Andrew Cuomo\u2019s office were hashing out details of the \u201cExcluded Worker Fund,\u201d which would be part of the now-overdue 2021-22 state budget, sources told The Post.<\/p>\n<p>The proposal, introduced in the Senate and Assembly two weeks ago, aims to help residents who are otherwise ineligible for federal aid, such as people living in the country illegally or those recently sprung from jail.<\/p>\n<p>Advocates \u2014 who are pushing for the fund to be closer to $3.5 billion \u2014 have stressed that these so-called \u201cexcluded workers\u201d were hit-hard by the pandemic but didn\u2019t receive COVID-19 stimulus checks or jobless aid.<\/p>\n<p>The proposal would impact an estimated 275,000 workers across the Empire State: 173,000 in New York City; 187,000 undocumented immigrants; and 87,000 recently incarcerated\u00a0people.<\/p>\n<p>Payments would be calculated to mirror the weekly amounts from federal or state unemployment insurance, or roughly about $500 a week.<\/p>\n<p>Recipients would reap an estimated $12,600 on average, assuming they were unemployed for 24 weeks from the start of the pandemic in March 2020, according to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/fiscalpolicy.org\/wp-content\/uploads\/2021\/03\/FPI-Excluded-Workers-March-FINAL.pdf\">a report by the Fiscal Policy Institute<\/a>.<\/p>\n<p>\u201cThe maximum benefit anyone could receive, if they were unemployed for the entire time covered, would be $28,600 for the first year of the pandemic, March 2020 through March 2021, and $17,500 for April through December of 2021,\u201d the organization found. <\/p>\n<p>Opponents argue that the plan is fiscally irresponsible at a time when the state is hemorrhaging money due to the pandemic.<\/p>\n<p>\u201cThis outrageous scheme is the latest in a long line of state government\u2019s misplaced priorities,\u201d Republican State Senator Daphne Jordan, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nysenate.gov\/newsroom\/press-releases\/daphne-jordan\/statement-senator-daphne-jordan-regarding-excluded-worker-fund\">said in a statement Wednesday<\/a>.<\/p>\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"660\" alt=\"New York State Sen. Daphne Jordan at a press conference int he New York State Capitol in Albany on January 26, 2021.<\/figcaption><figcaption><span class=\"credit\">Hans Pennink<\/span><\/figcaption><\/figure>\n<p>Jordan, who represents parts of the Hudson Valley and Capital Region, added: \u201cit makes no sense to send billions of taxpayer dollars to illegal immigrants and convicted felons.\u201d<\/p>\n<p>The ongoing discussions over the fund involve requests from Cuomo\u2019s office that people provide documentation about their work and unemployment history in order to qualify, according to sources.<\/p>\n<p>But proponents, including Democratic State Sen. Jessica Ramos, of Queens, argue that it would be hard to get those documents since employers would likely not tell the government that they once hired undocumented workers, the sources said.<\/p>\n<p>\u201cWe\u2019ve been fighting for far-reaching eligibility,\u201d Ramos told The Post about the negotiations on Thursday.<\/p>\n<p>\u201cWe want to make sure we are including as many neighbors as possible because too many were excluded from financial relief programs like unemployment insurance.\u201d<\/p>\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"683\" alt=\"New York State Sen. Downs<\/span><\/figcaption><\/figure>\n<p>The talks came as Cuomo\u00a0and lawmakers continued to hammer out the final details of the state\u2019s mammoth $200 billion spending proposal for the next fiscal year \u2014 after Albany blew past the April 1 deadline.<\/p>\n<p>Dozens of \u201cexcluded workers\u201d have reportedly been on a hunger strike for the last 17 days to push for the fund \u2014 leaving advocates steaming over the budget delays.<\/p>\n<p>\u201cEvery day that passes without a decision on the budget is another day that puts the safety of workers on hunger strike and the economic security of hundreds of thousands of excluded workers further in jeopardy,\u201d the Fund Excluded Workers Coalition said in a statement.<\/p>\n<p>New York Rep.
