Beijing, May 13 \u2013\u00a0Coercive\u00a0policies\u00a0in\u00a0China\u2019s far western region of\u00a0Xinjiang\u00a0have led to a sharp decline in\u00a0birth\u00a0rates\u00a0for\u00a0Uyghurs and other minorities, which could add to evidence of genocide, an Australian\u00a0think\u00a0tank\u00a0said in a report released on Wednesday.<\/p>\n

The Australian Strategic Policy Institute (ASPI) report, citing official Chinese data, said that there has been an \u201cunprecedented and precipitous drop in official\u00a0birth-rates\u00a0in\u00a0Xinjiang\u00a0since 2017,\u201d when\u00a0China\u00a0began a campaign to control\u00a0birth\u00a0rates\u00a0in the region.<\/p>\n

Xinjiang\u2019s\u00a0birth\u00a0rate dropped by nearly half from 2017 to 2019, and counties where the population was predominately\u00a0Uyghur\u00a0or another minority group saw much sharper declines than other counties, the government-funded institute said in the report.<\/p>\n

China\u00a0maintains that changes in\u00a0birth\u00a0rates\u00a0are linked to improved health and economic policy and it strongly rejects accusations of genocide.<\/p>\n

ASPI \u201cfabricates data and distorts facts,\u201d Hua Chunying,\u00a0China\u2019s foreign ministry spokeswoman, told a daily news<\/a> briefing in Beijing on Thursday.<\/p>\n

Xinjiang\u2019s\u00a0Uyghur\u00a0population grew faster than that of the Han between 2010 and 2018, and\u00a0Xinjiang\u2019s\u00a0birth\u00a0control\u00a0policies\u00a0do not target any single ethnic minority group, she said.<\/p>\n

The ASPI analysis is based on Chinese government data, including regional population figures released in March.<\/p>\n

\u201cOur analysis builds on previous work and provides compelling evidence that Chinese government\u00a0policies\u00a0in\u00a0Xinjiang\u00a0may constitute an act of genocide,\u201d it said.<\/p>\n

The ASPI report said\u00a0birth\u00a0rates\u00a0in counties with a 90 percent or greater indigenous population declined by an average of 56.5 percent from 2017 to 2018, far more than other regions in\u00a0Xinjiang\u00a0and\u00a0China\u00a0during the same period.<\/p>\n

Fines, internment, or the threat of internment, were among the methods used by authorities to discourage\u00a0births, it said.<\/p>\n

There have been growing calls among some western states for an investigation into whether Beijing\u2019s actions in\u00a0Xinjiang\u00a0amount to genocide.<\/p>\n

The United States government and parliaments in countries including Britain and Canada have described\u00a0China\u2019s\u00a0policies\u00a0in\u00a0Xinjiang\u00a0as genocide.<\/p>\n

According to the 1948 UN Genocide Convention, there would need to be proof of intent by Beijing to destroy an ethnic population in part to meet that determination.<\/p>\n

Rights groups, researchers, former residents and some western lawmakers say\u00a0Xinjiang\u00a0authorities have arbitrarily detained around a million\u00a0Uyghurs and other primarily Muslim minorities in a network of camps since 2016.<\/p>\n

Beijing initially denied the camps existed but has since said they are vocational training centres designed to combat religious extremism, and that all people in the centres have \u201cgraduated\u201d.\u00a0\n <\/p><\/div>\n
