{"id":25513,"date":"2020-07-11T20:05:00","date_gmt":"2020-07-11T17:05:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/nyc-reopening-plan-could-leave-90000-students-stranded-with-no-buses\/"},"modified":"2020-07-11T20:05:00","modified_gmt":"2020-07-11T17:05:00","slug":"nyc-reopening-plan-could-leave-90000-students-stranded-with-no-buses","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/nyc-reopening-plan-could-leave-90000-students-stranded-with-no-buses\/","title":{"rendered":"#NYC reopening plan could leave 90,000 students stranded with no buses"},"content":{"rendered":"<p>&#8220;<strong>#NYC reopening plan could leave 90,000 students stranded with no buses<\/strong>&#8221;<\/p>\n<div>\n                        New York City schools may be back in session in September, but 90,000 students might no longer have a school bus to take them.<\/p>\n<p>The city Department of Education is considering a plan to make buses available only for special-needs students whose transportation is legally required, a source knowledgeable about the system told The Post.<\/p>\n<p>\u201cMy understanding is that they\u2019re not going to provide <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> education busing,\u201d the insider said.<\/p>\n<p>A DOE spokeswoman confirmed the agency is \u201cassessing\u201d a truncated transportation plan.<\/p>\n<p>\u201cOur priority will be to provide busing to students with [Individualized Education Plan] mandates for transportation, and we are working to develop alternatives in partnerships with the MTA and [Taxi and Limousine Commission],\u201d said DOE spokeswoman Miranda Barbot.<\/p>\n<p>Barbot would not say whether students will have to take subways, buses or cabs.<\/p>\n<p>It normally would cost the DOE $1.25 billion a year to transport 150,000 kids.<\/p>\n<p>Mayor de Blasio and Chancellor Richard Carranza on Wednesday announced that schools would reopen for a \u201cblended model\u201d of instruction in which students would return to classrooms for alternating one-, two- or three-day weeks. Online instruction would supplement the schedule.<\/p>\n<p>So far, the DOE has flatly ignored parents\u2019 questions about busing. In conference calls with parents and DOE reps this week, queries about transportation went unanswered, said Kim Sweet, executive director of Advocates for Children of New York.<\/p>\n<p>\u201cThey didn\u2019t have a plan that they shared,\u201d Sweet said. \u201cFamilies often have big problems with busing in the best of times, so I anticipate this is going to be a very big challenge.\u201d<\/p>\n<figure id=\"attachment_15970505\"><img alt=\"School Chancellor Richard Carranza walks with Miabella Salas and Sal McGrane after getting off the school bus.\" data- data- height=\"441\" width=\"662\"><\/img><figcaption><span>School Chancellor Richard Carranza walks with Miabella Salas and Sal McGrane after getting off the school bus in 2018.<\/span><span>Stephen Yang<\/span><\/figcaption><\/figure>\n<p>The DOE has provided busing to students in kindergarten through second grade who live more than a half-mile from their school and for those in third through sixth grade who live more than a mile away. Those in grades seven and up have been offered MetroCards.<\/p>\n<p>Staten Island is the only borough that offers busing to seventh and eighth graders because of poor public transit, streets lacking sidewalks and middle schools that are miles apart.<\/p>\n<p>\u201cThe entire island is a transit desert,\u201d said Councilman Joe Borelli, who represents the borough\u2019s South Shore and has a son going into kindergarten. \u201cIt takes 30 minutes to get an Uber, and I haven\u2019t seen a yellow cab here since Noah floated by on an ark. How in heaven\u2019s sake are public-school kids going to even get to the school on the few days they\u2019re allowed to be there?\u201d<\/p>\n<p>Losing buses would make the school reopening even tougher on working parents.<\/p>\n<p>\u201cAdd families who live far away from schools to the list of people the reopening plan screws,\u201d Borelli said.<\/p>\n<p>Sara Catalinotto, head of Parents to Improve School Transportation, said busing seems like an afterthought to the city.<\/p>\n<p>\u201cThe students who needed busing before still need it,\u201d she said.<\/p>\n<p>Catalinotto said forcing students onto crowded subways did not seem safe in the middle of a pandemic.<\/p>\n<p>\u201cThat doesn\u2019t make me comfortable for the security of those children,\u201d Catalinotto said.<\/p>\n<p>Parents of special needs students, who often attend schools outside their districts, said they\u2019ve heard nothing about how children will be protected from the coronavirus. The city buses about 52,000 special-needs students.<\/p>\n<p>\u201cHow would school buses be disinfected?\u201d asked Amy Ming Tsai, a parent who is on a busing committee for District 75, which supports kids with multiple disabilities. \u201cWould it be a daily clean-up of the interior of the bus? Would it be after every route? Clear guidance has to be given to parents.\u201d<\/p>\n<p>She recalled past horror stories of students being left on buses or drivers taking the wrong route, and wondered about the confusion that could erupt with the blended learning schedule.<\/p>\n<p>\u201cWe don\u2019t want to go backwards,\u201d she said.<\/p>\n<p>The union that represents bus drivers, attendants and some mechanics for 10 major school-bus companies contracted by the DOE has heard nothing about safety protocols, said Michael Cordiello, president of ATU local 1181.<\/p>\n<p>But the union has made several suggestions, Cordiello said.<\/p>\n<p>\u201cWe\u2019re asking that all children get their temperature taken\u201d by an attendant, Cordiello said. Drivers, attendants, students \u2014 and even adults who drop off or pick up students \u2014 should wear masks, Cordiello said.
