Minneapolis Police Chief Medaria Arradondo said Monday that ex-cop Derek Chauvin violated department policy and training during his fatal encounter with George Floyd.<\/p>\n

Arradondo, testifying at Chauvin\u2019s murder trial in the death of George Floyd, also said the former officer should have taken his knee off of Floyd\u2019s neck \u201conce there was no longer any resistance.\u201d<\/p>\n

\u201cClearly, when Mr. Floyd was no longer responsive, and even motionless, to continue to app<\/a>ly that level of force to a person, prone, handcuffed behind their back, that in no way shape or form is anything that is by policy, is not part of our training, and it is certainly not part of our ethics,\u201d the chief testified. <\/p>\n

\u201cOnce Mr. Floyd had stopped resisting and certainly once he was in distress and verbalized that, that should\u2019ve stopped.\u201d <\/p>\n

The chief testified that the department provides a myriad of conduct guidelines and training that includes defensive tactics and de-escalation techniques \u2014 none of which Chauvin followed the day that Floyd died.<\/p>\n

\u201cOf all the things that we do as peace officers for the Minneapolis Police Department,\u201d he testified, \u201cit is my firm belief that the one singular incident we will be judge forever on will be our use of force.\u201d<\/p>\n

\u201cAnd while it is absolutely imperative that our officers go home at the end of their shift, we want to ensure that our community members go home too,\u201d the chief added.<\/p>\n

The chief, who fired Chauvin and three other cops following the May 25 incident, has referred to Floyd\u2019s death as \u201cmurder.\u201d <\/p>\n

Arradondo said he received a call from one of his officer on the day of the incident and told that they believed he would not make it, or survive.\u201d<\/p>\n

He is the department\u2019s first black chief and is a former commander of internal affairs.<\/p>\n

Arradondo said cops also get \u201cguidance\u201d that civilians have the right to shoot video of them \u2014 as was the case with Floyd\u2019s arrest, in which video of the incident went viral.<\/p>\n

Prosecutors have repeatedly shown the jury various angles of Floyd\u2019s police-custody death, including surveillance footage and bodycams worn by cops at the scene.<\/p>\n

Various eyewitnesses to the deadly encounter testified last week \u2014 in some cases breaking down on the witness stand \u2014 as did high-ranking officers in the Minneapolis police department, as prosecutors continue to present their case at the murder trial.<\/p>\n

The footage shows Chauvin pressing his knee to the back of Floyd\u2019s neck while he is handcuffed and lying face down on the ground.<\/p>\n

Chauvin kept the hold for more than nine minutes, despite pleas from a group of outraged bystanders to release Floyd.<\/p>\n

On Friday, Lt. Richard Zimmerman, the department\u2019s highest-ranking homicide detective, testified that Chauvin\u2019s actions in Floyd\u2019s arrest were \u201ctotally unnecessary.\u201d<\/p>\n

On Thursday, retired Sgt. David Pleoger gave similar testimony, saying that Chauvin should have let Floyd up when he \u201cwas no longer offering resistance.\u201d<\/p>\n

Two paramedics who responded to the scene testified that Floyd had no pulse when they arrived and never regained consciousness. <\/p>\n

Prosecutors are expected this week to continue to focus on Chauvin\u2019s training.<\/p>\n

However, Hennepin County District Judge Peter Cahill told prosecutors Monday that he would limit the number of city cops that will testify in the case, saying the testimony was starting to become \u201ccumulative.\u201d <\/p>\n

The case will also hinge on medical evidence. Floyd\u2019s death was ruled a homicide by the city coroner\u2019s office, but defense attorneys contend that Floyd\u2019s drug use and a heart condition caused his death \u2014 not Chauvin\u2019s tactics.<\/p>\n

Floyd\u2019s girlfriend, Courteney Ross, testified last week that they both struggled with drug addiction during much of their three-year relationship.<\/p>\n

\u201cFloyd and I both suffered with an opioid addiction,\u201d Ross testified. <\/p>\n

\u201cBoth Floyd and I, it\u2019s a classic story of how many people get addicted to opioids,\u201d she said. \u201cWe both suffered from chronic pain. Mine was in my neck and his was in his back.\u201d<\/p>\n

A clerk at Cup Foods, the convenience store where Floyd passed a counterfeit $20 bill, also testified that Floyd \u201cappeared to be high\u201d when he was in the store.<\/p>\n

Earlier on Monday, Cahill addressed an unspecified complaint about juror misconduct from lawyers in the case but ruled that the panel had not been compromised. <\/p>\n

Chauvin faces second-degree murder, third-degree murder, and second-degree manslaughter charges in the case. <\/p>\n

As he has throughout the trial, Chauvin, dressed in a suit and tie, is seen sitting next to defense lawyer Eric Nelson scribbling notes on a yellow legal pad. <\/p>\n

Monday marked the sixth day of testimony, with prosecutors still presenting their case.<\/p>\n

Three other cops at the scene of Floyd\u2019s death \u2014 Thomas Lane, J. Alexander Kueng, and Tao Thao \u2014 are scheduled to stand trial in August on charges of aiding and abetting second-degree murder and manslaughter.\n <\/p><\/div>\n
