Robin Rue Simmons, who first proposed the initiative, said. \u201cWe all know that the road to repair and justice in the Black community is going to be a generation of work. It\u2019s going to be many programs and initiatives, and more funding.\u201d<\/p>\n<p>The reparations program aims to target those harmed by racist housing policies adopted by the city in the early 20th century \u2014 and will be funded by a tax on recreational marijuana, which is legal in the state.<\/p>\n<p>Specifically, it will make $400,000 available for black residents in the form of $25,000 grants to promote homeownership and home improvement \u2014 and will also provide mortgage assistance to black residents who can prove they are descendants of residents who face housing discrimination years ago. <\/p>\n<p>\u201cRight now the whole world is looking at Evanston, Illinois. This is a moment like none other that we\u2019ve ever seen, and it\u2019s a good moment,\u201d Ron Daniels, president of the National African American Reparations Commission, told <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/national\/evanston-illinois-reparations\/2021\/03\/22\/6b5a308c-8b2d-11eb-9423-04079921c915_story.html\">The Washington Post<\/a>.<\/p>\n<p>The policies were also met with criticism from many of the more than 60 speakers at Monday\u2019s city council meeting, including Alderwoman Cicely Fleming, who opposed the idea of housing grants and was the sole \u201cno\u201d vote against the program.<\/p>\n<p>\u201cTrue reparations should respect Black people\u2019s autonomy and allow them to determine how repair will be managed,\u201d Fleming told <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/news\/chicago-suburb-set-to-be-first-city-in-u-s-to-pay-reparations-to-black-residents\/\">CBS News<\/a>. <\/p>\n<p>\u201cThey are being denied that in this proposal, which gives money directly to the banks or contractors on their behalf.\u201d<\/p>\n<p>The national movement for reparations was reinvigorated last year following a wave of protests over George Floyd\u2019s death at the hands of police in Minneapolis. <\/p>\n<p>One proposed piece of federal legislation, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/40?q=%7B%22search%22%3A%5B%22Rep+Jackson+Lee+Sheila+TX18%22%2C%22Rep+Jackson+Lee+Sheila+TX18%22%5D%7D\">H.R. 40<\/a>, would set up a national commission to study reparations from the federal government.<\/p>\n<p>On the local level, other cities have launched initiatives to study reparations, including Chicago, Providence, Rhode Island, Burlington, Vermont, Asheville, North Carolina, and Amherst, Massachusetts. <\/p>\n<p>Organizers are hoping to use the Evanston program as an example for other local initiatives in the future. <\/p>\n<p>\u201cIt doesn\u2019t mean every city will do it exactly like Evanston has done, but there\u2019s a blueprint there,\u201d Daniels told <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/news\/chicago-suburb-set-to-be-first-city-in-u-s-to-pay-reparations-to-black-residents\/\">CBS MoneyWatch<\/a>.\n            <\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
