The aim is to also reduce conflicts among members and encourage generational renewal within the communities.<\/p>\n<p>The decree imposes a once-renewable five-year term on governing positions and requires that all members have a direct or indirect vote in community elections.<\/p>\n<p>The laity office said the norms were needed because the absence of term limits had favored \u201cpersonalization, centralization and expressions of self-referentiality which can easily cause serious violations of personal dignity and freedom, and even real abuses.\u201d<\/p>\n<p>Massimo Faggioli, a theologian and author of \u201cThe Rising Laity\u201d and \u201cA Brief History of the New Catholic Movements,\u201d said the Jesuit pope knows well that members of small religious communities can be manipulated by charismatic leaders.<\/p>\n<p>\u201cThis is very big,\u201d Faggioli said of the new regulations. Ulrich Rhode, dean of the canon law department at the Pontifical Gregorian University, said the new norms address the \u201cperhaps excessive\u201d freedom that lay religious movements have enjoyed to date. In an essay published in Friday\u2019s Vatican <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a>paper, L\u2019Osservatore Romano, he said he hoped they would serve as a model for other lay associations that report to other Vatican departments.<\/p>\n<p>He added that applying a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> rule to set term limits and other governance measures would also serve to prevent \u201can arbitrary, or even abusive,\u201d use of power by church authorities.
