Andrew Cuomo\u2019s new bar rules are killing NYC businesses<\/strong>&#8221;<\/p>\n<div>\n                        New York City this June had at most 40 percent of the food service and bar jobs it had last June \u2014 and Gov. Andrew Cuomo seems intent on killing off more with his dictatorial decree that bar patrons can\u2019t drink without dining.<\/p>\n<p>\u201cOutdoor dining is now permitted statewide. Outside drinking is not,\u201d the drinktator tweeted Tuesday.<\/p>\n<p>Actually, bars have been permitted to serve seated patrons outside since June 22. And it hasn\u2019t proven harmful: The number of New York\u2019s coronavirus cases continues to drop, with not a single person reported dying of the disease on Monday. But King Cuomo has seen images of a few crowded outdoor bars and made another last-minute ruling from the throne that threatens even more damage to an industry struggling simply to survive.<\/p>\n<p>\u201cIt\u2019s a crisis,\u201d Javier Ortiz, manager of HandCraft Kitchen &#038; Cocktails on Third Avenue in Kips Bay, told me.<\/p>\n<p>Cuomo adviser Rich Azzopardi told The Post last week that a cheeky cantina adding $1 Cuomo Chips to its tabs was in compliance. But late Tuesday night, four days after the edict went into effect, the State Liquor Authority posted more \u201cguidance\u201d \u2014 and chips don\u2019t count.<\/p>\n<p>The SLA said the purpose \u201cis to ensure that patrons are enjoying a sit-down dining experience, and not a drinking or bar-type experience which often tends to be problematic from a public health perspective.\u201d<\/p>\n<p>But the ridiculous rules indicate what a joke that \u201cexplanation\u201d is.<\/p>\n<p>A salad is OK \u2014 but a bowl of nuts, which can be more filling and offer more calories, isn\u2019t. Desserts count, but only some \u2014 a piece of cake or an ice cream sundae works, but a cookie, no matter how huge, doesn\u2019t.<\/p>\n<p>A patron can\u2019t even sit down and enjoy a cold one while waiting for a to-go order of food. The gov <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>arently prefers the patron stand in the street.<\/p>\n<p>The order applies statewide, but King Cuomo added something special just for Gotham: \u201cThree Strikes and You\u2019re Closed.\u201d Three violations of <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a>-distancing requirements close an establishment, and \u201cegregious violations can result in immediate loss of liquor license.\u201d<\/p>\n<p>That\u2019s why I saw Ortiz clasp his hands in prayer as he begged two patrons to sit down with their drinks over the weekend after they\u2019d stood up to chat with friends who\u2019d walked by.<\/p>\n<p>\u201cIf you lose your license, you\u2019re done,\u201d noted Sara Chamberlin, a server at a prestigious Gramercy spot. The place takes social distancing seriously but has had to turn away locals who just wanted to cool down with a quick drink, as had every other spot I visited \u00adrecently.<\/p>\n<p>\u201cIt\u2019s a bummer,\u201d Chamberlin told me. Her restaurant isn\u2019t trying just to keep itself afloat; its cuisine and cocktails include fresh ingredients from nearby Union Market. At least it hadn\u2019t planned to open indoor dining at half capacity on July 6. Chamberlin knows of places that hired people and spent thousands on food \u2014 only to see King Cuomo decree days before that it wouldn\u2019t be allowed.<\/p>\n<p>Ortiz wasn\u2019t happy with that \u201cpretty much last-minute\u201d change, either \u2014 or Cuomo\u2019s latest dictate.<\/p>\n<p>\u201cThe regulations each day are changing constantly, and they\u2019re being produced by people who are not in the restaurant-service industry,\u201d he said. It\u2019s hard to comply with rules that \u201cdo not make sense.\u201d<\/p>\n<p>It\u2019s not easy on his customers, either: \u201cThey\u2019ve been confined for such a long time, they\u2019ve paid their dues, obeyed the rules, they\u2019ve abided by every single regulation, and then something changes in \u00adbetween.\u201d<\/p>\n<p>\u201cIt\u2019s very tough times for everybody in this industry,\u201d he concluded \u2014 and the state is not making it any easier. \u201cIt feels like, wow, not only do we have the pandemic against us, but we don\u2019t have the help that we should be having.\u201d<\/p>\n<p>A server at a spot in Kips Bay told me that a nearby bar had received a $10,000 fine for social-distancing violations, though the scene there looked nothing like the ones in Queens that got the gov\u2019s goat.<\/p>\n<p>New York is facing a huge budget deficit, but Cuomo has found money to add investigators to his Liquor Authority.<\/p>\n<p>\u201cThe state\u2019s come by twice today,\u201d a server at a Gramercy bar told me one weekday. It\u2019s offering a free hot dog with every drink, grabbing a wiener-warming machine from a sister establishment that might never reopen. The next batch weren\u2019t ready yet; the server asked me to take a wrapper to place at my table in case the state returned.<\/p>\n<p>\u201cBars and restaurants are the problem,\u201d King Cuomo declared this week. What a thing to say about an industry serving the community and employing thousands of working-class people.
