight: 400;\">and the scale of the challenge becomes clear.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Toronto, Matthew Pegg, the fire chief in charge of the city\u2019s emergency response to the pandemic, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/news\/city_hall\/2021\/03\/09\/why-wont-toronto-vaccinate-residents-around-the-clock-starting-next-week-we-ask-the-man-with-the-plan.html\"><span style=\"font-weight: 400;\">estimates that 1,400 staff will be needed<\/span><\/a><span style=\"font-weight: 400;\"> to operate the city\u2019s nine mass vaccination clinics<\/span><span style=\"font-weight: 400;\">, if they are open nine hours a day, seven days a week. <\/span><span style=\"font-weight: 400;\">Those clinics are expected to vaccinate <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.toronto.ca\/news\/city-of-toronto-readying-nine-covid-19-immunization-clinics-for-when-vaccine-supply-re-established\/\"><span style=\"font-weight: 400;\">120,000 residents a week,<\/span><\/a><span style=\"font-weight: 400;\"> with the city\u2019s entire effort ramping up to 975,000 doses a month, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/news\/city_hall\/2021\/03\/09\/why-wont-toronto-vaccinate-residents-around-the-clock-starting-next-week-we-ask-the-man-with-the-plan.html\"><span style=\"font-weight: 400;\">Pegg told the <\/span><i><span style=\"font-weight: 400;\">Toronto Star<\/span><\/i><\/a><span style=\"font-weight: 400;\">.<\/span><b>\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">And Toronto is already thinking of going 24\/7 at some city-run mass vaccination sites if it gets enough doses. It makes sense for cities like Toronto, as its population density (three million people in a relatively small area) easily translates into speed and efficiency at its clinics. That\u2019s what <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/abc7ny.com\/covid-vaccine-yankee-stadium-247-vaccinations-state-run-sites\/10387653\/\"><span style=\"font-weight: 400;\">New York City did when it<\/span><\/a><span style=\"font-weight: 400;\"> ramped up vaccinations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s likely that, like so many political commitments, some of the estimates given for Canada\u2019s campaign will turn out to be underpromises. South of the border, President Joe Biden promised that the country would administer <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/khn.org\/news\/article\/100-million-covid-shots-in-100-days-doesnt-get-us-back-to-normal\/\"><span style=\"font-weight: 400;\">100 million doses in his first 100 days<\/span><\/a><span style=\"font-weight: 400;\"> of office. <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/politics\/white-house\/150-million-vaccinations-tracker-biden-goal-n1255716\"><span style=\"font-weight: 400;\">Then 150 million doses<\/span><\/a><span style=\"font-weight: 400;\">. Now, by throwing the weight of the federal government\u2014 including military personnel and the <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.fema.gov\/disasters\/coronavirus\/vaccine-support\"><span style=\"font-weight: 400;\">Federal Emergency Management Agency (FEMA)<\/span><\/a><span style=\"font-weight: 400;\">\u2014into the issue, including setting up federally-aided vaccination sites across the country, it looks like he\u2019ll meet that initial <\/span><span style=\"font-weight: 400;\">100 million dose goal <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/world\/biden-s-first-50-days-where-he-stands-on-key-promises-1.5340922\"><span style=\"font-weight: 400;\">by mid-March<\/span><\/a><span style=\"font-weight: 400;\">, well ahead of the April 30 deadline.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Still, in calculating Canada\u2019s vaccination capacity, I\u2019ve made some assumptions: that Canada gets all the vaccine it needs, with no distribution hiccups; that there are enough needles and other supplies, as well as trained staff at clinics; and, of course, that the weather is improbably perfect, with nary a spring blizzard to disturb finely calibrated schedules. In other words, ideal conditions without variation between provinces and territories. (Yeah, I know.)\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_do_we_need_to_do_to_vaccinate_every_adult_by_Canada_Day\"><\/span><b>What do we need to do to vaccinate every adult by Canada Day<\/b><span style=\"font-weight: 400;\">?<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">There are <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1710000501&amp;pickMembers%5B0%5D=1.1&amp;pickMembers%5B1%5D=2.1&amp;cubeTimeFrame.startYear=2020&amp;cubeTimeFrame.endYear=2020&amp;referencePeriods=20200101%2C20200101\"><span style=\"font-weight: 400;\">31,500,000 people aged 16 and older<\/span><\/a><span style=\"font-weight: 400;\"> in Canada.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Of course, some have already received their first doses as well as their second ones. According to <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/art-bd.shinyapps.io\/covid19canada\/\"><span style=\"font-weight: 400;\">statistics gathered<\/span><\/a><span style=\"font-weight: 400;\"> by the COVID-19 Canada Open Data Working Group<\/span><span style=\"font-weight: 400;\">, some 2.5 million doses had been administered by Tuesday, with 580,000 Canadians fully vaccinated. As all vaccines currently in use<\/span> <span style=\"font-weight: 400;\">are two-dose vaccines, then those who received two shots account for about 1.16<\/span> <span style=\"font-weight: 400;\">million doses in total. That leaves around 1.34 million Canadians who have received only their first dose, while some 1.92\u00a0 million Canadians have received <em>at least<\/em> one dose. (These numbers are all rounded.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deduct that 1.92 million from the pool of waiting adults, and you have about 29.5 million adults waiting to get first doses between March 11 and June 30. That\u2019s 112 days, or 2,688 hours.\u00a0<\/span><\/p>\n<p>Canada would have to vaccinate 263,000 people a day, or 11,000 an hour, to inoculate all adults by Canada Day.<\/p>\n<p><span style=\"font-weight: 400;\">That may seem unrealistic but it isn\u2019t.\u00a0<\/span><span style=\"font-weight: 400;\">The United States <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.npr.org\/sections\/health-shots\/2021\/01\/28\/960901166\/how-is-the-covid-19-vaccination-campaign-going-in-your-state\"><span style=\"font-weight: 400;\">is currently vaccinating<\/span><\/a><span style=\"font-weight: 400;\"> 2.1 million people a day<\/span><span style=\"font-weight: 400;\">. Canada\u2019s population is roughly 11.5 per cent that of the U.S., so simply matching America\u2019s pace suggests we\u2019d be vaccinating 241,500 people a day. We would need just 21,500 more vaccinations a day to hit our mark.<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Can_we_do_better_than_Canada_Day\"><\/span><b>Can we do better than Canada Day?\u00a0<\/b><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Let\u2019s look at Manitoba and its <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.gov.mb.ca\/covid19\/vaccine\/index.html\"><span style=\"font-weight: 400;\">webpage loaded<\/span><\/a><span style=\"font-weight: 400;\"> with specific vaccination goals<\/span><span style=\"font-weight: 400;\">, including plans to immunize 122,000 residents in the next 28 days\u2014along with that aforementioned target to have the capacity to administer 20,000 doses a day by April 1.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With an overall <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1710000901\"><span style=\"font-weight: 400;\">population of 1.4 million<\/span><\/a><span style=\"font-weight: 400;\">, Manitoba has roughly 3.7 per cent of <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1710000901\"><span style=\"font-weight: 400;\">Canada\u2019s population of 38 million<\/span><\/a><span style=\"font-weight: 400;\">. If the country as a whole matches<\/span> <span style=\"font-weight: 400;\">Manitoba\u2019s targeted pace, we will be<\/span> <span style=\"font-weight: 400;\">vaccinating 540,540 Canadians a day<\/span>.<\/p>\n<p><span style=\"font-weight: 400;\">Manitoba\u2019s share of those 29.5 million adults waiting for COVID-19 shots is roughly 1.1 million (again, these simple calculations assume the percentage of people immunized is constant across all of Canada; in reality, even though vaccines are distributed on a per capita basis, there is some variation for higher-risk populations, such as those in the North and Indigenous peoples.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At its<\/span>\u00a0ideal\u00a0<span style=\"font-weight: 400;\">20,000 shots-per-day rate, Manitoba would take 55 days to give first doses to all remaining adults in the province. If the rest of the country were proceeding at the same pace, it would take the same number of days to inoculate all eligible Canadians. That may sound really ambitious, but on March 10, the Manitoba government <\/span><span style=\"font-weight: 400;\">reported it already has the capacity <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/manitoba.ca\/covid19\/vaccine\/index.html\"><span style=\"font-weight: 400;\">to vaccinate 19,000 a day<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So, when is 55 days from today? May 5.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Or, to be conservative, you could start the clock on April 1. In that scenario,\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.timeanddate.com\/date\/dateadded.html?m1=4&amp;d1=1&amp;y1=2021&amp;type=add&amp;ay=&amp;am=&amp;aw=&amp;ad=55&amp;rec=\"><span style=\"font-weight: 400;\">every adult gets at least one dose by May 26<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Oh, and guess what\u2019s two days <\/span><i><span style=\"font-weight: 400;\">before<\/span><\/i> <span style=\"font-weight: 400;\">May 26? Victoria Day.
