{"id":324511,"date":"2021-08-14T01:21:29","date_gmt":"2021-08-13T22:21:29","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/special-needs-settlement-shows-how-little-de-blasio-cared-about-equity\/"},"modified":"2021-08-14T01:21:29","modified_gmt":"2021-08-13T22:21:29","slug":"special-needs-settlement-shows-how-little-de-blasio-cared-about-equity","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/special-needs-settlement-shows-how-little-de-blasio-cared-about-equity\/","title":{"rendered":"#Special-needs settlement shows how little de Blasio cared about &#8216;equity&#8217;"},"content":{"rendered":"<p>&#8220;<strong>#Special-needs settlement shows how little de Blasio cared about &#8216;equity&#8217;<\/strong>&#8221;<br \/>\n<img decoding=\"async\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2021\/08\/deblasio.jpg?quality=90&amp;strip=all\" \/><\/p>\n<div>\n<aside class=\"single__inline-module alignleft\">\n        <\/aside>\n<p>For proof that Mayor Bill de Blasio\u2019s talk of \u201cequity\u201d in education was always hollow, consider the city\u2019s humiliating settlement this month <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ny.chalkbeat.org\/2021\/8\/4\/22609407\/special-education-bronx-related-services\">resolving a 2017 lawsuit<\/a> over the Department of Education\u2019s failure to provide federally mandated services to special-needs Bronx kids. <\/p>\n<p>The class-action lawsuit exposed the emptiness of the DOE\u2019s voucher system for services such as occupational and speech therapy, since getting a voucher required parents to navigate a byzantine system \u2014 and didn\u2019t remotely guarantee that they could find a vendor to actually provide the help. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/dralegal.org\/press\/bronx-special-ed\/\">The settlement requires the DOE<\/a> to make good on both fronts and to get kids who couldn\u2019t access the services (often for years) a real chance to make up the lost ground.<\/p>\n<p>The Bronx case is just the tip of the iceberg of the DOE\u2019s citywide failures here. Two years ago, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thecity.nyc\/2019\/05\/complaints-by-parents-of-special-education-students-surge.html?utm_campaign=mailchimp&amp;utm_source=daily&amp;utm_medium=newsletter\">The City\u2019s Yoav Gonen flagged<\/a> bureaucratic bungling that left some students with disabilities going as many as four years without mandated services. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thecity.nyc\/2019\/12\/access-to-child-services-linked-to-race-nabe-and-income.html?utm_campaign=mailchimp&amp;utm_source=daily&amp;utm_medium=newsletter\">Another analysis<\/a> showed that kids in low-income minority areas are the least likely to be referred for evaluation to qualify for early intervention services to address issues such as autism.<\/p>\n<p>Back in May 2018, the state found the city out of compliance (for the 13th straight year) with federal law on providing special-ed services. <\/p>\n<p>Then-Chancellor Richard Carranza spent his tenure haranguing white and Asian parents about \u201cimplicit bias\u201d and privilege while his DOE was ignoring the needs of vulnerable black and Hispanic children he claimed to be protecting.<\/p>\n<p>Sadly, the court didn\u2019t put a special monitor in charge of ensuring the DOE makes good on its latest promises, so it\u2019s a fair bet that parents will soon have to sue again to get fair treatment for their kids.\n                        <\/p><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
