Minnesota\u2019s statute says a person is guilty of second-degree manslaughter if he or she causes someone\u2019s death by \u201cculpable negligence whereby the person creates an unreasonable risk, and consciously takes chances of causing death or great bodily harm.\u201d Yet \u201cPotter consciously thought\u201d she was using a Taser \u201cdesigned to incapacitate rather than kill.\u201d And if that\u2019s the case, as law prof Richard Frase notes, \u201chow can we prove beyond a reasonable doubt that she consciously took chances of at least causing great bodily harm\u201d? Minnesota might want to rethink its homicide laws.<\/p>\n<p><strong>Foreign desk: Afghan Pullout Will Be \u2018Ugly\u2019<\/strong><\/p>\n<p>President Biden has decided to bring all US troops home from Afghanistan,<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.usatoday.com\/story\/opinion\/2021\/04\/14\/biden-afghanistan-speech-today-grave-error-withdraw-troops-column\/7223047002\/\"> as Madiha Afzal and Michael O\u2019Hanlon at USA Today<\/a> point out. Yet a \u201cgradual ongoing drawdown\u201d proves there\u2019s \u201cno need to rush completely for the exits before giving the fledgling peace process a real chance.\u201d The Trump administration promised a withdrawal once the Taliban met several conditions, and until it does, \u201cwe should feel no obligation\u201d to leave. Any quick troop exit is likely to be \u201cugly, including ethnic cleansing, mass slaughter and the ultimate dismemberment of the country.\u201d America must wait to withdraw \u201cin a way that enhances the prospects for peace and stability in Afghanistan\u201d because \u201cthe alternative is almost certainly a greater risk not only to Afghans, but also to Americans.\u201d<\/p>\n<p><strong>Libertarian: Tuning Out \u2018Systemic Racism\u2019<\/strong><\/p>\n<p>Repeated e-mails \u201cfrom my daughter\u2019s elementary school\u201d and the district bureaucracy <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/reason.com\/2021\/04\/14\/when-everything-is-systemic-racism-people-will-tune-out-the-term\/\">alerted Reason\u2019s Matt Welch to the latest segment <\/a>of the city Department of Education\u2019s three-part \u201cteach-in\u201d on \u201cSegregation in Our NYC Schools,\u201d nudging parents \u201cto explicitly support the specific set of sometimes radical alterations to school policies that activist educators are pushing through\u201d to racially reengineer schools. Yet it\u2019s \u201can odd moment\u201d for such discussion, since parents are focused on \u201cwhen school buildings can finally fully reopen, instead of being overwhelmingly part-time,\u201d and the \u201crace and class disparities in learning loss\u201d thanks to remote classes are \u201cprofound.\u201d And the larger obsession with \u201csystemic racism,\u201d with the \u201cpotentially frightful cost to expressing skepticism,\u201d is having perverse results, including pushing dissenters to become \u201cmore reactionary\u201d and feeding populism.<\/p>\n<p><strong><a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Media<\/a> watch: Press Is Infrastructure for Biden<\/strong><\/p>\n<p>The Washington Post\u2019s Aaron Blake blasted Sen. John Cornyn for wondering \u201cwhether President Joe Biden is really in charge,\u201d when the WaPo \u201croutinely sought out anonymous sources to warn readers\u201d President Donald Trump was out of control, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/townhall.com\/columnists\/timgraham\/2021\/04\/14\/the-press-is-infrastructure-for-biden-n2587865\">notes Tim Graham at Townhall.com<\/a>. Backing up Cornyn\u2019s question: Biden does few interviews, his public comments are mostly scripted, and he\u2019s had just \u201cone press conference during his 84 days in office.\u201d Yet \u201che has zero fear of his low availability to the press being a problem with \u2018mainstream\u2019 reporters, since about 99.96 percent of them surely voted for him.\u201d Heck, \u201cWhite House chief of staff Ron Klain routinely retweets the \u2018mainstream\u2019 reporters, implying that he endorses their helpful pro-Biden spin.\u201d Bottom line: \u201cThe press is now just \u2018infrastructure\u2019 for Biden.\u201d<\/p>\n<p><strong>Pandemic journal: Fraidy-Cat Bureaucrats<\/strong><\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.msn.com\/en-us\/news\/us\/the-j-j-vaccine-is-not-a-tainted-cantaloupe\/ar-BB1fEeCY\">The Atlantic\u2019s Graeme Wood<\/a>, like 7 million Americans, has \u201cthe Johnson &amp; Johnson vaccine percolating through my tissue.\u201d And though the \u201csensation of rising immunity to COVID-19\u201d feels \u201cgood,\u201d with the feds\u2019 pause, the jab could be \u201ca limited-edition commodity, like a final gulp of Coke Classic.\u201d The problem is that bureaucrats \u201cadopt a fraidy-cat level of caution.\u201d Yet if you\u2019re \u201cunwilling to accept one-in-7-million odds of death\u201d because of a blood clot, \u201cyou should be unwilling to drive six miles to the vaccination site.\u201d Indeed, the pause \u201cwill make many people doubt vaccines irrationally.\u201d Instead of practicing their \u201cstrange paternalism,\u201d the feds should simply \u201cissue an advisory\u201d and let people make up their own minds.<\/p>\n<p><em>\u2014 Compiled by The Post Editorial Board<\/em>\n            <\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
