New York Gov. Andrew Cuomo and his aides cultivated a \u201ctoxic\u201d workplace that enabled him to sexually harass women and created a hostile environment for staffers overall, officials said Tuesday.<\/p>\n

The findings were contained in the hotly-anticipated report from state Attorney General<\/a> Letitia James\u2019 office into the allegations of sexual misconduct against 63-year-old Cuomo.<\/p>\n

Witnesses \u201cconsistently described a work environment that normalized the Governor\u2019s flirtatious behavior,\u201d the 165-page report<\/a> states.<\/p>\n

Independent investigators detailed how the governor frequently made sexual comments to employees, including once holding up the Emmy statue he won in November 2020 and remarking \u201cIsn\u2019t she buxom?\u201d in a meeting.<\/p>\n

One former employee told the investigators that women said Cuomo made them feel like \u201cprey,\u201d as his \u201cgaze would linger on them, seemingly taking in their whole bodies, and then he would hold eye contact with the women for longer than expected.\u201d<\/p>\n

The governor once told a male staffer, \u201cyou\u2019ll see why we hired her\u201d before a female staffer walked into the room, the report said.<\/p>\n

Cuomo also frequently flirted with senior female aides, something that incentivized junior staffers to stay silent \u2014 even if his conduct made them uncomfortable or left them feeling \u201ccompletely violated,\u201d the report alleged.<\/p>\n

Investigators said the gov \u201cexhibited a close and sometimes physical intimacy\u201d with his inner circle, including frequently kissing one senior female aide on the cheek and calling her \u201cbaby, sweetie and honey.\u201d <\/p>\n

The Executive Chamber was \u201crife with fear and intimidation\u201d and full of \u201cbullying behavior\u201d \u2014 and \u201cunflinching loyalty\u201d to Cuomo and his senior staff was \u201chighly valued,\u201d the investigators found.<\/p>\n

\u201cWitnesses reported that the Executive Chamber under Governor Cuomo cultivated an environment that was highly protective of the Governor, above all else,\u201d including \u201can intense focus on secrecy,\u201d the report states.<\/p>\n

Current and former employees described an \u201cabusive\u201d workplace where crying at ones desk was common, and where supervisors would blow mistakes out of proportion and went out of their way to \u201c\u201cmake people feel stupid.\u201d<\/p>\n

One ex-staffer \u201cnoted that there was always an \u2018element of fear,\u2019 and people were always \u2018looking behind their backs.’\u201d<\/p>\n

Another worker compared the office to a mix between TV\u2019s \u201cThe West Wing\u201d and the movie \u201cThe Devil Wears Prada.\u201d<\/p>\n

Staffers were left torn between facing Cuomo\u2019s wrath, which \u201cmight hurt their careers and ability to focus on meaningful work\u201d or his unwanted attention, which \u201cmight make them personally uncomfortable,\u201d the investigators found.<\/p>\n<\/p><\/div>\n
