Sign up to get it delivered straight to your inbox in the morning. <\/em><\/p>\n<p>The <em>Buffalo News<\/em> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/buffalonews.com\/news\/u-s-side-of-canadian-border-to-open-to-vaccinated-travelers-in-november\/article_72ee9e96-2bbe-11ec-8e6b-7fd9958876d4.html?utm_medium=social&amp;utm_source=twitter&amp;utm_campaign=user-share\">reported<\/a> Tuesday night that\u00a0the U.S. side of the Canadian border will open to vaccinated Canadians starting in early November.<\/p>\n<blockquote><p>Senate Majority Leader <strong>Charles E. Schumer<\/strong> announced the coming reopening.<\/p>\n<p>\u201cSince the beginning of the pandemic, members of our shared cross-border community have felt the pain and economic hardship of the land border closures,\u201d said Schumer, a New York Democrat. \u201cThat pain is about to end. Very soon, the link between New York and our northern neighbors will finally be re-established, reuniting families, bolstering businesses and ending a frustrating cycle of waiting for everyone involved.\u201d<\/p>\n<p>Rep. <strong>Brian Higgins<\/strong>, a Buffalo Democrat, said he received word of the pending reopening from <strong>Jeff Zients<\/strong>, the White House coronavirus response coordinator.<\/p>\n<p>\u201cIt was a long time coming,\u201d said Higgins, who had relentlessly advocated the reopening for months. \u201cIt should have h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ened six months ago.\u201d<\/p>\n<\/blockquote>\n<p>Lobbying from politicians on both sides of the border was getting\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/us-canada-border-reopening-statement-1.6208422\">increasingly intense<\/a>. There is <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/health\/coronavirus\/u-s-to-accept-travellers-immunized-with-vaccines-approved-by-who-fda-says-cdc-1.5619006\">still uncertainty<\/a> about whether the opening will apply to those with mixed doses.<\/p>\n<p><strong>Mulcair: Freeland is positioning herself:<\/strong> After Sunday\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/world\/article-kgb-archives-show-how-chrystia-freeland-drew-the-ire-and-respect-of\/\">interesting story<\/a> about <strong>Chrystia Freeland\u2019s<\/strong> youthful adventures dodging the KGB in Ukraine, <strong>Tom Mulcair<\/strong> has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/politics\/tom-mulcair-freeland-positioning-herself-to-take-over-as-liberal-leader-1.5619685\">a provocative column<\/a> at CTV, suggesting it is a sign that she is\u00a0positioning herself to take over from Justin Trudeau.<\/p>\n<blockquote><p>Much like <strong>Michael Ignatieff, Chrystia Freeland<\/strong> became almost famous south of the border with her writings and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a> savvy. Unlike Ignatieff, she\u2019s actually got some experience in government having ably run key ministries and, most admirably, outfoxed <strong>Donald Trump<\/strong> during the renegotiation of NAFTA. If she succeeds, she\u2019ll be taking over from one of the world\u2019s major media figures, <strong>Justin Trudeau<\/strong>. A little bit of profile doesn\u2019t hurt.<\/p>\n<\/blockquote>\n<p>Mulcair thinks, though, there will be other contenders for Trudeau\u2019s job.<\/p>\n<blockquote><p>The most obvious one is the genial and exceptionally accomplished<strong> Mark Carney<\/strong>. Earlier this year at an event at <em>l\u2019Universit\u00e9 de Montr\u00e9al<\/em>, where I teach, he was brilliant, generous with his time, and able to do the entire gig in French. I was impressed that he\u2019d somehow managed to keep up his knowledge of the language of Moli\u00e8re during his lengthy stint in London as Governor of the Bank of England. This guy\u2019s got <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/game\/\" data-internallinksmanager029f6b8e52c=\"7\" title=\"Game\" target=\"_blank\" rel=\"noopener\">game<\/a>. Carney recently published a work on values (very progressive) and is a world leader on the issue of climate change and economic transition. He is currently working at the highest level of the United Nations, deepening his contacts and developing experience and expertise in areas outside of central banking. This promises to be one heck of a battle.<\/p>\n<\/blockquote>\n<p><strong>Wernick\u2019s thoughts:<\/strong> <strong>Paul Wells<\/strong> had an interesting conversation with former top bureaucrat <strong>Michael Wernick<\/strong>, who has written a book, <em>Governing Canada: A Guide to the Tradecraft of Politics<\/em>, which sounds like it is full of interesting insight, even if he never spills the tea on a certain secret recording.<\/p>\n<blockquote><p>The resulting book is nearly devoid of juicy insider gossip\u2014never Wernick\u2019s style\u2014but full of pithy advice to political leaders in <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a>. \u201cIf you can end a meeting early and gain a sliver of time,\u201d he tells prospective prime ministers, \u201cget up and leave.\u201d And, elsewhere, \u201cIt is rarely to your advantage to meet the premiers as a group.\u201d And, ahem, \u201c<strong>The longer you are in office, the more courtiers you will attract<\/strong>.\u201d<\/p>\n<\/blockquote>\n<p>There\u2019s lots of stuff that politics nerds will like:<\/p>\n<blockquote><p>One of the recurring themes in Wernick\u2019s book is <strong>how little time everyone has<\/strong>. A federal cabinet will have 100 hours in a year for all of its plenary discussions. Maybe 120. It\u2019s never enough. \u201cIt\u2019s overbooked from day one until the day they leave. And you\u2019re always making choices: to do one thing means not doing something else. And mindful management of the allocation of time is really important. It can get away on you.\u201d<\/p>\n<\/blockquote>\n<p class=\"text-block-container\"><strong>Pandemic privilege:<\/strong> Conservative MP <strong>Mark Strahl\u00a0<\/strong><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/politics\/federal\/2021\/10\/12\/should-unvaccinated-mps-be-allowed-in-the-house-of-commons-one-prominent-conservative-says-yes.html\">told the <em>Star<\/em><\/a> on Tuesday that he opposes any vaccination requirement for MPs. He argues a vaccination mandate on the Hill <strong>would violate parliamentary privilege<\/strong>: \u201cI know it\u2019s kind of quaint \u2014 archaic, maybe \u2014 to talk about parliamentary privilege during a pandemic, but it\u2019s been upheld through many crises \u2026 We\u2019d better be very, very careful that we don\u2019t cavalierly toss it aside.\u201d<\/p>\n<p><strong>Fortin loses:<\/strong> A judge has struck down Maj.-Gen. <strong>Dany Fortin\u2019s<\/strong> request for reinstatement as the head of Canada\u2019s COVID-19 vaccine distribution campaign, CP <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nationalnewswatch.com\/2021\/10\/12\/judge-set-to-rule-today-on-maj-gen-fortins-reinstatement-to-vaccine-campaign\/#.YWXKbzd_tZJ.twitter\">reports<\/a>. Fortin should have filed a formal complaint through the military\u2019s grievance system before resorting to the courts, the judge ruled.<\/p>\n<p>Fortin was removed as head of the COVID-19 vaccine rollout effort in May, five days before military police announced they had referred an investigation of alleged sexual misconduct to Quebec\u2019s prosecution service.\u00a0 The senior military officer, who previously served in Afghanistan and commanded a NATO training mission in Iraq before being assigned last November to lead the federal government\u2019s vaccine rollout effort, was formally charged with one count of sexual assault in August. That case, which relates to an alleged incident dating back to 1988, is due back in a Quebec court on Nov. 5.<\/p>\n<p><strong>\u2018I\u2019ve been exonerated\u2019<\/strong>\u00a0The Globe has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/canada\/article-a-four-star-dilemma-atop-of-the-canadian-armed-forces\/\">an interview<\/a> with\u00a0Admiral <strong>Art McDonald<\/strong>, who wants his job back.\u00a0McDonald spent a month as chief of the defence staff before going on leave during an investigation into a 2010 incident alleged to have been misconduct. That investigation concluded without charges in August.\u00a0\u201cI\u2019ve been exonerated,\u201d McDonald told the Globe. \u201cIt is now time for the institution to step up, accept the results of the investigation, return me to my duties \u2013 or at least start a dialogue around an alternative approach.\u201d\u00a0\u00a0A spokesman for the Privy Council Office, says the \u201csuspension remains in force\u201d and that the \u201cgovernment is assessing all circumstances in determining next steps.\u201d<\/p>\n<p class=\"text-block-container\"><strong>External oversight:<\/strong> The <em>Star<\/em> has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/politics\/federal\/2021\/10\/10\/the-military-is-not-going-to-solve-this-on-its-own-eyes-turn-to-ottawa-as-sexual-misconduct-crisis-continues-to-rock-the-canadian-armed-forces.html\">a thoughtful story<\/a> based on interviews with experts who study military sexual misconduct. They are pleased that the government has recognized that the military does not \u201cget it,\u201d but they have not taken the steps necessary to force change.<\/p>\n<blockquote>\n<p class=\"text-block-container\">\u201cThe military is not going to solve this on its own. There needs to be this external oversight,\u201d said <strong>Maya Eichler<\/strong>, Canada research chair in social innovation and community engagement at Mount Saint Vincent University, who specializes in military sexual misconduct.<\/p>\n<\/blockquote>\n<p><strong>Some may get it:<\/strong> Writing for Saltwire, <strong>Scott Taylor<\/strong> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.saltwire.com\/atlantic-canada\/opinion\/scott-taylor-armed-forces-senior-command-still-not-getting-it-in-treatment-of-sexual-assault-100644460\/#.YWWSeDxji6k.twitter\">opines<\/a> that it is going to far to say the military doesn\u2019t get it. Senior brass don\u2019t, he writes, but the rank and file do.<\/p>\n<blockquote><p>Regrettably, Trudeau\u2019s blanket statement should have been more targeted at the very senior command level of the CAF. The fact that the news of Dawe\u2019s appointment generated enough internal reaction that it was subsequently leaked to the <em>Ottawa Citizen<\/em> means that many of the rank and file do in fact \u201cget it.\u201d<\/p>\n<\/blockquote>\n<p><strong>G20 Afghan summit:<\/strong> Canada joined its G20 allies in pushing Afghanistan\u2019s new Taliban rulers to allow humanitarian aid, CP <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nationalnewswatch.com\/2021\/10\/12\/trudeau-joins-g20-leaders-in-pushing-taliban-for-aid-access-respect-for-rights\/#.YWXyaEMuPKY.twitter\">reports<\/a>.\u00a0The European Union announced a support package of $1.4 billion. Canada did not announce new money, but pushed for the resettlement of refugees, noting Canada will accept 40,000.<\/p>\n<p><strong>Macron wants a chat:\u00a0Emmanuel Macron<\/strong> wants face time with Trudeau. The French ambassador <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/politics\/2021\/10\/12\/macron-wants-face-to-face-meeting-with-trudeau-to-talk-security-china-climate.html?utm_source=dlvr.it\">tells CP<\/a> that Macron wants to discuss the alliance formed last month between the United States, Britain and Australia, which\u00a0angered Macron. Trudeau has shrugged off Canada\u2019s exclusion.<\/p>\n<p><strong>Could be more useful:<\/strong> Ontario\u2019s vaccine website, where Canadians from the province can download the proof of vaccination, <strong>can\u2019t be accessed from outside North America<\/strong>, Global <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/globalnews.ca\/news\/8260193\/covid-travel-vaccine-passport-ontario-abroad\/\">reports<\/a>. Canadians <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a>ling abroad tell Global that the Ontario vaccine webpage was blocked. The province says it plans to fix the site.<\/p>\n<p><strong>NDP ponders election:<\/strong> The Toronto Star <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.thestar.com\/politics\/federal\/2021\/10\/10\/new-democrats-didnt-break-through-in-the-federal-election-now-they-need-to-figure-out-why.html?utm_source=Twitter&amp;utm_medium=SocialMedia&amp;utm_campaign=Federalpolitics&amp;utm_content=ndpelection\">reports<\/a> on the NDP\u2019s internal debris-sifting. The party entered the recent campaign with high hopes but gained just a single seat.
