Who\u2019s running New York state right now? Nobody knows. <\/p>\n

Albany\u2019s sprawling bureaucracy has ground to a halt as Gov. Andrew Cuomo watches his political career go up in flames \u2014 with one veteran lawmaker saying the sexual harassment scandal has \u201cimploded\u201d the Capitol. <\/p>\n

\u201cWe are waiting for a non-functioning government to get it back together,\u201d state Sen. Brad Hoylman, of Manhattan, told The Post on Monday. \u201cThe second floor has imploded. We need new leadership yesterday.\u201d<\/p>\n

The famously micromanaging, tyrannical Cuomo has left New York\u2019s government in a bad spot, Hoylman said. <\/p>\n

\u201cHe\u2019s a governor notorious for not delegating authority,\u201d said the Democratic lawmaker. \u201cWhen you don\u2019t delegate authority and you incapacitate it, the work of the government comes to a grinding halt.\u201d<\/p>\n

A former Cuomo adviser added, \u201cThe mechanics of [state] government has stopped right now.\u201d<\/p>\n

The leadership vacuum comes as the state\u2019s program for struggling renters hurt by the COVID-19 pandemic remains in a state of dysfunction and the highly contagious Delta variant continues to spread weeks ahead of the scheduled reopening of public schools. <\/p>\n

It also comes as Cuomo\u2019s top aide, Melissa DeRosa, stepped down Sunday night \u2014 as her embattled boss faces mounting calls to resign and the possibility of impeachment over allegations he sexually harassed 11 women.<\/p>\n

\u201cMelissa was central to everything that happ<\/a>ened \u2014 from a policy, legislative and a communications side,\u201d said a former Cuomo staffer. \u201cWhen Melissa spoke, the governor was speaking \u2014 so him being holed up and her leaving is quite a wrench in the system.\u201d<\/p>\n

\u201cI can\u2019t imagine the place functioning well without Melissa,\u201d the ex-staffer added. \u201cIf it\u2019d had been a planned departure, it would have been a massive project to replace her. I wouldn\u2019t imagine\u00a0state government is in a place where that can happen right now.\u201d<\/p>\n

The Post reported on Sunday that two weeks after Cuomo\u00a0enacted updates aimed at fixing\u00a0the state\u2019s federally funded, backlogged $2.4 billion rent relief program, broken links, error messages and other tech issues remained \u201crampant\u201d in the online system meant to facilitate it. <\/p>\n

More day-to-day governmental administration errors like the rent relief debacle are to be expected with Cuomo focused on beating back calls to step down and DeRosa \u2014 his right-hand woman, who once referred to herself as a \u201cpredatory figure in Christian Louboutins\u201d \u2014 gone. <\/p>\n

\u201cLosing the secretary of the governor hurts \u2014 it hurts,\u201d said another former Cuomo staffer. \u201cAt a time like this, I think we\u2019re going to see some dropped balls, unfortunately.\u201d<\/p>\n

John Samuelsen, president of the Transit Workers Union and a former Cuomo ally, noted the governor\u2019s normal involvement in the MTA\u2019s operations has been minimal of late. <\/p>\n

\u201cHis appointees to the [MTA] board have been dead silent. It\u2019s been radio silence,\u201d he said. \u201cIt\u2019s all obviously related to his demise.\u201d<\/p>\n

Asked by The Post during a press conference Monday in Albany who\u2019s currently running the state, Assembly Speaker Carl Heastie paused before saying, \u201cI assume the governor is.\u201d<\/p>\n
