\n The decision on whether New York schools will reopen in September will come the first week in August, Gov. Andrew Cuomo said Wednesday \u2014 as he ripped President Trump for threatening to cut funding for districts that don\u2019t reopen in the fall.<\/p>\n

The governor laid out a timeline as to how the state will determine when schools in some 700 districts, including New York City, will resume.<\/p>\n

The state will provide guidance on reopening next Monday. Then, local districts must submit reopening plans by July 31.<\/p>\n

\u201cAugust 1 to 7, the state will announce a decision on whether or not those schools open,\u201d Cuomo told reporters at his Manhattan office. \u201cWe\u2019ll look at the data in the first week and we\u2019ll make a decision.\u201d<\/p>\n

He wouldn\u2019t say whether the decision will be a \u201cglobal\u201d one or made on an individual basis.<\/p>\n

Cuomo also addressed Trump\u2019s tweet from Wednesday morning that threatened to yank funding to districts that don\u2019t open in September.<\/p>\n

\u201cThreaten me, threaten me. It\u2019s not the first time,\u201d the governor said.<\/p>\n

He said the federal government has no legal authority in determining when schools reopen.<\/p>\n

\u201cIt\u2019s not legal, it\u2019s not constitutional,\u201d Cuomo added. \u201cAnd you\u2019re not going to bully New Yorkers. That\u2019s not going to happ<\/a>en.\u201d<\/p>\n

Ahead of Cuomo\u2019s press conference Wednesday, Mayor Bill de Blasio and Schools Chancellor Richard Carranza announced plans to reopen the city\u2019s schools in September on a two- and three-day rotating schedule. Families will also have the option of remote learning five days a week.<\/p>\n

Cuomo said that plan will have to be submitted to the state for approval.\n <\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n
