The daughter of a veteran NYPD officer murdered four decades ago is disgusted that her dad\u2019s killer was recently sprung on parole \u2014 even after he insisted the slaying was in self-defense, while refusing to apologize, new transcript<\/a>s revealed.<\/p>\n

Paul Ford, who was convicted in Harry Ryman\u2019s 1980 death during a car theft gone wrong in Brooklyn, was released on parole on March 23, according to state records.<\/p>\n

Ryman\u2019s family staunchly objected the move.<\/p>\n

\u201cYou know, I used to feel strongly that our victim impact statements really mattered,\u201d the late officer\u2019s daughter, Margaret Ryman, told The Post last week. <\/p>\n

\u201cI thought that the parole board really wanted to know how these crimes impacted my brothers, my sisters, my mother. You know, all the things that we grew up without, all the things that we had to go through.\u201d<\/p>\n

She added, \u201cI actually think it\u2019s really disgusting. I actually feel like that\u2019s not justice. That\u2019s totally not justice.\u201d<\/p>\n

Ryman\u2019s son, Edward Ryman, said Ford\u2019s release \u201cdevastated our family.\u201d<\/p>\n

\u201cMy father couldn\u2019t walk down the aisle with my sisters,\u201d he said. \u201cHe couldn\u2019t see our grandkids. My mom had to raise five kids by herself.<\/p>\n

\u201cOur family is heartbroken.\u201d<\/p>\n

Transcripts of the Feb. 9 parole board hearing that prompted Ford\u2019s release \u2014 obtained by The Post under the state Freedom of Information Law \u2014 show that the killer showed little remorse and took minimal responsibility for Ryman\u2019s murder.<\/p>\n

Ford admitted that he remembered Ryman identifying himself as a police officer before the fatal shooting around 3:40 a.m. on Aug. 15, 1980. The 17-year NYPD veteran was off duty and home in Brooklyn when he tried to stop Ford and two others from breaking into a car across the street.<\/p>\n

Ryman, who was 43 and a married father of five at the time, exchanged gunfire with the suspects but was fatally shot three times in the chest.<\/p>\n

\u201cWhy\u2019d you shoot at him if he identified himself?\u201d asked parole board commissioner Elsie Segarra followed up.<\/p>\n

\u201cI shot at him in self-defense,\u201d Ford claimed.<\/p>\n

Later on in the hearing, Segarra asked the convicted murderer why he took his case to trial.<\/p>\n

\u201cBecause I wasn\u2019t guilty,\u201d Ford replied.<\/p>\n

\u201cWhy did you say back then you were not guilty, do you find yourself guilty now?\u201d Segarra asked. \u201cDo you take responsibility?\u201d<\/p>\n

\u201cYeah,\u201d Ford said. \u201cI take responsibility.\u201d<\/p>\n

Asked if he had anything to say to Ryman\u2019s family, Ford only said: \u201cI feel bad.\u201d<\/p>\n

A second parole commissioner at the hearing, Otis Cruse, didn\u2019t ask any questions, according to the transcript.<\/p>\n

Ford\u2019s lackadaisical replies not only enraged the Ryman family \u2014 which includes a grandson who is an NYPD officer \u2014 it riled the city\u2019s Police Benevolent Association. <\/p>\n

\u201cPaul Ford and his associates killed PO Harry Ryman because he was attempting to arrest them for a crime,\u201d PBA President Pat Lynch said in a statement.<\/p>\n

\u201cThat\u2019s not self-defense. It\u2019s an attack on every law-abiding New Yorker. The Ryman family has suffered horribly, but the politicians who are allowing the parole board to run amok could not care less.\u201d<\/p>\n

Ford, Barrington Young and Cornelius Bucknor were convicted in Ryman\u2019s death.<\/p>\n

Young and Cornelius Bucknor have also been paroled.<\/p>\n

Ford, who turns 59 on Friday, has had \u201ca number of misbehavior reports\u201d while in prison \u2014 most recently in August for smoking, according to the parole hearing transcript.<\/p>\n

Prior to that, his most recent disciplinary gaffe was in 2012, the board said, without providing further detail. <\/p>\n

In a statement Thursday, officials at the state Department of Corrections and Community Supervision said parole board decisions are based on standards dictated by state law.<\/p>\n

\u201cPrior to making a final decision, the board members must follow the statutory requirements which take into consideration many factors, including statements made by victims and victims\u2019 families, if any, as well as an individual\u2019s criminal history, institutional accomplishments, potential to successfully integrate into the community, and perceived risk to public safety,\u201d the statement said. <\/p>\n

\u201cAdditionally, by statute, the board considers any recommendations concerning release to community supervision from the district attorney, sentencing court, and the defense attorney,\u201d the department said. <\/p>\n

Ford could not be reached for comment. <\/p>\n
