In tandem with reforms to platforms like Spotify, <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">App<\/a>le Music, and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">YouTube<\/a>, record labels should split streaming royalties with artists 50\/50, according to the report, which was conducted over six months by a cross-party panel of 11 UK lawmakers. (Currently, the average artist\u2019s share of streaming royalties is about 16 percent.) Other recommendations include a study into major-label dominance of the music market by the competition watchdog. The UK government has two months to respond to the report\u2019s advice.<\/p>\n<p>The <a rel=\"nofollow noopener\" target=\"_blank\" class=\"external-link\" data-event-click='{\"element\":\"ExternalLink\",\"outgoingURL\":\"https:\/\/houseofcommons.shorthandstories.com\/music-streaming-must-modernise-DCMS-report\/index.html\"}' href=\"https:\/\/houseofcommons.shorthandstories.com\/music-streaming-must-modernise-DCMS-report\/index.html\">report<\/a>, which was conducted with input from musicians, streaming representatives, and other industry figures, also calls for transparency on playlisting and algorithm bias, and suggests a rethink of \u201csafe harbor\u201d legislation, which blocks copyright claims against streaming services that host user-generated content (such as YouTube and TikTok), as long as the services remove the offending content once notified by the rights-holder.<\/p>\n<div class=\"ConsumerMarketingUnitThemedWrapper-kknrtm gZsZUO consumer-marketing-unit consumer-marketing-unit--article-mid-content\" role=\"presentation\" aria-hidden=\"true\">\n<div class=\"consumer-marketing-unit__slot consumer-marketing-unit__slot--article-mid-content consumer-marketing-unit__slot--in-content\"><\/div>\n<div class=\"journey-unit\"><\/div>\n<\/div>\n<p>Streaming services \u201cundoubtedly helped save\u201d the music industry from the catastrophic impact of piracy, the report acknowledges. And yet, \u201cwhile streaming has brought significant profits to the recorded music industry, the talent behind it\u2014performers, songwriters and composers\u2014are losing out,\u201d said Julian Knight, chair of the Digital, Culture, Media, and Sport (DCMS) committee, which conducted the report. \u201cThe issues ostensibly created by streaming simply reflect more fundamental, structural problems within the recorded music industry,\u201d the report adds. \u201cStreaming needs a complete reset.\u201d<\/p>\n<div class=\"Container-ineSfH kZHRTY\"><\/div>\n<p>The most fundamental and immediate change for musicians would be the enforcement of equitable remuneration, a demand pushed by the artist-focused <a rel=\"nofollow noopener\" target=\"_blank\" class=\"external-link\" data-event-click='{\"element\":\"ExternalLink\",\"outgoingURL\":\"https:\/\/www.musicbusinessworldwide.com\/tom-gray-i-love-streaming-i-just-hate-the-remuneration-system-sitting-inside-it\/\"}' href=\"https:\/\/www.musicbusinessworldwide.com\/tom-gray-i-love-streaming-i-just-hate-the-remuneration-system-sitting-inside-it\/\">Broken Record campaign<\/a>. The report recommends classifying streamed music as a rental, helping artists to recoup higher royalties\u2014a stance strongly opposed by major labels and streaming services. \u201cThe right to equitable remuneration is a simple yet effective solution to the problems caused by poor remuneration from music streaming,\u201d the report concludes. \u201cIt is a right that is already established within UK law and has been applied to streaming elsewhere in the world,\u201d such as in Spain.<\/p>\n<div class=\"AdWrapper-fEXqQS krBdZf ad ad--in-content\">\n<div class=\"ad__slot ad__slot--in-content\" data-node-id=\"q33vk\"><\/div>\n<\/div>\n<p>The report advised a number of other changes to industry standards and record-label practice. Musicians and songwriters, it suggested, should be able to reclaim the rights to their work after a set period of time; artists should have the right to contract adjustments if their work dramatically outperforms their remuneration; and Warner and Universal Music should follow Sony in canceling artists\u2019 historic debts.<\/p>\n<p>The report received mixed responses across the industry following its release. The Association of Independent Music welcomed calls for reform of major-label standards but argued that equitable remuneration is \u201ca 20th Century solution not fit for the 21st Century digital market,\u201d which stands to \u201cleave the next generation of artists worse off.\u201d Tom Gray, who spearheaded the Broken Record campaign, strongly praised the \u201cdamning\u201d report, saying it \u201creflects an industry that is pocketing a fortune while failing UK performers and songwriters.\u201d The Musicians Union likewise welcomed the report, saying it \u201cidentifies the problems and recommends achievable and practical solutions, which won\u2019t cost the taxpayer a penny.\u201d<\/p>\n<figure class=\"CneVideoEmbedFigure-bJQVjw khLWfI cne-video-embed\">\n<div class=\"AspectRatioWrapper-fELfkO kpMLur\">\n<div class=\"PersistentContainer-cAcXwy fuePZF\"><\/div>\n<\/div>\n<\/figure>\n<\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
