Why do we have a landmarks law if not to protect buildings like Grand Central?\u201d<\/p>\n<p>Developed by RXR Realty and TF Cornerstone, the proposed building would be more than five times the size of the 26-story Grand Hyatt hotel its replacing on East 42nd Street.<\/p>\n<p>In her suit, Gough marvels over the transportation hub that she says she \u201cregularly frequents\u201d to enjoy its \u201cbeauty, historic and architectural eminence and cultural significance.\u201d<\/p>\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"682\" alt=\"This graphic shows planned 175 Park Ave. next to Grand Central Terminal. Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roval.<\/p>\n<p>The LPC should have required the MTA, as the owner of Grand Central, to file an application for a \u201ccertificate of appropriateness\u201d for the project \u2014 since it will alter the terminal and its viaduct, the court papers say.<\/p>\n<p>But instead, the LPC allowed the MTA to merely file a request for a \u201creport and recommendation\u201d \u2014 a more relaxed and non-binding standard for project proposals, the filing alleges.<\/p>\n<p>The LPC issued that report and recommendation in February.<\/p>\n<figure class=\"wp-block-pullquote\">\n<blockquote><p>\u201cWhy do we have a landmarks law if not to protect buildings like Grand Central?\u201d<\/p>\n<p><cite>Christabel Gough, the secretary of the Society for the Architecture of the City<\/cite><\/p><\/blockquote>\n<\/figure>\n<p>\u201cThe Landmarks Commission has a responsibility to take care of the landmarks \u2014 the viaduct and the interior of Grand Central \u2014 and I think they are shirking their responsibilities,\u201d Gough said. \u201cThey are using technicalities to avoid looking at these proposals.\u201d<\/p>\n<p>The tower would open in 2030 with work not starting until 2025, the developers have estimated.<\/p>\n<p>\u201cThe Landmarks Preservation Commission effectively greenlighted a plan to alter Grand Central Terminal, one of America\u2019s most iconic landmarks, without complying with the exacting standards contained in the Landmarks Law,\u201d Gough\u2019s lawyer Michael Hiller told The Post in a statement. <\/p>\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"682\" alt=\"Christabel Gough says the city's Landmark Preservation Commission is ramming through the mega-tower approval process.&#10;\" class=\"wp-image-18630860 lazyload\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/06\/Christabel-Gough2.jpg?quality=90&amp;strip=all&amp;w=300 300w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/06\/Christabel-Gough2.jpg?quality=90&amp;strip=all&amp;w=640 640w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/06\/Christabel-Gough2.jpg?quality=90&amp;strip=all&amp;w=1280 1280w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/06\/Christabel-Gough2.jpg?quality=90&amp;strip=all&amp;w=1024 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/06\/Christabel-Gough2.jpg?quality=90&amp;strip=all&amp;w=2000 2000w\" data-sizes=\"(max-width: 640px) 100vw, 1024px\"\/><figcaption>Christabel Gough says the city\u2019s Landmark Preservation Commission is ramming through the mega-tower approval process.<br \/>\n<\/figcaption><figcaption><span class=\"credit\">William Farrington<\/span><\/figcaption><\/figure>\n<p>\u201cThe commission recommended approval of a massive, hulking tower more than 13 times the size of Grand Central directly next door, resigning this legendary landmark to utter insignificance,\u201d Hiller said.<\/p>\n<p>Gough wants a judge to vacate the LPC\u2019s February report and for the commission to conduct a review of a certificate of appropriateness for the project.<\/p>\n<p>A spokesperson for both developers said the project had been reviewed and endorsed by the LPC and the State Historic Preservation Office.
