Sign up to get it delivered straight to your inbox in the morning. <\/em><\/p>\n<p><strong>Jason Kenney<\/strong> declared a public health emergency Wednesday night, CTV\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/calgary.ctvnews.ca\/proof-of-vaccination-program-announced-in-alberta-state-of-public-health-emergency-declared-1.5586827\">reports<\/a>, and said his province would introduce a vaccine passport, which he had previously opposed.<\/p>\n<p><img decoding=\"async\" data-sizes=\"auto\" src=\"https:\/\/d21y75miwcfqoq.cloudfront.net\/70c8fc80\" alt=\"\"\/>Kenney, who has insisted repeatedly on keeping the province open in the face of warnings from health workers and experts,\u00a0said the province had to act now.<\/p>\n<blockquote><p>\u201cUnless we slow transmission, particularly among unvaccinated Albertans, we simply will not be able to provide adequate care to the sick based on current trends,\u201d he said. Of the number of patients in Alberta\u2019s intensive care units, Kenney said 90 per cent are unvaccinated. \u201cI do not say this to stigmatize people, but we all need to understand that the decision not to get vaccinated is not just a personal choice, it has real consequences for our whole society and for our ability of our hospitals to cope.\u201d<\/p>\n<\/blockquote>\n<p><strong>How we got here:<\/strong> In <em>Maclean\u2019s<\/em>, <strong>Jason Markusoff<\/strong> has the definitive account of Alberta\u2019s path to a devastating fourth wave, and reminds us that Kenney waved off health warnings and promised \u201cthe best summer ever.\u201d<\/p>\n<blockquote><p>Worse than ringing hollow to a provincial hospital network teetering on the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/edmontonjournal.com\/opinion\/columnists\/opinion-albertas-health-care-system-a-month-away-from-failure\">brink of disaster<\/a>, Kenney\u2019s slogans\u00a0will\u00a0live on as reminders of his folly, and his astonishingly hubristic miscalculation. He\u2019s like former U.S. president George W. Bush,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.history.com\/topics\/us-presidents\/george-w-bush-declares-mission-accomplished-video\">posing in 2003<\/a>\u00a0on that aircraft carrier with a \u201cMission Accomplished\u201d banner behind him, three weeks after troops seized Baghdad from Saddam Hussein. The American casualty toll in the Iraq war grew more than fortyfold after that flourish of bravado.<\/p>\n<p>We can hope this pandemic won\u2019t worsen quite on\u00a0<em>that<\/em>\u00a0scale, but Alberta hospitals have nearly eight times more intensive-care patients with COVID than a couple months ago, more than 10 times the number hospitalized and more than 32 times the number of active COVID cases. At least in Bush\u2019s case,\u00a0the decision to stand before a \u201cMission Accomplished\u201d banner\u00a0wasn\u2019t a direct contributing factor to the human suffering that followed.<\/p>\n<\/blockquote>\n<p><strong>Relative cluelessness:<\/strong> In <em>Maclean\u2019s<\/em>,\u00a0<strong>Emilie Nicolas,\u00a0<\/strong>a columnist with the <em>Le Devoir<\/em> and the <em>Montreal Gazette<\/em><strong>,<\/strong>\u00a0has a thoughtful essay on the difficult history of Quebec\u2019s struggle for secularism, opining that <strong>would-be allies from outside the province do not always help<\/strong> when they blunder into the province\u2019s affairs, displaying \u201crelative cluelessness,\u201d which <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ears to be what happened during the English-language debate.<\/p>\n<blockquote><p>During last week\u2019s English-language debate, the moderator could have asked: \u201cMr. Blanchet, what do you say to Quebec Superior Court Marc-Andr\u00e9 Blanchard who has described Bill 21 as discriminatory? And if you believe it not to be discriminatory, why do you support the preemptive use of the notwithstanding clause?\u201d If the question had been phrased as such, the English Debate Commission would not have become the main story in the Quebec campaign, overshadowing actual candidates.<\/p>\n<\/blockquote>\n<p><strong>Apology sought:<\/strong> Speaking of the debate,\u00a0all three major party leaders are calling for an apology from the consortium of broadcasters involved in the debate, the Globe <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/politics\/article-trudeau-otoole-singh-call-for-apology-over-bill-21-english-debate\/\">reports<\/a>.<\/p>\n<p><strong>A majority?\u00a0Dominic LeBlanc<\/strong> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/politics\/federal-election\/2021\/09\/15\/top-liberal-is-very-confident-in-chances-of-winning-a-majority.html\">told<\/a> the <em>Star<\/em> Wednesday that the Liberals are hoping to win a majority next week. \u201cI\u2019m very confident in our chances of forming a majority government.\u201d<\/p>\n<p class=\"text-block-container\">LeBlanc made arguments that Trudeau has not made, saying a Liberal majority would be a better outcome \u2014 because \u201cCanadians will be well served by a rigorous focus on the things that matter to them: the fight against climate change, affordability issues. I\u2019m hearing in my constituency all the time about affordability challenges around child care, and what\u2019s interesting is it\u2019s grandparents talking to me about the challenge for their sons or their daughters and their grandchildren in terms of affordable, accessible child care.\u201d<\/p>\n<p><strong>Not what the polls show:<\/strong> Also in the <em>Star<\/em>, <strong>Chantal Hebert<\/strong> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/politics\/political-opinion\/2021\/09\/14\/another-minority-government-will-mean-more-foot-dragging-on-tough-decisions.html\">observes<\/a> that a majority doesn\u2019t seem to be in the cards.<\/p>\n<blockquote>\n<p class=\"text-block-container\">Short of an unforeseen development, it is hard to see how either Erin O\u2019Toole or Trudeau could generate enough momentum in the dying days of the campaign to decisively break the tie. The result could come down to which party does best at getting its vote out.<\/p>\n<\/blockquote>\n<p><strong>A Conservative carbon tax?<\/strong> Erin O\u2019Toole is keeping the door open to the possibility of provinces and territories keeping the Liberal carbon tax, Global <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/globalnews.ca\/news\/8192652\/conservative-otoole-carbon-tax-liberal-keep\/\">reports<\/a>. O\u2019Toole said Wednesday that he\u2019ll work with provinces on \u201ctheir approaches.\u201d In\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/politics\/federal-election\/2021\/09\/14\/erin-otoole-says-the-liberals-carbon-price-wont-automatically-get-scrapped-if-he-is-prime-minister.html\">an interview<\/a> with the <em>Star, <\/em>O\u2019Toole\u00a0said the Conservative carbon pricing scheme would be an \u201calternative\u201d to the current price on carbon.<\/p>\n<p><strong>Which Paris target?<\/strong> CBC\u2019s\u00a0Emily Chung has a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/science\/conservatives-paris-targets-1.6175132\">useful explainer<\/a>\u00a0looking at\u00a0O\u2019Toole\u2019s assertion that he will meet Canada\u2019s emission targets under the Paris Agreement, by which he means targets set by the Harper government, and the potential ramifications of backing off the more ambitious targets set by the Trudeau government.<\/p>\n<p><strong>Defends rally:<\/strong>\u00a0Trudeau said Wednesday that an indoor rally in Brampton, Ont., Tuesday followed public health guidelines, CTV <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/politics\/federal-election-2021\/trudeau-defends-large-election-rally-says-it-followed-covid-19-health-guidelines-1.5586338\">reports<\/a>. Hundreds of people mobbed the stage at the event, which featured <strong>Jean Chr\u00e9tien\u00a0<\/strong>and 100-year-old <strong>Hazel McCallion<\/strong>. Critics say the event was not COVID-safe, but <strong>Trudeau brushed off the criticisms<\/strong>: \u201cFirst of all, nobody tells Hazel McCallion or Jean Chr\u00e9tien what to do or what not to do. I was so glad they chose to come join us in that event, which followed all public health guidelines.\u201d<\/p>\n<p><strong>Muldoon redux:<\/strong> A day after Jean Chr\u00e9tien came out to give a boost to Trudeau, <strong>Brian Mulroney<\/strong> popped down to the Eastern townships for an O\u2019Toole rally, La Presse <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.lapresse.ca\/elections-federales\/2021-09-15\/rassemblement-conservateur\/mulroney-vante-la-vision-et-le-courage-d-erin-o-toole.php\">reports<\/a>\u00a0(<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/translate.google.com\/translate?sl=fr&amp;tl=en&amp;u=https:\/\/www.lapresse.ca\/elections-federales\/2021-09-15\/rassemblement-conservateur\/mulroney-vante-la-vision-et-le-courage-d-erin-o-toole.php\">translation<\/a>).<\/p>\n<blockquote><p>After Jean Chr\u00e9tien, it was Brian Mulroney\u2019s turn to make his first appearance in this campaign on Wednesday. In front of conservative activists, he said he was sure that the next government will be formed by Erin O\u2019Toole.
