Central<\/a>, is set to be scr<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes href=\"https:\/\/www.ecologistasenaccion.org\/quienes-somos\/contacto-2\/\">Ecologists in Action<\/a> had fought to keep the zone in place, but was informed this week of the court\u2019s decision to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ecologistasenaccion.org\/wp-content\/uploads\/2021\/05\/auto-denegacion-casacion-madrid-central.pdf\">reject its appeal<\/a>.<\/p>\n<p class=\"a_st font_secondary color_gray_dark \">The group had challenged a ruling from the Madrid High Court in July 2020, which cancelled the LEZ over procedural technicalities, leaving enforcement in a state of legal limbo.<\/p>\n<p>Speaking on the ruling, Madrid Deputy Mayor Begona Villacis <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-spain-pollution-madrid\/spains-supreme-court-strikes-down-madrid-car-pollution-scheme-idUSKBN2CS1G2\">said<\/a>: \u201cThe Madrid Central plan to create a low emissions zone could [have been] a good idea\u2026but it was executed in a very shoddy way.\u201d<\/p>\n<p>Villacis added that the city administration has a new LEZ plan which will be announced soon.<\/p>\n<p>Madrid\u2019s City Council has indicated that despite the court\u2019s ruling, the zone remains in place, with offenders still liable for a \u20ac90 (US$108) fine should they enter in a polluting vehicle.<\/p>\n<p>Adri\u00e1n Fern\u00e1ndez, Mobility Campaigner, Greenpeace Spain, told <em>Cities Today<\/em>: \u201cThe suspension of this low-emissions zone, one of the most ambitious and effective in Europe, leaves people of Madrid exposed to the risks that traffic pollution generates over their health and environment.\u201d<\/p>\n<p>Fern\u00e1ndez also criticized Madrid Mayor, Jos\u00e9 Luis Mart\u00ednez Almeida, calling his opposition to Madrid Central \u201cirresponsible\u201d.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Madrid_Central\"><\/span>Madrid Central<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Introduced in November 2018, petrol vehicles registered before 2000 and diesel vehicles registered prior to 2008 were banned from a 2.9 square kilometer section of the city center, which is monitored by 115 cameras that record and cross-reference vehicle license plates.<\/p>\n<p>Exemptions were made for electric vehicles, public transport and some delivery vehicles, with permits issued for the zone\u2019s residents and their visitors.<\/p>\n<p>The zone was previously suspended in July 2019 by Mayor Mart\u00ednez-Almeida, only to be <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/cities-today.com\/judge-orders-reinstatement-of-madrids-low-emissions-zone\/\">reinstated by a court<\/a> a week later.<\/p>\n<p>It was then <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/english.elpais.com\/politics\/2020-07-28\/court-strikes-down-madrid-central-low-emission-zone-over-legal-technicalities.html\">suspended again<\/a> in July 2020 after two appeals by the mayor\u2019s administration.<\/p>\n<p>Mart\u00ednez-Almeida had previously stated that he was \u201cnot going to accept a single lesson from the left in the fight for air quality\u201d after claiming that pollution in the capital had actually increased since the introduction of the zone in November 2018 by Madrid\u2019s former left-wing mayor, Manuela Carmena.<\/p>\n<p>Local <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.efe.com\/efe\/espana\/politica\/el-tribunal-supremo-tumba-madrid-central\/10002-4533403\">have reported<\/a> it may take two months for the ruling to be implemented.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Drop_in_pollution\"><\/span>Drop in pollution<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>According to a report in Spanish newspaper\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/english.elpais.com\/elpais\/2019\/03\/14\/inenglish\/1552556189_425975.html\"><em>El Pais<\/em><\/a>, nitrogen oxide emissions fell by 38 percent in Madrid\u2019s center during the first month of the zone\u2019s operation, while carbon dioxide emissions dropped by 14.2 percent.<\/p>\n<p class=\"\">A January 2020 report by Ecologists in Action also revealed significant drops in nitrogen dioxide pollution at 22 of the 24 air-quality monitoring stations in Madrid when measured against the average of the previous nine years.<\/p>\n<p class=\"\">Although it saw a reduction in pollution levels at the beginning of the pandemic, Madrid has consistently failed to meet the European Union\u2019s limit on nitrogen
