Sometimes, some of the (many) tools can stop working as you expect them to, either because of something you did deliberately or by accident\u2014or a bug. Click the \u201cReset Preferences on Quit\u201d button.<\/p>\n<p>Click \u201cOK,\u201d and then restart Photoshop.
