(<strong><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.project-syndicate.org\/\" class=\"icon none\">Project Syndicate<\/a><\/strong>)\u2014China is stuck between a fossil fuel-dependent past and a future powered by renewable energy. The country today\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-climate-change-china-coal\/china-generated-over-half-worlds-coal-fired-power-in-2020-study-idUSKBN2BK0PZ\" class=\"icon none\">generates<\/a> 53% of the world\u2019s coal-fired power. The largely coal-fueled \u201ceconomic growth at all costs\u201d policy had brought great prosperity, but the collateral damage to the country\u2019s air and water had grown unacceptably high. Environmental advocates\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/global.chinadaily.com.cn\/a\/201910\/29\/WS5db7784ba310cf3e355740de.html\" class=\"icon none\">called<\/a>\u00a0for \u201cbuilding an ecological civilization,\u201d in which nature and humankind would find a harmonious balance. And when President Xi Jinping assumed power in 2012, he im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>tely took up the cause.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Momentum_lost\"><\/span>Momentum lost<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>In quick succession, the Chinese government declared a \u201cwar on pollution,\u201d drew up separate air, water, and soil action plans committing $1 trillion to environmental cleanup, closed inefficient coal plants, and invested hundreds of billions of dollars in renewable-energy development. It also made domestic manufacture and sales of electric vehicles a high priority, and devised a\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.globaltimes.cn\/page\/202107\/1228833.shtml\" class=\"icon none\">nationwide carbon-trading system<\/a>.<\/p>\n<div data-layout=\"inline\n                \" data-layout-mobile=\"\" class=\"\n          media-object\n          type-InsetPullQuote\n            inline\n    scope-web|mobileapps\n  article__inset\n          article__inset--type-InsetPullQuote\n            article__inset--inline\n  \"><\/p>\n<div class=\"wsj-article-pullquote article__inset__pullquote \">\n<p class=\"pullquote-content article__inset__pullquote__quote\">\n        <span class=\"l-qt article__inset__pullquote__mark--left\">\u201c<\/span><br \/>\n        Limiting global warming to well below a \u201ccatastrophic\u201d 2\u00b0C will require China to close 600 of its 1,082 coal plants by 2030. China had better start turning its massive carbon ship around now.<br \/>\n        <span class=\"r-qt article__inset__pullquote__mark--right\">\u201d<\/span>\n      <\/p>\n<\/p><\/div>\n<\/p><\/div>\n<p>Worryingly for China and the planet, that forward momentum now <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ears to have shifted into reverse. Coal consumption, which had decreased each year between 2014 and 2016, has since\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/chinadialogue.net\/en\/climate\/china-pledges-to-control-coal-power\/\" class=\"icon none\">risen steadily<\/a>. The same is true of carbon-dioxide emissions, which\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.carbonbrief.org\/analysis-chinas-co2-emissions-surged-4-in-second-half-of-2020\" class=\"icon none\">increased<\/a>\u00a0by 1.5%-1.7% even during the pandemic-induced slowdown in 2020.<\/p>\n<p>China must do better. The 2019 United Nations Emissions Gap Report\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2019\" class=\"icon none\">concluded<\/a>\u00a0that limiting global warming to 1.5\u00b0 Celsius relative to preindustrial levels requires reducing global emissions by 55% from 2018 levels by 2030. But China added 38.4 gigawatts of new coal-fired power capacity in 2020, even as the rest of the world\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/globalenergymonitor.org\/wp-content\/uploads\/2021\/04\/BoomAndBust_2021_final.pdf\" class=\"icon none\">reduced<\/a>\u00a0its net capacity by 17.2 GW.<\/p>\n<p>Worse, this increase is only the beginning. The Chinese government has approved construction of an additional 36.9 GW of coal-fired power capacity, bringing the total under construction today to 88 GW. And proposals to build another 158.7 GW are in the pipeline, putting the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/globalenergymonitor.org\/wp-content\/uploads\/2021\/02\/China-Dominates-2020-Coal-Development.pdf\" class=\"icon none\">total new capacity<\/a>\u00a0now under consideration at 247 GW\u2014more than the United States\u2019 total\u00a0<em>installed<\/em>\u00a0amount of 233.6 GW.<\/p>\n<div data-layout=\"inline\n                \" data-layout-mobile=\"\" class=\"\n          media-object\n          type-InsetPullQuote\n            inline\n    scope-web|mobileapps\n  article__inset\n          article__inset--type-InsetPullQuote\n            article__inset--inline\n  \"><\/p>\n<div class=\"wsj-article-pullquote article__inset__pullquote \">\n<p class=\"pullquote-content article__inset__pullquote__quote\">\n        <span class=\"l-qt article__inset__pullquote__mark--left\">\u201c<\/span><br \/>\n        All new fossil-fuel development should be halted this year if the world is to achieve net-zero emissions by 2050 and have any hope of limiting the global temperature increase to 1.5\u00b0C.<br \/>\n        <span class=\"r-qt article__inset__pullquote__mark--right\">\u201d<\/span>\n      <\/p>\n<p>        <small><br \/>\n          <span class=\"inset-author article__inset__pullquote__author\">\u2014 International Energy Agency<\/span><br \/>\n        <\/small><\/p><\/div>\n<\/p><\/div>\n<p>There are probably more plants to come. Powerful coal and energy industry groups are pushing the government to increase China\u2019s current total coal-power capacity of 1,080 GW to 1,200-1,300 GW over the next five years, and to as much as 1,400 GW by 2035. A Global Energy Monitor (GEM) report concludes that if China continues to expand capacity through 2035 as proposed, \u201cits coal-power generation alone will be\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/endcoal.org\/wp-content\/uploads\/2019\/11\/Out-of-Step-English-final.pdf\" class=\"icon none\">more than three times as large<\/a>\u00a0as the global limit on coal-power use determined by the Intergovernmental Panel on Climate Change to keep global warming well below 2\u00b0C.\u201d<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Why_China_backtracked\"><\/span>Why China backtracked<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>What explains China\u2019s apparent return to its coal-addicted ways?<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<p> For starters, the protests in Hong Kong, the trade war with the U.S., and the coronavirus pandemic have shifted policy makers\u2019 focus away from environmental reform. So, too, has the slowdown in China\u2019s GDP growth and the rise in unemployment. The government has been more interested in stimulating traditional, energy-intensive industries such as steel, iron, and cement, while provincial leaders have embarked on a spree of construction of coal-fired power plants.<\/p>\n<p>Furthermore, the recent U.S.-China trade war has heightened Chinese concerns about energy security, given that the country imports 70% of its oil needs and 40% of its gas requirements. And while China has gone all in on renewable energy, especially solar and wind, it cannot scale up these sources quickly enough to meet anticipated demand. Nor is the current electricity grid capable of transmitting this energy efficiently from China\u2019s distant west, where most of it is produced, to high-demand areas. Coal\u2014abundant and relatively inexpensive\u2014seems to many a reliable, tried-and-true energy source.<\/p>\n<p>Finally, it is probably not a coincidence that China\u2019s \u201ccoal relapse\u201d came at a time when the U.S. was absent from the international climate scene. Whereas former President Barack Obama and Xi found common ground in the battle against global warming, setting the stage for the 2015\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\" class=\"icon none\">Paris climate agreement<\/a>, U.S. disengagement from the issue under President Donald Trump probably weakened China\u2019s commitment, too.<\/p>\n<p>Which China will the world see in the next several years? That question is more urgent than ever in light of a recent International Energy Agency\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.iea.org\/reports\/net-zero-by-2050\" class=\"icon none\">report<\/a>\u00a0warning that all new fossil-fuel development should be halted this year if the world is to achieve net-zero emissions by 2050 and have any hope of limiting the global temperature increase to 1.5\u00b0C.<\/p>\n<p>Xi\u2019s announcement in September 2020 that China aims to become carbon neutral by 2060 revived optimism. But hopes that the 14th Five-Year Plan (2021-25), released this March, would outline the government\u2019s strategy for starting the decarbonization process were disappointed. <\/p>\n<p>And at President Joe Biden\u2019s climate summit in April, Xi announced that during the new Five-Year Plan, China would \u201cstrictly control\u201d coal-fired power consumption but allow\u00a0it to increase, and \u201cphase it down\u201d only from 2026.<\/p>\n<p>This is a recklessly unambitious timetable. Climate experts at GEM, TransitionZero, and elsewhere calculate that limiting global warming to well below a \u201ccatastrophic\u201d 2\u00b0C will require China to close\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2021\/apr\/15\/china-must-shut-600-coal-fired-plants-to-hit-climate-target\" class=\"icon none\">600 of its 1,082 coal plants by 2030<\/a>. If they are right, China had better start turning its massive carbon ship around now.<\/p>\n<p><strong><em>Daniel K.
