So while <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/trevortombe\/status\/1404220825964892163?s=20\">120,000 first doses<\/a> were administered on Sunday, that\u2019s well short of the more than 300,000 a day given out a month ago. And that fall is being seen across the country.<\/p>\n<p><span style=\"font-weight: 400;\">When New Brunswick unveiled its reopening plan in late May, Health Minister Dorothy Shephard <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/atlantic.ctvnews.ca\/the-end-is-indeed-in-sight-n-b-releases-details-on-covid-19-reopening-plan-1.5445377\"><span style=\"font-weight: 400;\">forecast that Phase 1<\/span><\/a><span style=\"font-weight: 400;\"> would begin on June 7. That step depended on achieving one big goal: getting first doses of COVID-19 vaccine into at least 75 per cent of eligible residents. \u201cI looked at it, and said, \u201cMaybe,\u201d recalls<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/WilsonKM2\"><span style=\"font-weight: 400;\"> Kevin Wilson, <\/span><\/a><span style=\"font-weight: 400;\">a Halifax-based epidemiologist who publishes extensive threads on <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Twitter<\/a> featuring vaccine and pandemic graphics. \u201cThe closer they got to that deadline, it went from plausible to \u2018technically within the laws of physics\u2019 that it could h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en,\u201d he says. New Brunswick missed the deadline, and is expected to hit that 75 per cent metric on Monday, a week behind schedule.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Right now, most of Atlantic Canada is focused on getting first doses into arms, Wilson explains. \u201cWe want to run up the score on first doses as much as possible, then switch to second doses,\u201d he says. The strategy, which takes advantage of the region\u2019s low COVID-19 case count, means that its provinces are starting to <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/trevortombe\/status\/1404220825964892163?s=20\"><span style=\"font-weight: 400;\">pass other provinces<\/span><\/a><span style=\"font-weight: 400;\"> in terms of first doses. Yet, even on the East Coast, it\u2019s taking longer to hit that next first-dose benchmark.<\/span><\/p>\n<div id=\"attachment_1222371\" style=\"width: 774px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" data-sizes=\"auto\" class=\"wp-image-1222371  lazyload\" src=\"https:\/\/www.macleans.ca\/wp-content\/uploads\/2021\/06\/pace_decline_provs-750x422.png\" alt=\"Source: Trevor Tombe\" width=\"764\" height=\"430\"\/><\/p>\n<p class=\"wp-caption-text\">Source: Trevor Tombe<\/p>\n<\/div>\n<p>\u00a0<\/p>\n<p><span style=\"font-weight: 400;\">The nation\u2019s first-dose slowdown is not only expected, but also a good signal. To put it bluntly: Canada\u2019s first-dose strategy is such a success\u2014we are No. 1 among all OECD nations in terms of first doses\u2014that we\u2019re running out of arms in which to jab needles full of vaccine.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019re getting to the point where first doses are no longer a success metric because you can\u2019t move the needle anymore,\u201d Wilson says. After using first doses as the main metric in his daily vaccine graphics for the past four months, he\u2019s going to change to second doses in the next few weeks for a simple reason:\u00a0 \u201cNo one will be meaningfully trying to max out their first doses because we\u2019ll have functionally maxxed them out.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Overall, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/trevortombe\/status\/1404220825964892163?s=20\"><span style=\"font-weight: 400;\">73.6 per cent of eligible Canadians<\/span><\/a><span style=\"font-weight: 400;\"> have gotten at least one dose, according to data crunched by Trevor Tombe, an economist at the University of Calgary who has become the go-to source for vaccine data in Canada. When he built <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/trevortombe.github.io\/covidgraphs\/prov_proj\"><span style=\"font-weight: 400;\">his modelling graphics<\/span><\/a><span style=\"font-weight: 400;\"> for each province, he put in a ceiling of 85 per cent of eligible populations getting first doses based on polling data, and, as of now, his forecasts show most provinces going above 80 per cent this summer, with Quebec likely to hit 85 per cent.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When looking at <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/trevortombe\/status\/1404221010774216704?s=20\"><span style=\"font-weight: 400;\">eligible residents<\/span><\/a><span style=\"font-weight: 400;\"> who haven\u2019t yet gotten vaccinated, the range goes from a low of 19.5 per cent of Quebec\u2019s eligible population to a high of 28.7 per cent of eligible people in Prince Edward Island (the territorial share ranges from 15.5 per cent in Yukon to 28.7 per cent in Nunavut).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">New <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/VoiceOfFranky\/status\/1403899359377375237?s=20\"><span style=\"font-weight: 400;\">polling from EKOS Research <\/span><\/a><span style=\"font-weight: 400;\">reports that 89 per cent of Canadians either have gotten or will get vaccinated, though an <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/angusreid.org\/canada-astrazeneca-herd-immunity\/\"><span style=\"font-weight: 400;\">Angus Reid poll<\/span><\/a><span style=\"font-weight: 400;\"> from mid-May puts that number at 82 per cent. Both polls suggest that around 10 per cent of Canadians don\u2019t want to be vaccinated, period. Subtract that figure from those who still haven\u2019t gotten doses, and the shrunken size of the remaining pool becomes evident, ranging from less than 10 per cent in Quebec to perhaps more than 15 per cent in Prince Edward Island.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That last cohort of first-dose\u00a0candidates includes \u201cmany who are intensely not interested,\u201d Wilson notes, with some still undecided about whether to get immunized, and others who aren\u2019t seeking appointments. \u201cThat last 10 per cent or so will be more challenging than the first 75 per cent in most provinces,\u201d he says. He wants governments to do \u201cwhatever dumb gimmick you can come up with to say, \u2018Hey lot of people here, want a COVID vaccine?\u2019 \u201d As other nations have shown, nothing should be off the table, including taking vans loaded with vaccine to workplaces; lotteries for those already immunized; free tickets to sports events or even \u201cshots for shots\u201d nights at bars. \u201cPut the elbow grease into it and get those people vaccinated,\u201d he says.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some of those inducements are already being rolled out as provinces struggle to meet first-dose benchmarks. While many provinces are experiencing a slower pace of first-dose vaccinations, Tombe notes that the trend is particularly noticeable in Alberta and Saskatchewan, whose declines in uptake began before they reached the higher first-dose shares of other provinces.\u00a0 <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Alberta needs 70 per cent of eligible residents to get first doses before it moves<\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.alberta.ca\/enhanced-public-health-measures.aspx\"><span style=\"font-weight: 400;\"> into Stage 3<\/span><\/a><span style=\"font-weight: 400;\">. With the province giving out fewer first doses per capita than any other province except Saskatchewan, and <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/bcshaffer\/status\/1403376373574500353?s=20\"><span style=\"font-weight: 400;\">lots of clinics unable to fill vaccine appointment slots<\/span><\/a><span style=\"font-weight: 400;\">, the government decided not to take a chance that it would miss that goal: over the weekend, Premier Jason Kenney announced a lottery\u2014three winners each of $1 million\u2014for everyone who has first shots. \u201cWe need to just nudge those who haven\u2019t gotten around to getting their vaccines yet,\u201d <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/edmonton.ctvnews.ca\/details-about-alberta-s-covid-19-vaccine-lottery-coming-monday-1.5469319\"><span style=\"font-weight: 400;\">said the premier<\/span><\/a><span style=\"font-weight: 400;\">. \u201cPlease do your part, because now a vaccine shot is also your shot at $1 million.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even as the number of first doses decrease, second doses are surging. Last week, the federal government announced that seven million Moderna doses would be arriving this month, part of the 20 million expected in June alone. The new Moderna shipment \u201cwill not likely have an effect on the timing of the first dose milestones I\u2019m projecting,\u201d Tombe says, \u201cbut will absolutely move forward the fully vaccinated milestones. It looks like we may very well achieve 75 per cent of eligible individuals with their second shot in July.
