Sifma says that it will incorporate the holiday into its schedule in coming years<br \/>\n<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><\/p>\n<div class=\"column column--full article__content\">\n<div class=\"article__side\">\n<div class=\"container--sticky not-active\">\n<div id=\"cx-next\">\n              <\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div id=\"js-article__body\" class=\"article__body article-wrap at16-col16 barrons-article-wrap\" itemprop=\"articleBody\" data-sbid=\"WP-MKTW-0000309355\">\n<div class=\"barrons-article-ad-wrapper\">\n<div data-track=\"barrons-article-ad-wrap\" class=\"barrons-article-ad sticky_item\">\n<div class=\"barrons-main-article-ad-target sticky_target body_ad\" aria-hidden=\"true\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>       The Juneteenth holiday commemorating the end of slavery in the U.S. is now a new federal holiday after President Biden signed a bill into law on Thursday afternoon, making it a holiday on a par with Memorial Day, Independence Day, Labor Day, and the 10 federal holidays.<\/p>\n<p> The move comes after the House on Wednesday voted 415-14 to make it a national holiday.<\/p>\n<div class=\"paywall\">\n       The U.S. Office of Personnel Management, announced that most federal employees would get Friday off as the holiday falls on a Saturday this year. <\/p>\n<p>However, from a Wall Street perspective, there\u2019s no guarantee that that day will im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>tely translate to a day officially recognized on Wall Street, if the Martin Luther King Jr. holiday is any guide. <\/p>\n<p>Juneteenth, which is celebrated annually by many on June 19, is a day commemorating the end of slavery in the U.S. in 1865. It was on that date that Union Gen. Gordon Granger read the Emancipation Proclamation to African-Americans in Texas, roughly 2\u00bd years after the proclamation was issued on Jan. 1, 1863.<\/p>\n<p>The Securities Industry and Financial Markets Association, a brokerage-industry trade group that recommends actions for the bond market, including recommending holidays for those who trade fixed-income assets like the 10-year Treasury<br \/>\n        TMUBMUSD10Y,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.000%\" channel=\"\" class=\"\">1.517%<\/bg-quote><br \/>\n       and 30-year Treasurys<br \/>\n        TMUBMUSD30Y,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.000%\" channel=\"\" class=\"\">2.100%<\/bg-quote><span>,<\/span><br \/>\n       said that Juneteenth would be incorporated in its holiday schedule in coming years.  <\/p>\n<p>A 2019 statement that laid out Sifma\u2019s closure policy referenced Fedwire, the central bank\u2019s widely used payment processing system, as the key determinant for Sifma closures.<\/p>\n<p>\u201cIf Fedwire is operational SIFMA won\u2019t recommend a fixed income market close,\u201d according to the statement.  <\/p>\n<p>The Sifma spokesman said that given that June 19 this year falls on a Saturday this year and the Fedwire remains open on Friday, therefore Sifma won\u2019t recommend an early close on Friday.  <\/p>\n<p>A person familiar with the New York Stock Exchange, owned by the Intercontinental Exchange<br \/>\n        ICE,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/209108507\/composite\" class=\"positive\">+0.16%<\/bg-quote><span>,<\/span><br \/>\n       said Wall Street venues would need to convene, including Nasdaq Inc., to determine a closure plan. <\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<p>A Nasdaq spokeswoman said that all U.S. markets operated by the exchange will remain open on\u00a0Friday, a big expiration of options and futures, and\u00a0Monday \u201cto maintain a fair and orderly market and to minimize operational risks.\u201d<\/p>\n<p>\u201cNasdaq looks forward to engaging with industry participants and regulators regarding updates to future trading schedules and holidays,\u201d the exchange said. <\/p>\n<p>John\u00a0Jacobs, executive director of the Georgetown Center for Financial Markets and Policy, said that it is about coordination for the exchanges. <\/p>\n<p>\u201cThere will be a lot of conversations\u00a0about how to recognize\u00a0this holiday,\u201d he said.<\/p>\n<p>The former chief marketing officer of Nasdaq says that the exchanges need to set their holiday schedules and the Securities and Exchange Commission and the Commodity Futures Trading Commission need to weigh in to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>rove holidays on those venues. \u201cThe regulators would want to make sure that the coordination\u00a0and plumbing is set up,\u201d he said. \u00a0<\/p>\n<p>Meanwhile, Cboe Global Markets<br \/>\n        CBOE,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/208166986\/composite\" class=\"positive\">+0.90%<\/bg-quote><br \/>\n       similarly said that it won\u2019t be adjusting trading hours for its venues on Monday in lieu of the Saturday holiday, but is \u201csupportive of this bill and looks forward to working with the industry.\u201d <\/p>\n<p>Of course, these trading platforms, which help to determine values in the Dow Jones Industrial Average<br \/>\n        DJIA,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/210598065\/realtime\" class=\"negative\">-0.62%<\/bg-quote><span>,<\/span><br \/>\n       the S&amp;P 500 index<br \/>\n        SPX,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/210599714\/realtime\" class=\"negative\">-0.04%<\/bg-quote><br \/>\n       and the Nasdaq Composite Index<br \/>\n        COMP,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/210598365\/realtime\" class=\"positive\">+0.87%<\/bg-quote><span>,<\/span><br \/>\n       aren\u2019t obligated to close just because a federal holiday has been declared.  <\/p>\n<p>For example, a market closure for King Jr.\u2019s birthday, honoring the slain civil rights leader, is a relatively new development. When the holiday was signed into law by President Ronald Reagan in 1983 and officially established in 1986, the NYSE and other major exchanges remained open, observing a minute of silence at noon.<\/p>\n<p>It wasn\u2019t\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/SB865535188434587500\" class=\"icon none\">until Jan. 19, 1998<\/a>, that the NYSE and Nasdaq first said they would allow for the full day off.<\/p>\n<p>Jacobs said that the stock exchanges are all \u201cabout tradition,\u201d noting that Good Friday, which isn\u2019t a federal holiday, has long been observed on equity markets. <\/p>\n<p>The <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/juneteenth-is-poised-to-become-a-national-holiday-does-that-mean-youll-get-the-day-off-11623883952?mod=searchresults_pos1&amp;page=1\" class=\"icon none\">Wall Street Journa<\/a>l notes that Juneteenth is observed at 9% of businesses, citing a survey conducted this year by employer consulting firm Mercer LLC.<\/p>\n<p>Last year, in the wake of the a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> of deaths of Black Americans, highlighted by the killing of George Floyd, a Black man, who died as a police officer knelt on his neck, Amazon.com<br \/>\n        AMZN,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/210331248\/composite\" class=\"positive\">+2.17%<\/bg-quote><br \/>\n       named Juneteenth a day of edification, urging employees to attend \u201clearning opportunities,\u201d to recognize the end of slavery in America. Some other companies also gave employees the day off or recognized it in some way.<\/p>\n<p>To be sure, there isn\u2019t always holiday uniformity on Wall Street, and in the business community as a whole.<\/p>\n<p>Veterans Day, which is meant to pay homage to U.S. military servicemen and service women,\u00a0used to be celebrated by stock and bond markets alike, starting as far back as 1938 (some put the date to 1921).
