Tseng, who used a wheelchair, enjoyed raising pigeons and would release them to fly over the urban space, Lee said. The two also played mahjong.<\/p>\n<p>Lee said he hadn\u2019t seen Tseng in a while because the door in the building\u2019s elevator frequently didn\u2019t open and residents didn\u2019t have the money to maintain it.<\/p>\n<p>\u201cThe people who lived inside, many of them were not in good health. Many of them had a disability,\u201d Lee said.
