Republican and Democratic lawmakers are in the midst of yet another ugly fight \u2014 this time over whether to increase the amount of debt the U.S. government can take on.<\/p>\n<p> But unlike the typical marital fight, millions of Americans\u2019 livelihoods are depending upon the two parties to reconcile.<\/p>\n<div class=\"paywall\">\n       The current debt limit is set at $28.4 trillion but the amount of debt the government has taken on hovers slightly above that at $28.43 trillion, according to the Peter G. Peterson Foundation\u2019s live tracker.<\/p>\n<p>Treasury Secretary Janet Yellen warned on Tuesday that the U.S. economy would fall into another recession if lawmakers don\u2019t increase the debt ceiling by Oct. 18 \u2014 at which point the federal government will have no access to outside funding.<\/p>\n<p>But Republicans have conveyed that raising the debt limit would be akin to giving Democratic lawmakers a blank check to pass trillion-dollar progressive policies.<\/p>\n<p>On Wednesday Republican Senate Minority Leader Mitch McConnell raised the possibility of voting on a short-term debt limit extension in a closed-door meeting with Senate Republicans.<\/p>\n<p>If lawmakers don\u2019t act, \u201cthe Treasury will have to do something unprecedented\u201d such as make untimely spending cuts if the debt limit isn\u2019t raised, said Paul Van de Water, a senior fellow at the Center on Budget and Policy Priorities, a nonpartisan think-tank.\u00a0<\/p>\n<p>That will leave the Treasury \u201cbetween rock and a hard place,\u201d Van de Water said.\u00a0<\/p>\n<p>It would fall on Treasury and White House officials to determine the legal guidance on which of the governments\u2019 bills \u2014 if any \u2014 could be paid, and in which order, said Mark W. Everson, a former IRS Commissioner. <\/p>\n<p>Here is what\u2019s hanging on the line for Americans if lawmakers fail to raise the debt ceiling in time:<\/p>\n<div id=\"cx-membership-tile\"><\/div>\n<h6><span class=\"ez-toc-section\" id=\"Social_Security_payments\"><\/span><strong>Social Security <\/strong>payments<span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>Even though Social Security payments that go out to some 65 million Americans are financed primarily through payroll taxes and trust funds, it\u2019s not enough to cover the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ssa.gov\/news\/press\/factsheets\/basicfact-alt.pdf\" class=\"icon none\">$1,555 average monthly benefit for retirees and $1,280 average monthly benefit for disabled people<\/a>, Van de Water said.\u00a0<\/p>\n<div data-layout=\"inline\n                \" data-layout-mobile=\"\" class=\"\n          media-object\n          type-InsetPullQuote\n            inline\n    scope-web|mobileapps\n  article__inset\n          article__inset--type-InsetPullQuote\n            article__inset--inline\n  \"><\/p>\n<div class=\"wsj-article-pullquote article__inset__pullquote \">\n<p class=\"pullquote-content article__inset__pullquote__quote\">\n        <span class=\"l-qt article__inset__pullquote__mark--left\">\u201c<\/span>Retirees receive $1,555 a month on average in Social Security benefits while disabled people receive $1,280 a month on average <span class=\"r-qt article__inset__pullquote__mark--right\">\u201d<\/span><\/p><\/div>\n<\/p><\/div>\n<p>       \u201cEven a short delay in the payment of Social Security benefits would be a burden for the millions of Americans who rely on their earned benefits to pay for out-of-pocket health care expenses, food, rent and utilities,\u201d the National Committee to Preserve Social Security and Medicare, a liberal-leaning advocacy group, said in an online <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ncpssm.org\/documents\/social-security-policy-papers\/raising-the-debt-limit-impact-on-social-security-and-medicare\/\" class=\"icon none\">post<\/a>.<\/p>\n<p> The Social Security Administration did not respond to MarketWatch\u2019s request for comment regarding the potential impact on Social Security beneficiaries.\u00a0<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Access_to_medical_care_through_Medicare_and_Medicaid\"><\/span>Access to medical care through <strong>Medicare and Medicaid<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p>More than 60 million Americans receive health insurance coverage through Medicare and some 75 million are enrolled in Medicaid, according to estimates published by the Kaiser Family Foundation, a nonprofit health advocacy group.<\/p>\n<div data-layout=\"inline\n                \" data-layout-mobile=\"\" class=\"\n          media-object\n          type-InsetPullQuote\n            inline\n    scope-web|mobileapps\n  article__inset\n          article__inset--type-InsetPullQuote\n            article__inset--inline\n  \"><\/p>\n<div class=\"wsj-article-pullquote article__inset__pullquote \">\n<p class=\"pullquote-content article__inset__pullquote__quote\">\n        <span class=\"l-qt article__inset__pullquote__mark--left\">\u201c<\/span>More than 60 million Americans receive health insurance coverage through Medicare and some 75 million are enrolled in Medicaid<span class=\"r-qt article__inset__pullquote__mark--right\">\u201d<\/span><\/p>\n<p>        <small><br \/>\n          <span class=\"inset-author article__inset__pullquote__author\">\u2014 Kaiser Family Foundation<\/span><br \/>\n        <\/small><\/p><\/div>\n<\/p><\/div>\n<p>       If lawmakers don\u2019t raise the debt limit and inaction persists over weeks or months, \u201cpatients could lose access to medical care as doctors struggled to cope with delayed Medicaid and Medicare reimbursements,\u201d Whitney Tucker, the deputy director of research on the State Fiscal Policy team at CBPP, said in a recent <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbpp.org\/research\/state-budget-and-tax\/failure-to-suspend-or-raise-debt-limit-would-hurt-states\" class=\"icon none\">note<\/a>.<\/p>\n<h6><span class=\"ez-toc-section\" id=\"Tax_refunds_and_child_tax_credits\"><\/span><strong>Tax refunds and child tax credits<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h6>\n<p> On Wednesday, Yellen said \u201cevery family receiving a child tax credit\u201d would be impacted by a potential failure to raise the debt limit in time. She is not leaving wiggle room to pay,\u201d Everson said.
