NYPD Commissioner Dermot Shea on Wednesday blamed the city\u2019s homeless shelter system for playing a part in the brutal beatdown of an Asian woman \u2014 saying parolees don\u2019t get the help they need to not reoffend.<\/p>\n

The city\u2019s top cop would not say whether Brandon Elliot \u2014 the 38-year-old brute who was caught-on-camera allegedly assaulting the 65-year-old victim on Monday \u2014 should have been let out on parole.<\/p>\n

Elliot had been sprung on lifetime parole in 2019 after serving about 17 years for murdering his mother in 2002.<\/p>\n

\u201cThat\u2019s a question more for the parole board,\u201d Shea said on PIX 11. \u201cBut what I would say is, people pay their debt to society. They\u2019ve got to be given second chances.<\/p>\n

He added that he has a \u201cdifferent perspective\u201d as police commissioner \u2014 as he blasted the lack of resources at the city\u2019s homeless shelters, where Elliot had been staying when he was busted for the broad-daylight attack.<\/p>\n

\u201cWhen you\u2019re releasing people from prison and you\u2019re putting them in homeless shelters, you\u2019re asking for trouble,\u201d Shea said. \u201cThere\u2019s got to be a safety net and there\u2019s got to be resources for them.\u201d<\/p>\n

He added, \u201cReleasing people and putting them in homeless shelters \u2014 I\u2019ve been harping on this for years now \u2014 and I think you just shake your head and say, \u2018What could possibly go wrong?\u2019 And this is what goes wrong. It just never should happ<\/a>ened.\u201d<\/p>\n

Elliot was staying at the Four Points by Sheraton, a converted city-run homeless shelter on West 40th Street, when he attacked the victim, VIlma Kari, unprovoked.<\/p>\n

Shea decried the hate crime, saying \u201cMy heart just goes out to the Asian community and this victim in particular. It\u2019s a horrific, horrific attack by a parolee.\u201d<\/p>\n

The stomach-churning assault comes amid a surge in hate crimes against Asian Americans across the country, including New York City.<\/p>\n

Some 300 homeless men were recently moved to the Sheraton hotel shelter from one at a former DoubleTree Hotel on West 36th Street following complaints from Hell\u2019s Kitchen residents of drug use and fighting, Patch reported<\/a> in January.\n <\/div>\n
