<\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>       The Biden administration\u2019s decision to make COVID-19 booster shots available to millions of vaccinated adults may speak more to the economics of the pandemic than the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/sciencee\/\" data-internallinksmanager029f6b8e52c=\"5\" title=\"Science\" target=\"_blank\" rel=\"noopener\">science<\/a>.<\/p>\n<p> For the last two months, scientists and federal officials have debated whether COVID-19 boosters are needed \u2014 right now, or at all \u2014 and, if so, who should get them. <\/p>\n<div class=\"paywall\">\n       The outcome came last week when the U.S. authorized an extra dose of BioNTech SE<br \/>\n        BNTX,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/214419716\/composite\" class=\"negative\">-6.67%<\/bg-quote><br \/>\n       and Pfizer Inc.\u2019s<br \/>\n        PFE,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/202877789\/composite\" class=\"negative\">-0.19%<\/bg-quote><br \/>\n       COVID-19 vaccine for people who are at least 65 years old, adults who have underlying medical conditions, and people who are at increased risk of exposure because of their jobs.\u00a0<\/p>\n<p>Much of the debate centered on one key issue. If preventing severe disease is the nation\u2019s \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/press-briefings\/2021\/08\/18\/press-briefing-by-white-house-covid-19-response-team-and-public-health-officials-50\/\" class=\"icon none\">top priority<\/a>,\u201d and clinical data demonstrate that all three of the COVID-19 vaccines available in the U.S. continue to largely protect people against hospitalization and death, why give out extra shots?<\/p>\n<div data-layout=\"inline\n                \" data-layout-mobile=\"\" class=\"\n          media-object\n          type-InsetPullQuote\n            inline\n    scope-web|mobileapps\n  article__inset\n          article__inset--type-InsetPullQuote\n            article__inset--inline\n  \"><\/p>\n<div class=\"wsj-article-pullquote article__inset__pullquote \">\n<p class=\"pullquote-content article__inset__pullquote__quote\">\n        <span class=\"l-qt article__inset__pullquote__mark--left\">\u201c<\/span>\u2018The real problem is the unvaccinated. What is much easier is telling a bunch of people who already believe in a vaccine to get [a] booster.\u2019<span class=\"r-qt article__inset__pullquote__mark--right\">\u201d<\/span><\/p>\n<p>        <small><br \/>\n          <span class=\"inset-author article__inset__pullquote__author\">\u2014 Christina Marsh Dalton, Wake Forest University<\/span><br \/>\n        <\/small><\/p><\/div>\n<\/p><\/div>\n<p>       \u201cIf the scientists are concerned that this is being rushed, and the science is not behind it, I could see that policy makers could be scrambling for anything that would guarantee a normal path forward,\u201d said Christina Marsh Dalton, an associate professor of economics at Wake Forest University. \u201cThe real problem is the unvaccinated. That is where all the infections are coming from. What is much easier is telling a bunch of people who already believe in a vaccine to get [a] booster.\u201d<\/p>\n<p> If the administration\u2019s priorities take into account the economy, it stands to reason that shoring up immunity among the vaccinated would make sense as we head further into the school year, more employees return to the office, and families prepare to gather for the winter holidays.\u00a0<\/p>\n<p>\u201cThere\u2019s a big economic case to be made for boosters,\u201d Andy Slavitt, a former adviser to the White House\u2019s COVID-19 response team, said in an interview. \u201cPresident Biden stated this. If you bring the pandemic to an end more quickly, you open up the economy more quickly.\u201d<\/p>\n<p>Slavitt <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/ASlavitt\/status\/1439267009519243265\" class=\"icon none\">recently said <\/a>that giving out boosters to people 65 and older makes sense if the sole goal is to keep people from becoming critically ill. But if the aim is something more along the lines of returning to normal, that\u2019s a differently positioned goal post.\u00a0<\/p>\n<p>\u201cAre we trying to reduce spread?\u201d he <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/ASlavitt\/status\/1439267010261635073\" class=\"icon none\">tweeted<\/a> on Sept. 18. \u201cSymptoms? Keep schools open? Get the economy &amp; jobs back? What about the impact on global equity?\u201d<\/p>\n<p><strong>The economics of boosting<\/strong><\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<p>We know that the vaccines developed by BioNTech and Pfizer, Moderna Inc.<br \/>\n        MRNA,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/205619834\/composite\" class=\"negative\">-11.37%<\/bg-quote><span>,<\/span><br \/>\n       and Johnson &amp; Johnson<br \/>\n        JNJ,<br \/>\n        <bg-quote field=\"percentchange\" format=\"0,000.00%\" channel=\"\/zigman2\/quotes\/201724570\/composite\" class=\"negative\">-0.64%<\/bg-quote><br \/>\n       do a great job at keeping most people out of the hospital and from dying.\u00a0<\/p>\n<p>But vaccinated people can still infected and get sick, and they can still spread the virus, even though those so-called breakthrough cases are rarely severe and those individuals usually have smaller viral loads.<\/p>\n<p>\u201cIt is an assumption that it\u2019s okay to get infected and to get mild-to-moderate disease as long as you don\u2019t wind up in the hospital and die,\u201d Dr. Anthony Fauci, Biden\u2019s chief medical officer, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theatlantic.com\/health\/archive\/2021\/09\/fauci-boosters-everyone-will-keep-america-healthy\/620220\/\" class=\"icon none\">said Tuesday at The Atlantic Festival<\/a>. \u201cI have to be open and honest: I reject that. I think we should be preventing people from getting sick from COVID even if they don\u2019t wind up in the hospital.\u201d<\/p>\n<p>If boosting can prevent breakthrough infections, however, that could reduce sick days and quarantine time, and it could help make up for lost productivity at work and school.\u00a0<\/p>\n<div data-layout=\"inline\n                \" data-layout-mobile=\"\" class=\"\n          media-object\n          type-InsetPullQuote\n            inline\n    scope-web|mobileapps\n  article__inset\n          article__inset--type-InsetPullQuote\n            article__inset--inline\n  \"><\/p>\n<div class=\"wsj-article-pullquote article__inset__pullquote \">\n<p class=\"pullquote-content article__inset__pullquote__quote\">\n        <span class=\"l-qt article__inset__pullquote__mark--left\">\u201c<\/span>\u2018President Biden stated this. If you bring the pandemic to an end more quickly, you open up the economy more quickly.\u2019<span class=\"r-qt article__inset__pullquote__mark--right\">\u201d<\/span><\/p>\n<p>        <small><br \/>\n          <span class=\"inset-author article__inset__pullquote__author\">\u2014 Andy Slavitt<\/span><br \/>\n        <\/small><\/p><\/div>\n<\/p><\/div>\n<p>       Many well-educated, white-collar workers have been able to do their jobs from home over the last year and a half and therefore aren\u2019t at risk of exposed to the virus at a workplace on a daily basis. But workers in the service industry, for example, where working remotely typically isn\u2019t an option, have had a much more difficult time. \u201cThe rest of the economy is not doing fine,\u201d Dalton said.<\/p>\n<p> Businesses \u201cwant the pandemic to end and they want to take steps to do it,\u201d Slavitt said. \u201cOtherwise, you\u2019d have it dragging on and on and on under this slow burn and risking further disruption with further waves. And that\u2019s not good for our health. It\u2019s not good for our economy.\u201d<\/p>\n<p>Slavitt estimates that the U.S. could be losing <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/ASlavitt\/status\/1439267011901591555\" class=\"icon none\">15 million working hours<\/a> each week because people are sick or quarantining at home, he said. The European Central Bank\u2019s Christine Lagarde <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ecb.europa.eu\/press\/pressconf\/2021\/html\/ecb.is210909~b2d882f724.en.html\" class=\"icon none\">said earlier this month<\/a> that boosters would be an \u201cadd-on\u201d to resolving the pandemic. And Federal Reserve Gov. Lael Brainard, citing government survey data, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.federalreserve.gov\/newsevents\/speech\/brainard20210927a.htm\" class=\"icon none\">said Monday<\/a> that the number of people who are \u201cnot working due to either being sick with COVID or caring for someone sick with COVID more than doubled between late July and early September.\u201d<\/p>\n<p>\u201cA lot of policy makers understand that a healthy population is really important for economic growth,\u201d Neeraj Sood, vice dean for research for the USC Price School of Public Policy, told MarketWatch. \u201cIf you\u2019re not healthy, you\u2019re unable to work. And so that would make a big difference in terms of how productive people are.\u201d<\/p>\n<p>Sood, whose work focuses on economic epidemiology, said that surges of coronavirus cases often lead to restricted economic activity.\u00a0\u00a0<\/p>\n<p>\u201cConsumer confidence goes down. Businesses don\u2019t like uncertainty,\u201d he said. \u201cSo if boosters could prevent surges, then there would be an argument for it. But I don\u2019t know if the evidence is strong enough to suggest that boosters prevent surges.\u201d<\/p>\n<p><strong>The limitation to COVID-19 boosters<\/strong><\/p>\n<p>Infectious-disease and vaccine experts have been saying for months that there isn\u2019t enough clinical data to make the case for widely boosting the population. (To be clear, boosters are available to a much smaller group of people than had been included in President Joe Biden\u2019s initial recommendation back in August that all adults who had received the mRNA vaccines get an extra dose.)\u00a0<\/p>\n<p>These experts also say that the focus should remain on the more challenging task of persuading the unvaccinated to get a shot.<\/p>\n<p>Federal health officials have acknowledged that distinction.\u00a0<\/p>\n<p>\u201cBoosters are important, but the most important thing we need to do is get more people vaccinated,\u201d Biden, who is 78, said Monday as he got his booster shot.\u00a0<\/p>\n<p>But economists still say there are potential downsides to rolling out a booster program at this time. This could include giving another reason for concern to the unvaccinated, some of whom are worried about the speed of the authorization process, corporate pharmaceutical interests, or whether the advent of boosters signals that the vaccines don\u2019t work. The mRNA vaccines carry a small risk of rare adverse events, such as myocarditis among men who are younger than 30.
