If made law, the AIA would offer European citizens the strictest, most comprehensive protections against predatory AI systems on the planet.<\/p>\n<p><em>And big tech is terrified.<\/em><\/p>\n<p><strong>Up front:<\/strong> The Center for Data Innovation published a report on Sunday titled \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/datainnovation.org\/2021\/07\/how-much-will-the-artificial-intelligence-act-cost-europe\/\">How Much Will the AIA Cost Europe?<\/a>\u201d<\/p>\n<p>According to the organization\u2019s research:<\/p>\n<blockquote><p>The AIA will cost the European economy \u20ac31 billion over the next five years and reduce AI investments by almost 20 percent. A European SME that deploys a high-risk AI system will incur compliance costs of up to \u20ac400,000 which would cause profits to decline by 40 percent.<\/p>\n<\/blockquote>\n<p>You say that like it\u2019s a bad thing.<\/p>\n<p><strong>Background:<\/strong> The <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A52021PC0206\">AIA<\/a> proposes vast, sweeping regulations. But it certainly isn\u2019t Draconian or Luddite (in fact we think it might be too soft). It\u2019s a complex proposal and there\u2019s a lot more to it than we can get into in this article.<\/p>\n<p>But, the Center for Data Innovation actually does a great job of explaining how it works. The AIA breaks AI products down into three categories. These include \u201cprohibited,\u201d \u201climited risk,\u201d and \u201chigh risk.\u201d<\/p>\n<p>Per the Center\u2019s report, the AIA requires high-risk AI to be:<\/p>\n<ul>\n<li>Trained on datasets that are complete, representative, and free of errors<\/li>\n<li>Implemented on traceable and auditable systems in a transparent manner<\/li>\n<li>Subject to human oversight at all times<\/li>\n<li>Robust, accurate, and secure<\/li>\n<\/ul>\n<p>The document continues, \u201cOperators of high-risk AI systems have to abide by numerous technical and compliance features before and after they take their AI tool to market.\u201d<\/p>\n<p>They must:<\/p>\n<ul>\n<li>Build a quality management system<\/li>\n<li>Maintain detailed technical documentation<\/li>\n<li>Conduct an assessment to ensure the system conforms to the AIA<\/li>\n<li>Register the system in an EU database<\/li>\n<li>Monitor the system once it is on the market<\/li>\n<li>Update the documentation and conformity assessment if substantial changes are made<\/li>\n<li>Collaborate with market surveillance authorities<\/li>\n<\/ul>\n<p>Every single one of those line items offers basic, common-sense protections for citizens. Which explains exactly why big tech is terrified.<\/p>\n<p>Here\u2019s another snippet from the study:<\/p>\n<blockquote>\n<p>The EU\u2019s regulatory environment continues to let down European entrepreneurs who want to undertake risky and innovative investments. It is no surprise that the venture capital market in Europe is significantly smaller than in the United States or Asia.<\/p>\n<\/blockquote>\n<p><strong>Quick take<\/strong>: This report uses fuzzy, cherry-picked math to come up with the assertion that passing the AIA will cost Europe tens of billions of dollars. It warns against \u201cbrain drain,\u201d \u2013 that\u2019s when all the smartest people leave their homeland so they can get rich abroad \u2013 and claims European innovation will die an expensive, painful death as US and Chinese corporations leave the EU behind.<\/p>\n<p>To that, I say: <em>Lol<\/em>. Using the US or China as a bar for regulation is like using a UFC fight as an example of diplomatic negotiations.<\/p>\n<p>The current state of AI policy in the US can only be described as absolutely ridiculous. There\u2019s next to no regulation, the police are out of control, companies such as <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Facebook<\/a> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theatlantic.com\/technology\/archive\/2014\/06\/everything-we-know-about-facebooks-secret-mood-manipulation-experiment\/373648\/\">conduct psyops on the general public without reprisal<\/a>, and Tesla is literally <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.consumerreports.org\/car-safety\/tesla-full-self-driving-beta-software-lacks-safeguards-a6698414036\/\">testing autonomous vehicle software in the general public<\/a> with absolutely no oversight.<\/p>\n<p>People regularly die in vehicle accidents because AI software lets them down, the police wrongfully arrest and shoot people because AI misidentifies them, and companies such as PredPol, Clearview AI, and Palantir are being paid billions in taxpayer dollars to s<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">trip<\/a> away citizens\u2019 Constitutional rights.<\/p>\n<p>And China\u2018s even worse. The government controls every aspect of AI investment and encourages domestic <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> companies to develop surveillance tech. The main difference between China\u2018s AI program and\u00a0Silicon Valley\u2018s is that China isn\u2019t using AI to strip away its citizen\u2019s constitutional rights \u2014 <em>they didn\u2019t have any to begin with<\/em>.<\/p>\n<p>It\u2019s hard to imagine why an organization like the Center for Data Innovation would take such a ridiculous viewpoint to the AIA.<\/p>\n<p><em>Or is it?<\/em><\/p>\n<p>It turns out the Center for Data Innovation is actually a leg organization for the Information Technology and Innovation Foundation. Those both sound like really smart, fancy, <i>nonpartisan, non-profit<\/i> groups. In fact, the ITIF is one of the world\u2019s leading technology think tanks.<\/p>\n<p>So, of course, we can trust them right? Both groups have the word <i>nonpartisan<\/i> written in their respective websites\u2019 \u201cabout\u201d pages. That has to mean something right?<\/p>\n<p>But, just for fun, let\u2019s take a look at the ITIF\u2019s board members shall we? Afterall, if we\u2019re going to risk our privacy for profit, we should at least know who is pulling the strings.<\/p>\n<p>Here\u2019s just a few board members listed on the ITIF\u2019s site:<\/p>\n<ul>\n<li><span>Peter Cleveland, vice president of global government affairs at TSMC, the world\u2019s largest contract semiconductor company<\/span><\/li>\n<li>Frederick S. Humphries Jr., Corporate Vice President of U.S. Government Affairs for Microsoft<\/li>\n<li>Shannon Kellogg, Director of Public Policy at Amazon<\/li>\n<li>Jason Mahler, vice president, government affairs, Oracle Corporation<\/li>\n<li>Vonya McCann, formerly Sprint\u2019s Senior Vice President \u2013 Government Affairs, a position she held from August 2009 to April 2020, when Sprint was acquired by T-Mobile US<\/li>\n<li>Sean E. Mickens, Manager US public policy, Facebook<\/li>\n<li>Laurie Self, Vice President and Counsel of Government Affairs at Qualcomm Incorporated<\/li>\n<li>Johanna Shelton, Director, Government Affairs &amp; Public Policy, Google<\/li>\n<\/ul>\n<p>Perhaps we should take their \u201cwarnings\u201d with a Silicon Valley-sized grain of salt.<\/p>\n<\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
