&#8216;chaos&#8217;<\/strong>&#8221;<\/p>\n<div>\n<p>New York City jails are plagued by \u201csystemic and deep-seated\u201d issues that have created a \u201cpervasive level of disorder and chaos,\u201d according to a new scathing report \u2014 released just hours after Department of Correction chief Cynthia Brann called it quits. <\/p>\n<p>The 342-page report, issued Tuesday by the federal monitor overseeing the city jails, says Brann\u2019s resignation will impact the DOC for \u201cmany months.\u201d<\/p>\n<p>\u201cThere is no question that these transitions will only further disrupt the Department\u2019s work and their ability to focus on or advance the various initiatives required for progress toward the Consent Judgment\u2019s requirements, \u201d the report says of the shakeup.<\/p>\n<p>The federal monitor, in its eleventh report penned by Steve Martin, points the finger at three issues that have \u201cstymied progress\u201d in city jails: poor facility leadership, \u201cdysfunctional\u201d staffing and staff accountability. <\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-nypost-medium-post is-resized\"><img loading=\"lazy\" Harbus<\/span><\/figcaption><\/figure>\n<\/div>\n<p>Despite the shot at Brann for her departure, Martin praises her for being transparent, honest and providing \u201cunfettered access\u201d to the monitor and put the blame for the lack of progress on supervisors in the jails. <\/p>\n<p>But the federal filing \u2014 which was first <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thecity.nyc\/2021\/5\/11\/22431609\/rikers-jails-chaos-correction-boss-quits\">reported by The City \u2014<\/a> also highlighted a number of damning issues that Brann will leave unresolved. <\/p>\n<p>Uses of force by corrections officers spiked to 719 last March, before the COVID-19 pandemic led to a historically low inmate population, and slowly ticked up each month to 648 last December, the report says. <\/p>\n<p>Those figures led to a rate of force up 3 points from 2019 and nearly four times that of 2016. <\/p>\n<p>\u201cIn fact \u2026 the annual average use of force rate has risen steadily each year since the Consent Judgment went into effect,\u201d the report says. <\/p>\n<p>Brann is also leaving behind a backlog of 1,445 disciplinary cases for her successor to tackle as part of an internal process that the monitor describes as \u201cinherently dysfunctional and ineffective.\u201d<\/p>\n<p>The report criticizes the DOC for its \u201cstruggles to manage its large number of Staff productively, to deploy them effectively, to supervise them responsibly, and to elevate the base level of skill of its Staff.\u201d<\/p>\n<figure class=\"wp-block-image of Staff and incarcerated individuals,\u201d Martin writes.<\/p>\n<p>The DOC is also plagued by the \u201cextraordinarily large number\u201d of employees who are out on leave, as well as \u201cabnormally high absenteeism.\u201d<\/p>\n<p>But the report says, despite the staffers unable to work, it still has an \u201cextraordinarily large\u201d amount of uniformed officers to staff the
