Two weeks after Gov. Andrew Cuomo promised to fix the state\u2019s beleaguered $2.4 billion rent relief program, the process is still a wreck, critics say.<\/p>\n

The program\u2019s Web site continues to feature broken links and error messages and send e-mails saying app<\/a>lications are incomplete when they\u2019ve been submitted for weeks, said Joseph Strasburg, president of the Rent Stabilization Association, to The Post.<\/p>\n

\u201cLittle has changed, because the biggest problems \u2014 such as application processing time, and Internet and tech issues\u2013 are still rampant,\u201d explained Strasburg, who will testify before three state Assembly committees Tuesday on the federally funded Emergency Rental Assistance Program.<\/p>\n

On July 21, New York was the only state in the nation that hadn\u2019t released any of the funds allocated to it by Congress in April.<\/p>\n

By July 27, the state had unveiled a new application process for the federal program, which is designed to pay back-rent and utilities for tenants at risk of eviction because of the coronavirus pandemic.<\/p>\n

The change came after Sen. Chuck\u00a0Schumer\u00a0slammed Cuomo for distributing just 1 percent of the funds since June. 1.<\/p>\n

Now, the state will forfeit its billions of dollars in allocated federal relief to other localities if it doesn\u2019t use 65 percent of the pot by Sept. 30. <\/p>\n

Strasburg, who reps 25,00 owners of 1 million subsidized city units, said one of his members has 700 applications pending, while three more have at least 150 requests awaiting approval.<\/p>\n

A spokesman for the governor did not return a message seeking comment Sunday.<\/p>\n

On Aug. 5, Schumer wrote Michael Hein, commissioner of the state\u2019s Office of Temporary Disability Assistance that oversees the program, on behalf of New York\u2019s 18-member Democratic congressional delegation.<\/p>\n

The members expressed \u201cdire concern\u201d over the \u201clack of significant disbursements\u201d and detailed some of the tech troubles cited by Strasburg.<\/p>\n

Their letter said users have reported the rent-relief Web site lacks a \u201csave and resume\u201d button, requiring an application to be filled out in just one sitting instead of over time. Applicants have also had difficulty uploading attachments and have had the site crash hours into the process, critics say.<\/p>\n

\u201cThe need to fix these errors and streamline the application process is even more dire as New York state\u2019s eviction moratorium is scheduled to expire August 31st<\/sup> and recently extended national protections will also soon expire,\u201d Schumer and the fellow Democrats wrote.<\/p>\n

\u201cWe, therefore, urge the OTDA to work swiftly to disburse these critical funds with all due speed.<\/p>\n

\u201cDelaying these funds any longer could result in a massive wave of preventable evictions,\u201d they warned.<\/p>\n

The federal Centers for Disease Control and Prevention recently extended the eviction moratorium through Oct. 3 for areas with high coronavirus cases.\n <\/p><\/div>\n
