\n Mayor Bill de Blasio largely blamed the coronavirus for the bloody weekend crime wave in the Big App<\/a>le \u2014 as the NYPD\u2019s chief said the problem is much more complex, pointing to anti-police sentiment, bail reform and cops feeling they\u2019ve had their hands tied as among the reasons for the sudden surge of violence.<\/p>\n

This past Fourth of July weekend, \u201ca lot of people out there, very peacefully celebrated our nation\u2019s birthday\u2026but we also saw too much violence this weekend,\u201d de Blasio said during his daily City Hall press briefing as he said the city needs to \u201cdouble down\u201d on the recent spate of crime he called \u201cworrisome.\u201d<\/p>\n

Nearly 50 people were shot \u2014 eight fatally \u2014 mostly in upper Manhattan and Harlem from Saturday through Sunday night. The shootings followed a record violent June in the city.<\/p>\n

De Blasio said the uptick in shootings was \u201cdirectly related to all this dislocation that we\u2019ve seen over the last four months\u201d in reference to the coronavirus pandemic.<\/p>\n

Hizzoner blamed the city\u2019s court system shutdown, people cooped up in their homes during the crisis and economic problems for causes behind the increase in crime.<\/p>\n

\u201cPeople have been pent up for months and months,\u201d de Blasio said.<\/p>\n

But NYPD Chief of Department Terence Monahan, at the same briefing, said that the coronavirus crisis and the shutdown of the courts system is only partly to blame for the crime increase. He also noted bail reform, animosity toward police in the wake of the George Floyd killing in Minneapolis and the bill recently passed by the City Council that will make it a criminal offense for cops to use chokeholds under any circumstance but also restricts other contact.<\/p>\n

\u201cIt\u2019s a combination of things \u2014 bail reform, COVID releases from prison, court shutdown, which has Rikers [Island] at half of where they were,\u201d said Monahan.<\/p>\n

The NYPD chief, in reference to the chokehold bill, said, \u201cWe mentioned this insane diaphragm law the City Council passed.\u201d<\/p>\n

\u201cIt has our cops hesitant to enforce some of these quality of life issues,\u201d Monahan said, noting, \u201cThey are afraid if they\u2019re making an arrest that if their knee goes on the back of someone that they are fighting their life for \u2014 that they could be prosecuted, that\u2019s a problem.<\/p>\n

\u201cIt makes our cops take that step back,\u201d Monahan said.<\/p>\n

He said the \u201cchokehold portion\u201d of the bill is not the issue.<\/p>\n

\u201cThe issue we have is the compressing of the diaphragm \u2014 if you\u2019re knee should go on someone\u2019s back during the course of an arrest,\u201d he said.<\/p>\n

\u201cAnyone who\u2019s ever arrested anybody who\u2019s fought and struggled knows that there\u2019s a good chance that the knee may end up on someone\u2019s back in the course of a struggle,\u201d he said. \u201cTo criminalize that has the police officer concerned about whether or not he may be arrested for his knee going on the back.\u201d<\/p>\n

\u201cIt\u2019s an issue that our cops are dealing with \u2014 very strongly, there is some great concern,\u201d said Monahan.<\/p>\n

Hizzoner went on to say that \u201cto address\u201d the violence \u201cis not just one answer either.\u201d<\/p>\n

\u201cOf course, it\u2019s going to take neighborhood policing,\u201d said de Blasio, who said it will also take efforts of \u201cthe clergy\u201d and community groups like block associations.<\/p>\n

\u201cWe\u2019re going to need all hands on deck to address this issue,\u201d he said.\n <\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n
